The LWV on a national, state, and local level has championed Sunshine in our in government as a means to encourage citizen confidence and participation. This Resolution places a cloud over Council proceedings as it places severe limits on the time for Councilors and the public to evaluate decisions being made. State law requires advance notice of decision-making items on an agenda. The proposed change to your rules would allow substantially amended items to pass without holding them to the next meeting. There would be no advance notice of decision-making as required by State law. Comm. No. a- W. Z Ref. To: p Ref. Please defeat Resolution 120-09. Thank you for the opportunity to testify on this Resolution.
