Your Committee on Finance, to which was referred Resolution No. 105-09, reports as follows:
Resolution No. 105-09, transmitted by County Clerk Kenneth G. Goodenow, via Communication
No. 257, dated April 8, 2009, prioritizes lands to be acquired pursuant to Hawaii County Code
Section 2-218.
Pursuant to Section 2-218(a), Hawaii County Code 1983 (2005 Edition, as amended), the Public Access,
Open Space and Natural Resources Preservation Commission has submitted its island-wide prioritized list
of qualifying lands worthy of preservation to the Mayor and the Mayor has submitted his
recommendation, based on this report of the Commission, to the Council. Section 2-218(a), Hawaii
County Code 1983 (2005 Edition, as amended), provides, in part, that: "The Council shall, by resolution,
select the land or lands to be preserved."
The prioritized list as submitted is as follows:
1) The acquisition of Kawa`a/Kawa`a Bay;
2) The acquisition of the Pa`o`o Ahupua`a Parcel;
3) The acquisition of the Honolulu Landing Parcel;
4) The acquisition of the Wai`ele Parcel; and
5) The acquisition of the Puapua`a Properties.
Councilmember Hoffmann stated that he felt that this list should be passed as submitted. He indicated
that it was decided to do it this way to prevent the prioritization process from becoming politicized.
Councilmember Enriques stated that he has learned that the owner of the Kawa`a/Kawa`a Bay parcel is
now willing to sell and requested that it remain the number one priority.
Finance Director Nancy Crawford advised the council that it was possible for more than one property to
be negotiated for at the same time depending on asking price and the amount of money available in the
fund.
Councilmember Yagong stated he believed the list should be amended to account for properties that have
willing sellers and are on are on the market. Tthere should be an opportunity to move these properties up
on the list.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 105-09, and
recommends its adoption.
