No. 163-09 PLACE: Council Chambers TIME: 10:06a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 163-09, reports as follows: Resolution No. 163-09, transmitted by Finance Director Nancy Crawford, via Communication No. 330, dated May 6, 2009, creates five (5) new positions in the Traffic Signs and Markings Section of the Department of Public Works' Traffic Division. These positions include a Lead Traffic Signs and Markings Painter, two (2) Traffic Signs and Marking Painters, and two (2) Traffic Signs and Marking Helpers. Pursuant to Article V, Section 5-1.3(c) of the Hawaii County Charter the Mayor has the power to create positions "for which appropriations have been made by the council." Councilmember Ford requested an explanation as to why the positions were being created. Traffic Division Chief Ron Theil stated that this work had been done by contract in the past but the State Legislature allowed Act 90 to sunset; and under the new rules, there was a spending cap implemented that will not allow the department to complete the amount of work required. Mr. Theil stated that these new positions had no impact on the budget since he would be using the funds previously used to fund the contracts for the work. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 163-09, and recommends its adoption.
