HomeMy WebLinkAboutORD 1946-148COUNTY OF HAWAII TERRITORY OF HAWAII Ordinance No. 148 AN ORDINANCE TO AMEND SECTION 15.100 OF ORDINANCE 101 OF THE COUNTY OF HA- WAII RELATING TO PLUMB- ING AND TO ADD THERETO TWO NEW SECTIONS, VIZ., SECTION 15.101 AND SECTION 15.10E CREATING THE BOARD OF PLUMBING EXAMINERS OF THE COUNTY OF HAWAII AND PRESCRIBING ITS POW- ERS, DUTIES AND FUNCTIONS. BE IT ORDAINED BY TIIE BOARD OF SUPERVISORS IN AND FOR THE COUNTY OF HAWAII: SECTION 1. Section 15.100 of Ordinance 101 of the County of Hawaii is hereby amended to read as follows: "SECTION 15.100. REGISTRA- TION. It shall be unlawful for any person, persons, firm or corporation to carry on or conduct the busi- ness of a plumber or do any plumb- ing work in the County of Hawaii without first being registered at the office of the building Inspector and issued a license to do plumbing work in the County of Hawaii. No person shall be registered unless he shall have received and filed with the Building Inspector a Cer- tificate of Competency as a Master Plumber or Journeyman Plumber from the Board of Plumbing Examiners of the County of Ha- waii or such other examining Board as may be approved by the Eoard of Plumbing Examiners of the County of Hawaii; and no firm or corporation shall be registered and issued a license unless a mem- ber of the firm or emplnyce of the corporation shall be qualified to be registered. No plumbing worl: shall be done in the name of a registered plumber except by or under the direct supervision ~! a person qualified to be registered. The Auilding Inspector shall is- sue a registration card signed by him to every person, firm or cor- poration so registered, which card shall contain the name and address of the registrant and shall state that the Berson, firm or corpora- tion therein named is duly quali- Pied as a registered plumber. Any person, firm or corporation so re- gistered shall be deemed to be re- gistered plumber within the re- quirements of this Ordinance." SECTION II. A new section is hereby added to Ordinance 101 of the County of Hawaii and it shall be numbered Section 15.101 and shall read as follows: "SECTION 15.101. BOARD OF EXAMINES. The Board of Plumb- ing Examiners of the County of Hawaii is hereby created. Said Board shall be composed of five members, as follows: the Building Inspector, who shall be an ex- officio member and secretary; and three othex• members, each of whom shall have had at least five years' experience in his respective trade, who shall be appointed by the Chairman and Executive Officer oP the County of Hawaii with the ap- proval of the Board of Supervisors. One of said three other members shall be a Master Plumber who shall be the Chairman of said Board of Plumbing Examiners, and the other two shall be Journeyman Plumbers; and the said three other members shall hold office at the pleasure of the Chairman and Executive Officer of the County of Hawaii and the Board of Supervisors. A quorum shall consist of any two members and the secretary of said Board of Plumb- ing Examiners. The Board of Plumbing Examiners shall held two regular meetings every year, one during the first half of the year and the other during the last half of the year, and special meetings at other times at the call of the Chairman of said Board upon the written request of any two mem- bers. During the regular meetings, the said Board may adopt such rules and regulations as may be neoes- sary to carry out the intent and pur- poses of Section 15.102; it shall also, during said regular meetings and any adjourned meetings thereof, conduct the examinations provided for in Section 15.102. For each reg- ular meeting however long and for each adjourned meeting theerof last- ing more than two hours, and for each special meeting lasting more than two hours, each member pres- ent, other than the Building In- spector and Plumbing Inspector, shall reoeive Ten Dollars ($10.00)." 1 SECTION III. A new section is hereby added to Ordinance 101 of the County of Hawaii and it shall 6e numbered Section 15.102 and shall read as follows: "SECTION 15.102. EXAMINA- TIONS. It shall be the duty of lie Board of Plumbing Examiners to ex- amine each qualified applioant foe a Certificate of Competency as a Mas- ter Plumber or Journeyman Plumb- er and to issue to each such appli- cant who satisfactorily passes the examination, a Certificate of Com- petency as a Master Plumber or Journeyman Plumber as the case may be. Any person who has attained the age of twenty years and has had not less than four years' experience as a Journeyman Plumber Helper and who furnished satisfactory evi- dence of satisfactory work as such during said period may apply for a Certificate of Competency as a Jour- neyman Plumber. Any person who has held a Certifioate of Competency as a Journeyman Plumber fora pe- riod of twelve months may apply for a Certificate of Competency as a Master Plumber. Each application for examination shall be made in writing on a form furnished by the Bureau of Building, Construction and Inspection and shall include such information as the Board of Plumbing Examiners shall consider necessary, including the applicant's name, age, address, length of time spent in learning or working at the trade or business of plumbing, the place or places where his knowledge or experience was gained, and wheth- er or not he has ever failed to pass satisfactorily the examination for which he is applying. Before being examined, each applicant shall pay to the Plumbing Inspector as a County realization a fee of Five Dol- lars ($5.00) for such examination. If the applicant fails to pass an ex- amination, he shall not be eligible Sor re-exatination for six months znd he shall pay a fee of Five Dol- lars ($5.00) before each re-examina- tion. The Secretary of the Board of Piumbing Examiners shall notify each applicant in writing of the tirne and place of examination. 'Plxe examinations fora Journey- man Phunber and a Master Plumber shall be oral, written and by prac- tical work with tools and materials. They shall consist of tests in prac- tical plumbing, the correction of de- fertive plumbing on plans, knowl- edge of the Plumbing Ordinance of Lhe County of Hawaii, the regula- tions of the Board of Health and the laws of the Territory oY Hawaii pertaining to plumbing. An applicant whcse average grade on an exami- nation is 75'70 or better shall be con- sidered to have passed satisfactorily, and he shall thereupon be entitled to and the Board of Plumbing Ex- amiuers shall issue to him a Certif- icate of Competency as a Joumey- mxn Plumber or Master Plumber as the case may be:' SECTION IV.
