WISHNICK MAY 4, 2009 Donald Ikeda, Chair Members of the Planning Committee County of Hawaii 25 Aupuni Street Hilo, HI 96720 Re: Resolution 127-09 Authorizing approval of in lieu of fair share contribution to satisfy Condition "R" of Ordinance No. 92-40 During the month of July, 2007, there were 7-9 arson-related fires along Akoni Pule Highway. One of those fires extended mauka between the Hawaii State lands and Kohala Ranch. Our volunteer fire company, North Kohala Coast Volunteer Fire Company 14 A, worked for many hours alongside the regular fire companies and was instrumental in controlling the fires and protecting life and property. Two of the three fire trucks belonging to the Volunteer Company became disabled while fighting the fires and were deemed beyond repair. The remaining vehicle was a transport truck. The County advised the Community that there were no funds to provide a water tanker for the Volunteer Company to replace the one that was disabled. That meant that the Akoni Pule Community, which extends from Kawaihae Harbor to Mahukona, would have to wait 20 minutes for the nearest Fire Company to respond to the scene of a fire. After consultation with Fire Chief Darryl Oliviera and Volunteer Fire Chief Ralph Saito, I undertook the responsibility on behalf of the Akoni Pule Community to spearhead a fundraising campaign to secure an off-road water tanker truck. We received donations from the surrounding residential communities, the Kawaihae business community, and from around the Island after a story appeared in West Hawaii Today. WISHNICK After two years, we have raised $100,900 in cash and $53,000 in pledges to purchase a truck. One important pledge was given by Kohala Ranch Development Company (KRDC), after consultation by Mr. William Moore (representing KRDC and myself) with Mr. Pete Hoffmann. KRDC wished to pledge funds to the Fire Truck in lieu of a fair share contribution to satisfy Condition "R" of Ordinance No. 92-40. After that consultation, we proceeded with the purchase of a truck. We requested that the Fire Department and The Volunteer Fire Company provide the specifications for the truck and the appropriate suppliers in order to solicit bids. The bid from OSCO Tank and Truck Sales was accepted and the contract was signed in January, 2009 to build an off-road water tanker to the specifications of the Fire Department personnel. The truck, which costs $150,900, is expected to be completed in June, 2009. A copy of the Contract is appended to this letter. It is the intent of the Community to donate the truck to the County upon its delivery for use by the North Kohala Coast Volunteer Fire Company, 14A in this Community. This truck is absolutely necessary for the safety and well-being of the residents and businesses in the area. We must pay for the truck in full before it can be transported to Hawaii. Every pledged dollar is needed.
