AN ORDINANCE RELATING TO
THF. CONSTRUCTION AND MAIN-
TENANCE OF $IDEWALK$ IN
THE CTTY OF HILQ COiJNTY OF
HAWAII, TERRITORY OF HA-
WAII.
Be it ordained by the Board of
9uperviem•s in and for the County of
Hawaii:
Curbing
Section 1. That every owner of
land abutting on or adJofuing any
public highway or street in the City
of HBO, County of Hawaii, Territory
of Hawaii, upon being required by
the Board of Supervisors of the
County oY Ilawaii, and being notified
of such requirement, as herein pro-
vided, shall curb the sidewalk ad-
jacent to such land, on the estub-
liahed lines, with substantial curbing
of aT.one or concrete, which curbing
shall conim~m to the following speci-
fications:
S~peciflcatlons
Stone Curbing: Tho curb atones
shall he of a good quality lava rock,
or be of cast concrete, in rectangu-
lar blocks of which not less than
fifty (50) per centum shall be at least
thirty-six (36) inches in length, and
the remaining fifty (FO) per centum
shall be at least thirty (30) inches in
length, except for proper close re
pieces, and shall not be less tkan six-
teen (]6) inches In depth, and of a
matched width of six (6) inches on
top with an upward bevel from the
face of one-eighth (~/a) innh in the six
(8) inches.
The top of natural lava stone curb-
ing shall be axed hammer dressed to
a smooth surface.
The face of natural stone enrbing
shall ho wind and brush hammer
dressed to a depth of ten (70) inches
below the Lop. The remainder of the
face shall be point dressed. The bark
shall be point dressed to a uniform
thickness of six (6) inches for at least
three (3) inches from the Cop and
shall be free of proj sett mts oC mm•e
than two (2) inches.
The ends moat be square with the
top and permiC oY a joint not exceed-
ing one-half (xta) inch for the full
thicl:n esa of the stone to a. depth oY at
least ton (IO) inches from the top.
Blocks shall be well bedded, set
tree to line and grade and the joints
betwee^ blocks filled with a. cement
grant composed of one part cement to
two parts sand and the mixture to be
darkened with lamp black.
At street intersections when the
curb is oa.rried around on a. carve the
radius of such a curve shall be that

Concrete Cm'king. Concrete cork

concrete sidewalks and shall be of

posed surfaces shall show a smooth
finish.
All em•king laid under the provi-
sions of this Ordinance shall be set
true to the established linos and grad-
es and shall be laid, jointed and set in
a good, substantial, workmanlike
manner.
Section 2. Back Filling, Sub-grade
and Retaining Walla.

or street in the City of Hilo, after
curbing has been ]aid, as hereinbefore
provided for, upon being required by
the Board of Supervisors of the
County of Hawaii, and being notified
of such requiremont, as hereinafter
provided, shall back fill, sub-grade
and retain acme in the space botween

jacent to such ]and.

Walk Slope: When sub-base is en-
quired the sub-grade shall not be
less than twelve and three-quarter
(] 23J4) in rhea below the finished sur-
feee of the walk an rl shall have a
slope toward the curb of not less than
one-half (?/z) inch per foot.
Depth oP Layers: All soft or spon-
gy places shall be dug out and el] de-
pressions filled with suitable filling
material, which shall be thoroughly
compacted by flooding with water and
tamping in layers not exceeding six
(6) in ch es in thickness.
Deep Fills: taken, to bring the
walk to grade, a fill exceeding one (71
foot in thteknese ie required, it shall
fie made in a manner statisfactory t~+
the engineer and inspector. The top
of all fills shall extend beyond tke
sidewalk line at least two (2) Per[
and shall have a slope of not less
than Y~/z: 7.

tion.
Section 3 Sidewalks. That every
owner of ]and abutting o^ or a.djoin-
ing any public highway or street in
the City of Hilo, upon being required
by the Board of Snpervisora oY the
County of Hawaii and being notified
oY such requirement, as hereinafter
provided, shall curb, as provided in
Section 1 hereof, and grade, as pro-
vided in Sectio^ 2 hereof, and shall
construct and maintain in good condi-
tion between the established sidewalk
13nes a sidewalk on such highway or
street adjacent to such property to
conform to the following specifica-
tions:
Portland Convent: The cement
shall conform in every detail to the
Standard Specifications of Portland
Cement adopted by the American
Society for Testing Materials, The
unit of measure for cement shall be
the bag received from the manufac-
turers, having a gross weight of not
less than ninety-flue (96) pounds or
a. net weight of not less than ninety-
four (94) pounds. Such a packed,
unopened bag shall be considered ae
equal to one cubic foot of cement,
and one cubic foot of cement shall
weigh not loss than ninety-four (99)
pounds.
A parked barrel of cement shall
weigh not less than three hundred
and seventy-six (376) pounds, net, and
shall he considered equivalent to Your
19) bags of cement, or four (4) cubic
feP.t.
Sand. The sand shall pass a No. 4
screon of which not more than Yorty
(40) nor eentnm may be retained
on a No. 10 screen and shall be tree
from all foreign matter, excepting
loam or clay which will be permitted
if the quantity does not exceed flue
(6) per eentum and when these in-
gredients do not occur a~e a coating on
the sand grains.
Stone and Bock. Stone shall be
erushnd from clean, sound, hard,
durable lava rocks and shall be
aereened dry through a two (2) inch
ring and be retained on a quarter
( ~/r) inch mesh.
Screenings through a Uuarter (~/4)
inch mesh, from the crushed stono
above specified, may be substituted
for sand if approved by the engineer
and inspector. The same shall be
clean, dry, well graded, and Pree from
excessive duet which shall not occur
as a coating on the particles of atone.
River Gravel: Gravel shall be clean
and hard and shall vary in size from
that retained on a quarter (~/4) inch
mesh to the ]a.rgest particles passing
a ono and a quarter (1r/4) inch mesh.
Unscreened Gravel: Unacreened
grave] shall be clean and hard, and
shall contain no partleles larger than
nne and a quarter (1 ~/4) inches. The
proportion of fine and coarse parti-
cles must be determined and correct-
ed to agree with the requirements
hereinafter specified for Cmrcrete in
Base and Proportioning Foundation:
When a sub-base is required only
clean, hard cinders, slag lava, gravel,
crushed stone nr broken brick shall
he ^sed. The material shall not be
smaller than one-half (~/a) inch or
exceed four (4) inches in the largest
dimension.
Water: Water shall be roasonably
clean, practically Lree from any oil,
acid, aalin es and other deteriorating
substances.
PAVEMENT: The pavement shall

be artificial etonefiagging composed
of cement concrete, constructed in al-
ternate slabs in plane not over three
(3) Peet in width. It shall consist of
two (2) parts: First, a base course
three and a half (3i/z) inches thick,
second, a finishing or wearing course
three-quarters (s/4) oY an inch thick.
Grade: Unless otherwise espe~ial-
ly provided Yor, the finished surface
shall be a true plane rising from the
curb grade at the curb line at the rate
of nne-fourth (i/a) inch to one (1)
font to the property line.
Preparing Sub-Grade: The space
[o he orcupied by the walk shall be
properly graded to a depth of four
and a quarter (4r/4) inches below top
of finished walk. Any soft, loose or
unsnitable material found in the sub-
grade shall be removed and the apace
filled with fine broken sinus, cinders.
or other foundation material before
mentioned, after which the whole sur-
face shall be thoroughly compacted
by ramming or rolling and finished to
required grade and cross section.
Worms: When wooden forme are
used they shall be free Erom warp and
not less than one a,nd a half (1r/z)
inches thick, except bendy Yor curved
carba. All mortar and dirt shall be
removed Yrom forma before being
llsed.
Setting: The forms shall be well
staked to the line and grades given
by the engineer, sand their upper
edges shall conform with finished
grade of the walk which shall have
sufficient rise from the curb Lo Pro-
vide the proper drainage of one quar-
ter (y4) inch per Coot except where
such rise shall parallel the length of
the walk.
Cross Forms: At each slab divi-
sion crone Yorma shalt be put in the
full width of the walk and at right
angles to the aide forms.
Size of Slabs: Cross forme ahnll
be spaced three (3) feet apart, and
in turning corners no slab shall con-
tain more than thirty-six (S6) square
feet.
Expansion Joint: A metal Parting
strip one-halt (~) inch thick shall
take the place of the cross forms a[
least once every fifty (50) lineal feet
on long stretches df walk. When the
walk has become sufficiently hard
this parting strip shall be removed
and the joint filled with suitable ma-
terial prior to opening the walk to
traffic. Similar joints shall be pro-
vided where new walk abuts curbing
m• other cement or stone walk.
Forms, Wet: All forms shall be
thotoughly wetted before any ma-
terial ie deposited against them.
Base Course: The concrete for the
base course shall he composed of 1:
2 r/z: 5 mixture, consisting oP three
(3) parts oP clean, crushed blue-lava
rock of a size not larger than will
pass through a two (2) inch ring, and
uoL smaller than will be retained by
a three-fourths (ry4) inch ring; two
(2) parts crushed blue lava rock oY
a size that will pass through athree-
fourths (94) inch ring, and nut
smaller than will be retained by a
one-fourth (r/4) inch ring; two and
a half (2'/a) parts of clean, sharp
sand; and one (1) part Portland Ge-
ment. Sufficient water shall be
added to mane a plastic mixture
which shall be immediately deposited
in place in such a manner that the
lamer stones shall not become sepa-
rated from the Grout, and shall Le
thoroughly rammed until the water
flushes to the top.
Proportioning: When the voids are
Lo be determined the concrete shall be
so proportioned that the remeut shall
ovsrfill the voids in the stone by at
least flue (6) per centum, and the
mortar shall overfill the voids iu the
stone or grout by at least ten (10)
per centaur.
The following method shall ba used
to determine voids in sand: Pill a ves-
sel with sand and let net weight of
sand equal B; fill swine vessel with
water and let net weight of water
equal A.
Formula: (A x 2.66)B 100

When the measnrieg box is re-

sistency is obtained. Water may be

but the concrete shall ho turned at

Machine Mixing: -4achine mixing
will he aecopta.ble when a concrete
equivalent to quality sPerifled is ob-
tained. 1'he mixing of all mortar
and concrete shall be thorough and
satisfactory to the engineer and in-
spector.
Rotemperin g: Reternporing will
not be premitted.
Depositing: Tho concrete shall he
deposited before it shows any tend-
ency to harden, but in all cases the
same shall be depnsirnd within thirty
(30) minutes after bring mixed, and
shall be transferred to the forms in
water-±,ight wheelbarrows. Tho
wheelbarrows shall not be filled so
full as to permit mortar to slop out,
and shat] not be ran over the fresh
laid concrete.
Care of Base: Workmen shall not
be permitted to walk on freshly ]aid
concrete, and wh~uv send or dust gets
on the base it shall tee carefully re-
moved befaro the wearing course is
aPPlied.
Wearing Course: Immediately af-
ter the base course has been deprsit-
ed and thoroughly rammed, and be-
fore it becomes set. white it is still
soft and adh salve, a finishing rourec,
three-fourths (a/~) inch thick, con-
sisting oY mixture of one (1) part
screen sand and mie (Y) part Portland
cement and Pori imxed two (2) pounds
of lamp black to each barrel of ce-
ment, sufficiently wet for proper
working, shall be d=Posllcd and

thoroughly worked and sk411fully
troweled to a smooth and uniform
finish surface.

(a) Suhstrueture, Ream Work:

Section 4. Whenever the Board oY
Supervisors oY the County of Hawaii
shall deem it proper or necessary that
any sidewalk or sidewalks shall be
curbed or curbed and constructed as
hereinbefore provided, it shall, by
resolution, designate a location or
area of sidewalk construction which
location or area shall not be less in
extent than one aide of a street or
highway between two inter-aecting
cross streets. The resolution shall
also contain a provision requiring
the owner or owners oP the land abut-
ting on and adjoining any public
street or highway along which said
sidewalk ie to be so constructed with-
in such location or area, to curb or
curb and construct, the same as pro-
vided herein, and the said Board of
Supervisors of the County of Hawaii,
after so requiring the owner or own-
ers of any land abutting on and ad-
joining any public street or highway
to lay any curbing, or to curb and
constrtu+t. any sidewalk as required
herein and as provided by Chapter 63
of the Revised Laws oY Hawaii ae
omended by Art 13 of the Session
Laws of 1911 of the Territory oY Ha-
waii, sha.l] cause a written notice to
he given such owner or owners or his
or their duly authorized agent or
agents oP such requirement, such
notice to be subatantlally in the fol-
lowing form:

vided by law.
