Your Committee on Finance, to which was referred Resolution No. 164-09, reports as follows:
Resolution No. 164-09, transmitted by Finance Director Nancy Crawford, via Communication No. 333,
dated May 6, 2009, authorizing the Office of the Mayor to enter into an agreement with the Research
Corporation of the University of Hawaii (RCUH) to administer the evaluation of the Big Island Drug
Court program.
In 2007, the Office of the Prosecuting Attorney was awarded a Community Oriented Policing Services
(COPS) Methamphetamine Initiative Grant by the U.S. Department of Justice, Office of Community
Oriented Policing Services. The Office of the Prosecuting Attorney had applied for the funds to improve
the Big Island Drug Court's efforts to more effectively intervene and engage the methamphetamine
offender in a timely manner. To assess the overall success of the implementation of this grant, the Office
of the Prosecuting Attorney will be contracting with the Research Corporation of the University of
Hawaii (RCUH).
Councilmember Naeole asked what was involved with the evaluation. Dr. Marilyn Brown, Assistant
Professor of Sociology at the University of Hawaii-Hilo, stated that they review the process of how the
program was implemented and also compare the results of the program with other similar programs.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 164-09, and
recommends its adoption.
