Your Committee on Planning, to which was referred Communication No. 285, reports as
follows:
Communication No. 285, transmitted by Mayor Billy Kenoi, dated April 15, 2009, submits for
confirmation the appointment of Mr. Zendo Kern of Puna to the County of Hawaii Windward
Planning Commission, filling an at-large vacancy.
Mr. Kern is a 26 year resident of Hawaii: He is the owner of Green Island Builders, a company
that incorporates energy efficiency into the home design. Mr. Kern was one of the original
members on the Downtown Hilo Steering Committee, and was an active member of the
Downtown Hilo Improvement Association from 2003 to 2005. He currently serves on the
Economic Development Committee of the Hawaii Island Chamber of Commerce. He is the
2007 SBA Young Entrepreneur of the Year for the County of Hawaii.
Mr. Kern states that he is not affiliated with any political party. If confirmed, he will serve a
two-year term to end on December 31, 2011, and will be eligible for reappointment.
Mr. Kern stated that he feels that his diverse knowledge and balanced approach to planning will
serve him well as a member of the Windward Planning Commission.

Your Committee on Planning is in accord with Mayor Kenoi's nomination to the Windward
Planning Commission, and recommends confirmation of the appointment of Mr. Zendo Kern to
the Hawaii County Windward Planning Commission..
