SECTION 23. LIGHTS. From 30

before sunrise, there shall be display-
ed on the front of every motor car,
while being operated or driven along
or at rest upon any street, at least
two lamps of equal candlepower,
which lamps shall be equipped with
some dimming device approved by
the Sheriff or his Deputy, one on each
side, giving a reasmxably bright light
in the direction in which such motor
car is facing or going, and so placed
as to reflect upon the road in the di-
rection in which it is facing or pro-
ceeding, providing a light sufficient to
reveal any person, vehicle or substan-
tial object on the street straight
ahead of such motor car for a dis-
tance oP at least 150 Poet, and there
shall be displayed on the ]eft aide oY

MOTORCYCLES. The foregoing ,
shall apply to bicycles and motor-
cycles, except that no tail light, and
only one head light, shat] be required.
OTHER VF,HICLE S. Every ani-
mal-drawn vehicle shall display two
lights, ono on each side thereof, show-
ing awhite light visible within a reas-
onable distance in the direction to-
wards which such vehicle is proceed-
ing. Such vehicle shall also display
one tail light ;et on the left rear aide,
w}xich tail light shall be a red light.
OFFICER'S POWERS. Police oP-
ficere, at steamer landings, street in-
tersections, railroad depots, theaters,
places of general resort, all places of ~
public gathering or assembly, and also
along routes of proceseione, shall have
full control of the movement or plat-
ing oP all vehicles and pedestrians.
Such Police Officers shall signal
by wave of the arm, cane, or other
inetrumeuL the direction in which ve-
hicles shalt move or where and how
standing vehicles shall be placed. ~
Whenever there is a police officer
in charge of any such place, the op-
erator or driver of a vehicle or pedes-~
trian shall iodinate the direction in ~
which he wishes to [rave] and shall)
^ot proceed until ordered so to do by
such Police Officer.
CHAPTER V
Heavy Vehicles.
SECTION 1. USE OF FLANGES, ~.
ETC., ON WHEELS RESTRICTED.
No traction engine, road engine, haul-
ing engine, trailer, steam roller, auto-
mobile truck, motor or other power'
vehicle shall be operated upon or
over any street the tires of which are
wound with chains or the face of the
tires of which are fitted with flanges,
ribs, clamps, lugs, or spikes, other
'than rubber or wooden blocks.
This regulation applies to al] rings
or flanges upon guiding or steering
wheels mr such vehicle. In case of

which are equipped or provided with
flanges, ribs, clamps, rings or lugs,
such vehicles shall he permitted to

SECTION 6. IMPROPER USE OF

PROEIIRITED. It shall be unlawful
to operate, drive, haul or use ~in any
street or public place any vehicle oY
