THE LEAGUE OF WOMEN VOTERS OF HAWAII STATE
Testimony on Resolution 120-09 Amending the Rules of Procedure of the Council
Wednesday, April 22, 2009

Sheraton Keauhou Bay Resort, Kailua-Kona
Testifier: Susan Irvine, Vice-President, LWV of Hawaii State
Chair Yoshimoto, Vice Chair Hoffman, and Members of the Council:
I am asking that you defeat resolution 120-09 which would allow substantially amended Bills
and Resolutions to be decided without holding them to the next regular meeting of the Council.
The LWV on a national, state, and local level has championed Sunshine in our in government
as a means to encourage citizen confidence and participation. This Resolution places a cloud
over Council proceedings as it places severe limits on the time for Councilors and the public to
evaluate decisions being made.
State law requires advance notice of decision-making items on an agenda. The proposed
change to your rules would allow substantially amended items to pass without holding them to
the next meeting. There would be no advance notice of decision-making as required by State
law.

This Resolution would limit the ability of Councilors (some of whom may be absent from any
one meeting) and the public to thoroughly evaluate amendments to Council bills and
resolutions.
Please defeat Resolution 120-09.
Thank you for the opportunity to testify on this Resolution.
