Ordinance No. 108
AN ORDINANCE TO PROVIDE
FOR THE NUMBERING OF
HOUSES AND BUILDINGS
WITHIN THE DISTRICT OF
SOUTH HILO, COUNTY OF HA-
IVAII.
BE IT ORDAINED BY THE
BOARD OF SUPERVISORS IN
AND FOR THE COUNTY OF
HAWAII, TERRITORY OF HA-
WAII:
SECTION 1. The County En-
gineer of the County of Hawaii or
his assistant shall have power and
it shall be his duty to procure a
map or series of maps showing the
streets, roads and lanes within the
following boundaries of the Dis-
trict of South Hilo, County of Ha-
waii, to ait:
Beginning at a point near Leleiwi
Point whose coordinates referred to
Government Triangulation Station
"HALM" being North 5887.84 feet
and East 33121.25 feet, thence run-
ning by true azimuths and distan-
ces as follows:
1. 34° 59' 3L600 feet to near 9-
Mile Bridge, Volcano
Road, thence;
2. 90° 00' 35,000 feet, thence;
3. 180` 00' 20,000 feet, thence;
4. 234` 00' 25,040 feet, to Honolii
Arch Bridge, thence
5. Along the South side of Hono-
lii River to the seashore and
along the meandering seashore
to the point of beginning, and
containing approximately 27,085
acres or 42.3 sq. miles.
SECTION 2. Said County En-
gineer w' his assistant shall have
the power and it shall be his duty
to regulate the numbering of all
houses and buildings in and within
the boundaries of the Distrlet of
South Hilo described in Section 1
of this Ordinance.
SECTION 3. All main entrance
to buildings from streets, roads or
]aces shall be numbered, and the
County Engineer or his assistant
shall assign to each house or build-
ing now or hereafter erected its
p:'oper number or numbers, and
deliver free of charge to the owner
or occupant a certificate designat-
ing each number and location.
SECTION 4. IL shall be the duty
of every person or persons owning
arty house or building fronting on
any street, road m' lane within the
boundaries of the District of South
Hilo, described in Section 1 of this
Ordinance, to number the same or
cause the same to be numbered in
accordance with the provisions of
this Ordinance within Thirty days
after receipt of a designated num-
ber or numbers from the County
Engineer or his assistant. and to
remove or efface any wrong num-
ber or numbers upon such house or
building, and it shall be the duty
of every person or persons owning
any house or building hereafter
oonstructed or erected to apply to
the County Engineer or his assist-
ant, for a number therefor and to
number the same within Thirty
days after its completion.
SECTION 5. All numbers shall
be placed in such a manner as to
be readily seen from the street,
road or lane; shall be of a different
color from the background on
which they are placed, and shall be
at least Lwo and one-half inches in
height. The numbers shall be placed
in a substantial and permanent
manner, chalk or other easily ef-
faceable material shall not be per-
mitted.
SECTION 6. Al] houses and
buildings shall be numbered at the
expense of the owner of such house
or building.
SECTION 7. Any person tear-
ing down, defacing or changing
any number affixed to any house
or building in accordance with the
provisions of this Ordinance shall
be deemed guilty of a misde-
meanor and upon conviction there-
of be fined not less than Two Dol-
lars and not more than Ten Dol-
lars.
SECTION 8. Any owner of a
house or building in and within
the boundaries of the District of
South Hilo described in Section 1 of
this Ordinance, who shall neglect
or refuse to number such house or
building as herein provided or
who shall place, maintain or allow
to remain thereon any number
other than that designated and di-
rected by the County Engineer or
his assistant, after being notified in
writing by said County Engineer or
his assistant, or who shall number
such house or building without first
obtaining a proper number from
said County Engineer or his assist-
ant, sha'.1 be deemed guilty of a
misdemeanor and upon conviction
thereof shall be fined not less than
Five Dollars and not more than
Twenty-five Dollars, and a further
penalty of a like sum for every
thirty days thereafter that he
shall neglect or refuse to properly
number such house or building or
to efface an improper number,
SECTION 9. Ordinance num-
bered 70 and all other Ordinances
and parts of Ordinances of the
County of Hawaii inconsistent with
the provisions ~f this Ordinance
are hereby repea'.ed.
