F.NTITLF.D "AN OR- DINANCE RELATING TO THE ERECTION, CONSTRUCTION, AL- TERATION, REPAIR AND RE- MOVAL Oh' BUILDINGS AND OTH19R STRUCTURES IN THE CITY OF HILO, COUNTY OF HA- WAII." Be it ordained by the Board of Sup- ervisors iu and for the County of Ha- waii: Srtion 1. Section 2 (a) of Ordin- ance No. 6Y of Lhe County oP Hawaii is hereby amended so ae to read as follows: Ycrmit to Buihl or Excavpte for Buildiut; Purposes. Suction 2 (a). No person or per- sons or corporation shall eruct, re- pair, change, alter, remove or re-roof any building or structure, or excavate any cellar or lot for building pur- po~so9 within "The General Fire Limits of the City of Hilo," unless he or they sh tIIl first obtain a permit for the work Yrom the Building In- sprlor of the City of Hilo. The ap- plication for such Dermit Shall be made on a prescribed form, and shall state the site to be occupied by the proposed building or Structure, or wm~k to be don c, the materials to be used in the construction of the same. Sectimt 2. Section 16; relating to the throe classifications of buildings in Ordinance No. 51 of t;he County of Hawaii ie hereby amended so as to read as follows: Definitions Section 16. In this ordinance the Hollowing terms shall have the mean- ings a.nd provisions respectively aa- signed to them: First Class Building: A first class building shall consist of fireproof ma- terial throughout, with floors and roof constructed of steel or reinforced concrete beams, filled in between with terra-cotta or other masonry arches or with concrete or reinforced con- crete slabs; wood may be used only for P.ooring, window and door frames, sashes, doors, interior finish, hand- rails for stairs, necessary sleepers bedded in the cement, and for isolated ftirrings bedded in mortar. There shall he no air spare between the top of any Boor arches and the floor boa.rding. This classification shall apply to any ]First C!a~sa building hereafter erected within the boun- daries of District Number One of the General Fire Limits. Second Class Building: A second class building more than one story in height is a building or structure con- structed with walls of masnnrv or concrete supporting the adjacent floor loads, with the interior floors of wood supported by wood studded mtx- titlons or by wooden columns and girders. This classification shall apply to any Fourth Class building hereafter erected within the bmm dories of Dis- trict Number Three of the General Fire Limits. Section 3. Nn buildiug shall be erected within the boundaries of Dis- trict Number One of the General Fire Limits unless said building shall con- 4orm in al] respects to the require- ments of either a first cla.es or a sec- ond class building. No huilding shall he erected within the boun da ties of District Number Two of the General Fire Limits unless said building shall conform in all re- spects to the requirements of a Third Glass Building. No building shall be erected within the boundaries of District Number Thrco of the General Fire Limits un- less said building shall conform in all respects to the requirements of a Fourth Class Building. The outer walls of wood frame buildings over one story in height. veneered with brick or stone, shall he at ]east eight (8) inches in thickness, including vender and stud- ding. No building shall bo veneered with brink over three (3) stories in height. Veneered walls must be an- chored every three (3) feet in height Lo the inside studding. Section 7. Rriek or concrete foun- dations for wood frame buildings. one and two sf dries in height, used as stm•e and dwellings, must not be lase than eight (3) in rhos thick, and not over five (5) foot high. All buildings over four (4) stories in height shall have foundation or basement walls of brick or concrete not less than twenty-one (21) inches thick, and shall not be more than twelve (Y2) feet high from top of top- footing to bottom of first story floor joists; footings shall have a spread of one-half (r/) the thickness of the wall tasking on it. Where there are not footings on the outside of a foundation or base- ment wall the footings must extend far enough on the inside to make !hem the required width. Section S. For a building oY two stories in height, except factories, mills m~ wa.rehouses, the studding for the outside wads and bearing partl- tions shall not be less than 2x4 inch- es; for a building of three stories in height the studding shall not be less than 2x6 or 3x4 inches to the bottom of the upper floor joists, and 2x4 inch- es for the remaining height; for a huilding of four atorie~s in height the studding shall not be less than 3x6 inches for the fire[ story and 2x6 or :SS4 inches Por the second and third story and 2x4 inches Tor the fourth story. Whe^ the bearing partitions are lase than twelve (Y2) feet apart, the studding may be less than the outside walls but shall not be less than 2x4 inches. Partitions dividing several atalrways and doors may be less than 3x4 inches. Studding on the exterior and in- terior walls of the buildings shall not be placed more Lhan sixteen (16) inches from centers. The underpinning of buildings shall be one (1) inch thicker than the stud- ding of the story immediately above and sixteen (Y6) inches froxn centers. except one-story buildings which xuay ba thirty-two (32) inches froxn cen- ters. Section 9. All dividing partitions between buildings shall be close boarded with redwood from the lower floors to the ground, a.nd from the upper ceilings close to the under side of Lhe roof boarding, so as to effec- tnaly check all fire con need mx from one building to another. Where a largo building is divided into tene- ments the boarding shall bo applied on each dividing partition. The dis- tance between dividing partitions shall not exceed twen*_y-five (25) feel.. Suction 10. When stories are fram- ed separately each tier of studding must have top and bottom plates; when stories are not framed separate- ly proper bridging mast be placed be- hind Lhe ribbon at the ceiling line and on top of the joist at the floor line. Bridging must ho two (2) inch- es thick and of the full width of the studding in every Casa. All wood beams or joists shall be trimmed away at least one and one- half (1yz) Inches Prom all flues and chimneys, whether the same be a smoke, air or any other kind oY chimney or flue. The trimmer beam shall be not lase than eight (8) inches from the inside 4ace of a flue, and four (4) inches from the outeida of a chimney breast, and [he header beam must be not less than two (2) inches from the outside £ace of the brick or stone work of the same, except that for the smoke dues oY boilers and furnaces where the brick work is required to he eight (8) inches in thickness the trimmer beam shall he not leas than tweh~e (12) inches from the inside of flue. Section 11. All stud walls, or par- titions hereafter built, altered or re- paired, shall have one row oY bridg- ing for every seven (7) feet in height over the first seven (7) Yost. All outside wzdls and cross paati- tions shall be thoroughly and angle braced. A71 buildings oPer twenty-five (26) feet in width shall have a row oP solid blocking over girders or partition of stairways and over all hearing parti- tions that are more than eight (S) foot apart. A row of cross bridging at least two (2) inch ca thick must be placed between the floor joists at least in every twelve (12) foot span, and all spans of floor joists over twenty-three t2.',l feet shall ..ave two rows of cross bridging. Section 12. When a chimney breast is furred out, the spare be- tween tho chimney and the breast shall he so built that the passage of fire a.nd smoke shall be vertirally in- tercepted, a.nd wherever Wore or cor- nices are used they sha.il be solid roagh brackets to the stud. Section 13. Balcony and Bay Win- dows may project not more than three (3) feet over the street line, meas- ured to the finish; they must not be more than ten (10) feet wide, meas- ured from end Lo end, and the finish of their soffits mast he at least ten q0) feet above Che sidewalk. This section to apply only to buildings that have walls built on street lines. Sectiou 14. Al] frame buildings two-stories high, hereafter erected or enlarged, to be used as work shops, warchoases or factories, shall be con- structed as follows: (a) The weigthe of all the floors shall be concentrated at certain points and no support shall rest direotly upon a stud wall, but on boame, gird- ers, and girders supporting floors shat] rest directly on Posts. (h) Studs: The filling between posts and walls shall be built of not less than 2x4 inch studs. (o) The frame work thereof moat be entirely wavered with non-ecmbus- tible or fireproof material on the out- side. Section 15. Any frame building within the boundaries of District Number Two of the General Fire Limits may be raised or lowered to the official grade oY the street; pro- vided that in case said building Ss to be raised, a brick or eonorete founda- tion of such dimensions as is required by Section 1 of this Ordinance shall be built under it up Co the curb level. Section i6. All general sections of Ordinance No. 6Y; Strength o[ Ma- terials, Test oY Materials, Calculation oY Stresses, Safe Loa.da on Soils, Walks, Roots, Use of Buildings, Walks, Fire Escapes, etc., that can reasonably be applied to Frame Struc- Lures sha.11 be considered as provi- sions established for Third Class Buildings in District Number Two of Lhe General Fire Limits.
