Comm. 223: APPOINTMENT TO THE LIQUOR ADJUDICATION BOARD - RALPH D BLACK From Mayor Stephen K. Yamashiro, dated March 24, 1997, submitting for confirmation the following appointment to the Liquor Adjudication Board: Mr. Ralph D. Black of Hilo, a 43-year resident of Hawaii and, since 1987, has been self-employed as an attorney-at-law. States he is not a member of any political party. If approved, Mr. Black will replace Gloria P. Bartalome of Kona, whose term expired on December 30, 1996, and will serve a term to end December 31, 2001. FC-9 Page 2 April 15, 1997 Comm. 200: REQUEST FOR SALARY ADJUSTMENTS - DEPUTY PROSECUTING ATTORNEYS From Prosecuting Attorney Jay T. Kimura, dated March 7, 1997, submitting a proposed adjustment to the salary schedule for deputy prosecuting attorneys. States the current schedule was adopted pursuant to Resolution 176-90. The Council also adopted Ordinance 95-17 which referenced the salaries of deputies to the appointing authority in a 50-90% range. Requests approval of the attached draft resolution. Comm. 200.01: From Dwayne Mukai, Business Manager, Office of the Prosecuting Attorney, dated March 25, 1997, transmitting the proposed new salary scale for the attorney salaries. States if implemented effective April 1st of this year, it would increase this year's fiscal salaries account by $19,485 and fiscal year 1997-1998 by $100,079. Comm. 224: RESOLUTION CREATING A SCHOOL CROSSING GUARD POSITION AT (Res. 59) THE CROSSWALK OF THE OLD PAHOA VILLAGE ROAD AND KAOHE ROAD FOR PAHOA ELEMENTARY INTERMEDIATE AND HIGH SCHOOLS From Councilmember Al Smith, District V, dated March 21, 1997, transmitting the above resolution. Comm. 224.01: From State Department of Education District Superintendent Patricia C. Bergin, dated February 5, 1997, transmitting letters from principals Mr. Donald Romero and Mrs. Nalani Sing of Pahoa Elementary and Pahoa High and Intermediate Schools requesting crossing guards for their schools at the intersection of Kaohe and Puna roads and on Highway 130. Comm. 224.02: Copy of letter to State Department of Education District Superintendent Patricia C. Bergin, from Police Chief Wayne G. Carvalho, dated February 21, 1997, informing that a crossing guard should be placed at the crosswalk at the Old Pahoa Village Road and Kaohe Road which fronts Pahoa Elementary, Intermediate and High Schools. States, however, that a study found that to have a crossing guard at the intersection of Old Pahoa Village Road/Route 130/Route 132 is not warranted at the present time as it could pose a potential liability and hinder traffic flow. FC-9 Page 3 April 15, 1997 Comm. 228: RESOLUTION AUTHORIZING THE ACCEPTANCE OF $600 FROM THE (Res. 60) PAHALA COMMUNITY ASSOCIATION FOR THE PURCHASE OF ELECTRICAL MATERIAL TO BE USED IN THE COMPLETION OF THE PAHALA COMMUNITY CENTER EXTENSION From Councilmember John Santangelo, dated March 31, 1997, transmitting the above resolution. Takahashi, dated (Bill 71) April 3, 1997, transmitting a bill appropriating $600 received from the Pahala Community Association to purchase electrical material for the Pahala Community Center Extension. (For donation - Comm. 228/Res. 60) Comm. 232: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A SWING SET (Res. 61) (VALUATION $667) FROM THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL'S HEAD START PROGRAM TO BE USED AT THE HAWAIIAN BEACHES PARK From Council Vice Chair Al Smith, dated April 2, 1997, transmitting the above resolution.
