Your Committee on Finance, to which was referred Communication No. 223, reports as follows:
Communication No. 223, transmitted by Mayor William P. Kenoi, dated March 13, 2009,
requests the confirmation of the appointment of Mr. Bert Tsuchiya as Director of Data Systems
for the County of Hawaii.
Mr. Tsuchiya has been a county systems analyst in the department since 2007, responsible for
planning, designing and developing information systems. Mr. Tsuchiya also worked as a
programmer for KTA Super Stores from 1993 to 2007, and was a KTA computer operator from
1987 to 1990.
Mr. Tsuchiya, a Hilo resident, holds a bachelor of science degree in computer science from the
University of Hawai'i at Manoa. He also attended the University of Hawai'i at Hilo, and is a
graduate of Hilo High School. He currently serves on the Board of Trustees for Honpa
Hongwanji Hilo Betsuin.
Pursuant to Article V, Section 5-3.2, Hawaii County Charter, "The director of data systems shall
be appointed by the mayor, confirmed by the council and may be removed by the mayor."
There was no discussion on this appointment.
Committee Chairman Yagong advised Mr. Tsuchiya that he did not need to return to the next full
Council meeting for final reading of his appointment.
Your Committee on Finance is in accordance with the purpose and intent of Communication 223
and recommends the appointment of Bert Tsuchiya as Director of Data Systems for the County
of Hawaii.
