Ordinance No. 31
AN ORDINANCE TO PROVIDE FOR
THE PUBLIC SAFETY AT EX-
HIBITIONS OF STEREOPTICON
AND MOVING PICTURES.
Be it onacted by the Board of Sup-
ervisors of the County of Hawaii:
Section 1. That the Building In-
spector of the City of Ililo is au-
thorized to issue to any persona cer-
tificate whereby such person shall be
entitled for the period mentioned in
the certificate, to give public exhibi-
tions within the County of Hawaii Yor
which an admission fee is charged,
using stereopticons, moving picture
machines and other devices by which
pictures or images are thrown upon
a wall or screen or are Produced by
passing light through transparent
films or plates. Before issuing such
a certffica,te Lhe said Building In-
spector of the City of Hilo shall
make a personal examination of the
machines or devices to be used by
each persons, the illuminating ele-
ments and if electricity ie to be used,
the said Building Inspector of Lhe
City of Hilo shall examine the wir-
ing and all other equipment used for
the purpose of bringing else Lric riuld
into the building and transforming
the same into ligin: and if, in his
opinion, machines, devices, illumix:at-

requirements laid down by Lhe Rules

Installation Of Electric Wiring And
Apparatus, and if he shall be satisfied
that tits building is sake for the pur-
pose for which it is intended and
used, he shall issue to the peremi
applying Yor the same a certificate to
that effect.
Section 2. The Building Inspector
of the City of Hilo shall be entitled
to charge. a Yee of One Dollar for each
certificate so issued by him, and pay
such fee into the Treasury oY the
County.
Section 3. The Building Inspector
oY the City oP Hilo shall Yrom time to
time examine or cause to be exam-
ined the buildings and apparatus used
for such public exhibitions and if he
shall be of the opinion that the build-
ing, the electric wiring, or any por-
tion oY the apparatus or the appli-
ances used are ^ot maintained or
conducted i^ accordance with the
Rules And Requirements Of Tho Na-
tional Board OY Fire Underwriters
For The Installation Of Electric Wir-
ing And Apparatne or are unsafe for
any reason, he shall notify the own-
er, managor, doorkeeper, or other em-
ployees carrying on or working in or
about the said building or exhibitimx
and upon such notice the certificate
theretofm•e issued, if a certificate has
been issued for such oxlxibitimr, shall
be void and such exhibition shall not
be Yurther coudnctcd until a new cer-
tificate eha.ll have ben issued by the
Building Inspector of the City oY Hilo
for such exhibition.
Secition 4. Any person who shall
construct or prepare a building Yor
the conducting of such exhibitions or
who shall advertise the giving, or
shall charge an admission fee Eor such
exhibition, or shall conduct or at-
tempt to conduct the same without
first having obtained a certificate of
the Building Inspector of the City oY
Hilo as herein provided or who shall
violate any of the terms o4 this ordi-
nance shall be held to be guilty of a
misdemeanor and upon conviction
therefore shall pay a fine of noC less
than the sum of Ten Dollars nor more
than the emn of Two Hundred and
Fifty Dollars at the discretion of the
Court.
