From Controller Dixie Kaetsu, dated March 17, 1997,
transmitting a Report of Transfers Authorized showing
transfers made from March 1 through March 15, 1997,
and copies of the approved transfer forms.
Comm. 197: TRANSFER OF FUNDS - $24.000
(Res. 54) From Parks and Recreation Director George Yoshida,
dated March 4, 1997, transferring $24,000 from Parks
and Recreation's Park Maintenance account to Research
and Development's Tourism Promotion account. The
appropriation was inadvertently placed in Parks and
Recreation.
Comm. 198: ORDINANCE BILL AMENDING THE OPERATING BUDGET BY
(Bill 60) APPROPRIATING $90,593 FOR A LOCAL LAW ENFORCEMENT
(Res. 55) HLOCK GRANT; AND A RESOLUTION AUTHORIZING THE MAYOR
TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF
AMERICA FOR THE GRANT
From Finance Director Harry A. Takahashi, dated
March 4, 1997, transmitting the above bill and
resolution. This grant, from the U.S. Department of
Justice, will enable the Police Department to purchase
a digital logging recorder and a playback recorder to
record all 911 calls and monitor radio transmissions.

Comm. 207: RESOLUTION APPROVING THE COST ITEMS AGREED UPON BY THE
(Res. 57) EMPLOYERS AND HAWAII FIRE FIGHTERS ASSOCIATION FOR THE
cnNTUACT PERIOD JULY 1 1997 THROUGH JUNE 30 1999
From Mayor Stephen K. Yamashiro, dated March 13, 1997,
transmitting the above resolution. The negotiated
cost items include adjustments to wages, overtime and
meal allowances. Attaches an exhibit showing the
total cost of these various adjustments over the two
years of the proposed contract. The revised budget
that will be presented to the Council in May will
include appropriations for these cost items.
Comm. 213: AMENDMENT TO THE OPERATING BUDGET FOR FISCAL YEAR
(Bill 63) ENDING JUNE 30, 1997, BY APPROPRIATING $12,000 OF
FEDERAL (DOT) FUNDS FOR BIKE EDUCATION

Comm. 215: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC)
OFFICERS FOR FISCAL YEAR 1997-98

March 18, 1997, requesting the Council select one of
its members to serve as an officer of HSAC for fiscal
year 1997-1998. It is also requested that an
alternate be designated to serve as a backup.
