Your Committee on Finance, to which was referred Resolution No. 167-09, reports as follows:
Resolution No. 167-09, transmitted by Finance Director Nancy Crawford, via Communication No. 336,
dated May 6, 2009, authorizes the payment of funds for more than one fiscal year for the lease of a
landfill compactor for the Department of Environmental Management Solid Waste Division. The average
daily tonnage of waste received at the West Hawai'i Landfill at Pu'uanahulu is approximately 300 tons
and the current operations has only one compactor. Whenever there are breakdowns or the current
machine is not operable, an emergency repair is required or an emergency rental is required to allow the
trash to be compacted properly to save airspace, thereby allowing more trash to be buried and extending
the life of the landfill. Also, the State Department of Health regulations state that the landfill operations
must insure that adequate equipment is available to perform compaction work. If the compactor breaks
down, another piece of equipment must be in place and readily available to manage the incoming refuse
on a daily basis.
The cost of leasing a new compactor will be offset by the rental paid for the rental compactor when the
only one at West Hawai'i is down for repairs or maintenance.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Councilmember Hoffmann asked Mike Dworsky of the Department of Environmental Management if in
any way could be considered to be a situation similar to the oncoming bulldozer issue the department is
facing. Mr. Dworsky stated that this was not, that it was a lease to own contract over several fiscal years.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 167-09, and
recommends its adoption.
