Section 5. Procedure. Any petition filed by a landl~r~~ er ten;:nt

by the Commission. The landlord and tenant shall be given an opportunity
to be heard or to file written statements and the common law rules of
evidence shall not be controlling at such hearing. The administrator
after a hearing shall make findings of fact and recommend an appropriate
order, copies of which shall. be served upon the parties to tJhe proceeding,
Within ten days after such service any such party may request that the
proposed order be reviewed by the commission, and if' there be no request,
the findings and the proposed order of the administrator shall thereupon
be the findings and the order of the commission; provided, however, the
commission may review such proceedings on_ its own motion et sany time
within tan days after service of the administrator's findings3 and pro-
posed order upon the parties. Upon the request of any such party, or
upon motion by the commission, the record in the case shall ]'orthwith be
transferred to the commission. for review and. it may, in its discretion,
grant a new hearing. After such hearing or review, the commission shall
state its findings of fact and shall make an appropriate order in the
Ca:e.
The Rent Control Commission through its agents will have the right
to inspect at any reasonable hour any housing accommodations subject to
proceedings instituted in accordance with the provisions of Sections 4
or 4-A of this Ordinance.
