HomeMy WebLinkAboutORD 1947-010COUNTY OF HAWAII TERRITORY OF HAWAII ORDINANCE N0. 10 AN ORDINANCE RELATING TO THE CONSTRUCTION AND MAINTENANCE OF SIDEWAis{S IN THE CITY OF HILO, COUNTY OF HAWAII, TERRITORY OF HAWAII. BE IT ORDAINED BY Tt-IE BOARD OF SUYERVISONS OF THE COUN'PY OF HAWAII: CurbinA Section 1. That every owner of land abutting on or adjoining any public highway or street in the City of Hilo, County of Hawaii, Territory of Hawaii, upon being required by the Board of Supervisors of the County of Hawaii, and being notified of such requirement, as herein provided, shall curb the sidewalk adjacent to such land, on the established lines, with substantial curbing of atone or concrete, which curbing shall conforn to the following specifications: Specifications Stone Curbing: The curb stones shall be of a good quality lava ~~' ~ ~.; ,~i~, rock, or be of cast concrete, in rectangular blocks of which not leas ~^ than fifty (50) per centum shall be at least thirty-sia (3B) inohes in length, and the remaining fifty (50) per centum shall be at least thirty (30) inches in length, eacept for proper closure pieces, and shall not be less than siateen (16) inches in depth, and of a matohed width of aia (6) inches on top with an upward bevel from tho face of one-eight (1/8) inch in the sia (6) inches. The top of natural lava stone curbing shall be axed hammer dressed to a smooth surface. The face of natural atone curbing shall be wind and brush hammer dressed to a depth of ten (10) inches below the top. The remainder of the faoe shall ba point dressed. The back shall be point dressed to a uniform thickness oP aia (6) inches for at least three (3) inches from the top and shall be free of projections of more than two (2) inches. The ends must be square with the top an8 permit of a joint not eaceading one-half (~) inch for the full thickness of the atone to a ' ,~ ~ iD t~'rte ,Jo.---~-----...__.._........_.. ,. ~° depth of at least 10 inches from the top. Blocks shall be well bedded, set true to line and grade and the points between blocks Pilled with a cement grout composed of one part cement to two parts send and the mixture to be darkened with lamp black. At street intersections when the curb is carried around on a eur~e the radius of such a cure shall be that of the lesser side- walk width. Concrete Curbing: Concrete curb shall be constructed of con- crate of not less than 1:2~: 5 mix, as hereinafter specified for the base course of concrete sidewalks end shall be of the same dimensions as specified for natural stone curbing, and all exposed surfaces shall show a smooth finish. All curbing laid under the provisions of this Ordinance shall be set true to the established lines and grades and shall be laid, Sointed and sat in a good, substantial, workmanlike manner. Section 2. Back Filling, Sub-grade and Retaining Walls; That e~ary owner of land abutting on and adjoining any public highway or street in the City oP Hilo, after ourbing has been laid, as herainbePore provided for, upon being required by the Board of Supervisors of the County of Hawaii, and being notified of such requirement, as hereinafter prodded, shall back fill, sub-grade and retain name in the apace between the established sidewalk lines ad~ecent to such land. Sub-Grade, Depth Below Grade of Walk Slope: When sub-base is required, the sub-grade shall not be less than twelve and three- quarter (12~) inches below the finished surface of the walk and shell have a slope toward the curb of not less than one-half (~) inch per foot. Depth of Layers: All soft or spongy planes shall be dug out end all depressions filled with suitab~e filling materiel, which shall be thoroughly compacted by flooding with water and tamping in layers not exceeding aiz (6) inches in thickness. Deep Fills: When, to bring the walk to grade, a fill ezeeeding -2- one (1) foot in thickness is required, it shall be ms de ins manner satisfactory to the engineer and inspector. The top of all fills shall eztend beyond the sidewalk line at least two (2) feet and shall have a slope of not less than 1~:1. After completion to grade the fill shall be allowed to settle for a period of not less than ten (10) days and no concrete for sidewalk shall be placed on same until permission has been obtained from the engineer and inapeotor. Drainage: When required by the engineer and inspector a auit- able drainage system shall be installed and connected with gutter or sewer drains. In side hill sections where soil waters ere encountered and at driveways or other crossings a trench twelve (12) inches by twelve (12) inches, immediately below the sub-base, in which shall ba laid e four (4) inch the surrounded by material similar to that used in the foundation shall be provided for a satisfactory drain. Broken atone drains of one (1) square foot end arrea shall be provided every twenty-five (25) feet. Retaining Walls: In all cases where the fill under the side- walk along the property is two (2) feet or more above the adjoining property, such fill shall be properly retained by means of a aub- stantiel, tigkt retaining wall constructed of atone laid and bedded in cement and lime mortar or of concrete. The design of such re- taining walls shall be sub3eot to the approval of the engineer and inapeotor, and, furthermore, they may order the construction of a retaining wall across either or both ends of such walk where, in their discretion, the height of fill demands such construction. Section 3. Sidewalks. That every owaer of land abutting on or adjoining say public highway or street in the City of Hilo, upon being required by the Board of Supervisors of the County of Hawaii and being notified of such requirement, as hereinafter provided, shall curb, as provided in Section 1 hereof, and grade, as provided in Section 2 hereof, and shall construct and maintain in good condi- tion between the established sidewalk lines a sidewalk on such highway or street adsacent to such property to conform to the following -3- specifications: SPECIFICATIONS Portland Cement: The cement shall conform in every detail to the Standard SpeciPicatione of Portland Cem®nt adopted by the American Society for Testing Materials. The unit of measure for cement shall be the bag received Prom the manufacturers, having a gross weight of not less than ninety-five (95) pounds or a net weight of not less than ninety-Pour (94) pounds. Such a packed, unopened bag shall be considered as equal to one cubic Poot of cement, and one cubic foot of Dement shall weigh not less than ninety-four (94) pounds. A packed barrel of cement shall weigh not less than three hundred and seventy-six (376) pounds, net, and shall be considered equivalent to four (4) bags of cement, or four (4) cubic feet. Sand: The sand shall peas a No. 4 screen of which not more than forty (40) per centum may be retained on a No. 10 screen and shall be free from all foreign matter, excepting loam or clay which will be per- mitted if the quantity does not exceed five (5) per centum and when these ingredients do not occur as a coating on the sand grains. Stone and Rock. Stone shall be crushed Prom clean, sound, hard, durable lava rocks and shall be screened dry through a two (2) inch ring and be retained on a quarter (~) inch mesh. Screenings through a quarter (~) inch mesh, from the crushed stone above specified, may be substituted for sand if approved by the engineer and inspector. The same shall be clean, dry, well graded, and free from excessive dust which shall not occur as a coating on the particles of atone. River Gravel: Gravel shall be clean and hard and shall vary in size from that retained on a quarter (~) inch mesh to the largest parti- cles passing a one and a quarter (1~) inch mesh. Unacreened Gravel: Unscreened gravel shall be clean and hard, and shall contain no particles larger than one and a quarter (1~) inches. The proportion of fine and coarse particles must be determined end cor- rected to agLee with the requirements hereinafter specified for Concrete -4- in Base and Proportioning Foundation: When a sub-base is required, only clean, hard cinders, slag lava, gravel, crushed stone or broken brick shall be used. The mat®riel shall not ba smaller than one-half (~) inch or ezceed four (4) inches in the largest dimension. Water: Water shall ba reasonably clean, practically free from any oil, acid, salines and other deteriorating substances. PAVEA~NT: The pavement shall be artificial atoneflagging compoae8 of cement concrete, constructed in alternate slabs in place not over three (3) feet in width. It shall consist of two (2) parts: First, a base course three and a half (3~) inches thick; second, a finishing or wearing course three-quarters (~) of an inch think. Grads: IInlass otherwise especially provided for, the finished sur- Pane shall be a true plane rising from the curb grade at the curb line at the rate of one-fourth (}} inch to one (1) Poot to the property line. Preparing Sub-Grade: Tha space to be occupied by the walk shall be properly graded to n depth oP four and a quarter(4}) inches below top of finished walk. Any soft, loose or unsuitable materiel Pound in the sub- grade shall be removed and the space Pilled with fine broken atone, cinders, or other foundation material before mentioned, after which the whole surface shall be thoroughly compacted by ramming or rolling and finished to required grade and cross section. Forms: When wooden forms ere used, they shall be free from warp and not leas than one and a half (1}) inches thick, eacept bends for cursed curbs. All mortar and. dirt shall be removed from forme before being used. Setting: The forms shall be well staked to the line and grades given by the engineer, and their ugper edges shall eonf orm with finished grade of the walk which shall have sufficient rise from the curb to provide the proper drainage of one qunrter (~j inch per foot except where such rise shall parallel the length of the walk. Cross Forma: At each slab division cross forms shall be put in the full width of the walk and at right angles to the aide forma. Size of Slabs: Croea forma shall be spaced three (3) feet apart, and in turning corners no slab shall contain morn than thirty-aia (36) square feet. -5- Expanalon Joint: A metal parting strip one-half (,~~,-) inch thick shall take the place of the cross forms at least once every fifty 150) lineal feet on long stretches of walk. When the walk has become sufficiently hard, this parting strip shall be removed and the joint filled with suitable material prior to opening the walk to traffic. Similar joints shall be provided where new walk abuts curbing or other cement or stone walk. Forms, Wet: All forma shall be thoroughly wetted before any materiel is deposited against them. Base Course: The concrete for the base course shall be composed of 1:2~: 5 mixture, consisting of three (3) parts of c; lean, crushed blue- lava rock of a size not larger than will pays through a two (2) inch ring, and not smaller than will be retained by a three-fourths (~) inch ring; two (2) parts crushed blue lava-rock of a size that will pens through a three-fourths (4) inch ring, and not smaller than will be re- twined by a one-fourth (4) inch ring; two and e half (2~) parts mf clean, sharp sand; and one (_1) part Portland Cement. Suffi.ciant water shall be added to make a plastic mixture which shall be immediately deposited i.n place in such a manner that the larger stones shall not become separate from the grout, and shall be thoroughly rammed until the water flushes to the top. Proportioning: When the voids are to be determi.raed, the concrete shall. be so proportioned that the cement shall overfill the voids in the stone by at least five (5) per centum, and the mortar shall overfill the voids in the stone or grout by at least ten (10) per centum. The following method shall be used to determine voids in sand: Fill e vessel with sand and let net weight of sand equal B; fill same vessel with water and let net weight of water equal A. Formula: (A x 2.65) -- B 100 Fer can. Voids A x 2.65 The following method. shall. be used to determine voids in crushed stone and aggregate: Fi11 e vessel level fu:Ll with water and let net weight of the water equal C; remove the water°, dry the vessel. and fill. it with aggregate and let net weight of the aggregate equal B; add water slowly until it just appears on tY!e sur- -6- face and weigh; let net weight of the aggregate and water equal A. Formula: A--B--100 Fer Gent. Voids C The vessel to be used for above results shall not be leas than one (1) cubic foot capacity. Mixing; The material used in the concrete for base course must be proportioned by exact measurement, and for this purpose contractors will be required to provide themselves with rectangular boxes for measuring materials and water-tight platform for mixing. No mixing of materials on pavements will be permitted. When the measuring box is removed, the materials shall be thoroughly mixed dry to a uniform color until no streaks of cement are visible; they shall be formed into a crater or trench and practically all the water re- quired shall be added at one time and the mass turned until a homogeneous mortar of even consistency is obtained. Water may be added during the process oP mixing but the concrete shall be turned at least once immediately after its addition. Machine Mixing: Machine mixing will be acceptable when a concrete equivalent to quality specified is obtained. The mixing of all mortar and concrete shall be thorough and satisfactory to the engineer and inspector. Retempering: Retempering will not be permitted. Depositing: The concrete shall be deposited before it shows any tendency to harden, but in all cases the same shall be deposited within thirty (30) minutes after being mixed, and shall be transferred to the forma in water-tight wheelbarrows. The wheelbarrows shell not be filled se full as to permit mortar to slop out, and shall not be run over the Fresh laid concrete. Care of Hese: Workmen shall not be permitted to walk on freshly laid concrete, and where sand or dust gets on the base it shall be care- fully removed before the wearing course is applied. Wearing Course: Immediately after the base course has been deposited and thoroughly rammed, and before it becomes sat, while it is sti.11 soft and adhesive, a finishing course, three-fourths (4) :inch thick., consisting of mixture of one (1) part screen send, one (1) part Portland Cement and portioned two (2) pounds of lamp black to each barrel of cement, auffi- -~- oiently wet for proper working, shall be deposited and brought to a true and even surface, thoroughly worked and skillfully troweled to a smooth and uniform finish surface. Slab Marking: After working the top to a true surface the slab marking shall be made directly over the ~ointa in the base with a tool which shall cut clear through to the base and completely separate the wearing oouraes of adfaoent slabs. This tool shall be followed by a tool forming a grove at least one-half (}) inch deep. The marking of various width sidewalks shall be as directed by the engineer and inspector. Edge Rounding: The slabs shall be rounded on. ell surface edges to a radius of about one-half (~) inch and when surface is partially set it shall be troweled anooth, and the finished aurfaoe shall then be protected from the direct rays of the sun and kept moist for at least three (3) days before being opened to the public. Roughened Surfaces: On grades ezceeding Pour (4) per aentum, the aurfaoe shall be roughened. When a roughened surface is required, it may be obtained by the use of a grooving tool, toothed roller, brush wooden trowel or other suitable tool, or by working coarse sand or screenings into the surface. Driveways: Wherever driveways occur, concrete shall not be less than eight (8) inches in thickness and the surface shall be finished with sufficient longitudinal grooves or corrugations to provide ~ safe foot- hold for animals. Stone paving, not less than eight (8) inches thick, sot in cement grout of a?proved construction may be substituted for concrete in drive- ways. Vfelka Laid Over Vaults, Areaways, etc. (e) Substructure, Heam Work: The substructure shall consist of steel L beams set not more than five (5) feet apart from oenter to oenter, the outer end of said beams to rest at least eight (8) inches on the curb wall and to be firmly bedded in masonry to the top of flange of same. Where practicable the inner end of said beam shall penetrate the building well not leas than aiz (6) inches. -g.. The top of the completed iron substructure shall be a plane parallel Pour (4) inches below the top of the finished walk. The following sized steel cross-beams shall be used in construction: For ten (10) Poot span, eight (S) inch beams weighing seventeen and three-quarter (174) pounds per foot. For twelve (12) foot span, nine (9) inch beams weighing twenty-five (25) pounds per foot. (b) Concreting: Between the beams set in place as above specified, and securely fastened to the lower flange of same, shall be placed tempora- rily, arohed forms or centers, smooth on the upper surface, which shall be removed when the concrete has become thoroughlq set. Said forma to be so set that the top or crown of same shall be two (2) inches below the top of the steel cross beams. Section 4. Whenever the Board of Supervisors of the County of Hawaii shall deem it proper or necessary that any sidewalk or sidewalks shall b® curbed or curbed and constructed as hereinbefore provided, it shall, by resolution, designate a location or area of sidewalk construction which location or area shall not be less in eatent than one side of a street or highway between two intersecting cross streets. The resolution shall also contain s provision requiring the owner or owners of the land abutting on and adjoining any public street or highway along which said sidewalk is to be so constructed within such location or area, to curb or curb enc. c~~r,- struct, the same as provided herein, and the said Board oP Supervisors oP the County of Hawaii, after so requiring the owner or owners of any land abutting on and adjoining any public street or highway to lay any curbing, or to curb and construct any sidewalk as required. herein and as provided by Chapter 53 of the Revised Laws of Hawaii as amended by Act 13 of the Session Laws of 1911 of the Territory of Hawaii shale cause a written notice to be given such owner or owners or his or their duly authorized agent or agents of such requirement such notice to be substantially in the following fora: NOTICE TO ........................................ ..................................
