Your Committee on Finance, to which was referred Bill No. 50, reports as follows:
Bill No. 50, transmitted by Finance Director Nancy Crawford, via Communication No. 194 dated
March 2, 2009, adopts a pay plan for persons employed by the County other than those whose pay is
otherwise provided for, designating payroll periods, pay days, prescribing requirements with respect to
official fidelity bonds, and repealing ordinance No. 08-85 and all amendments thereto, said ordinance to
be known as the salary ordinance of 2009.
The significant amendments are:
1. Section 3 (B) Rate of Compensation. Pay Grade. The County Clerk requested the addition of the
following pay grade steps:

2. Section 7.01 Office of the County Council. Item 2. The Deputy Executive Assistant to the Council
Chairperson (East/West Hawaii) class of work was retitled by deleting (East/West Hawaii) from its
title.
3. Section 7.02(b) Office of Housing and Community Development, Office of Management. Item 1. The
Administrative Services Officer class of work was retitled to Assistant Housing Administrator.

Councilmember Yagong indicated that because this bill allows for the possibility of raises that it could be
negatively perceived by the public and union employees who are being asked to not request raises in the
upcoming fiscal year.
County Clerk Ken Goodenow was asked what would happen if no changes were passed by the Council
and he responded that the charter requires the ordinance to be adopted annually. He also indicated that
because of time constraints that the bill needed to be passed to full council for first reading.
Councilmember Yagong requested that the Legislative Research Branch prepare amendments for
Bill No. 50 that will keep the Salary Ordinance exactly the same for fiscal year 2009-10 as it was in fiscal
year 2008-09.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 50, and recommends it
pass first reading.
