and sM.aned by r,he applicant. Such application shall be on printed
form supplied by the Superintendent of Water vuorks, and shall contain
a statement of the terms and conditions upon which water and sevaer may
be used. If permission shall be granted, the applicant shall be fur-
nished with a duplicate form of application, snd be entitled to water
or sewer privilege as specified in such application.
Section u. Rates payable semi-annually. All water and sewer
rates shall be payable semi-annually in advance on the first day of
January and the first day of July in each year at the office oP the
County Treasurer.
Section 7. Notice to aav water and sewer rates. The Superin-
tendent of Water-works of •the City of Hilo shall, at least ten days
before such water or sewer rates become payable, notify all persons
then P.olding water and sewer privileges as aforesaid, by mailing each
a notice, and also oy advertisement in one or more newspapers published
in the English and Hawaiian languages that such rates are payable on
.
the first day of January and July, next following such notice; and in
other districts the Superintendent shall mail written notices to
persons holding water privileges at least fifteen (15) days before
water rates become payable.
Section 3. Penalt.y for non-pavment of water or sewer rates. If
any water or sewer rates remain unpaid fifteen (15) days after the same
becomes due and payable, it shall become delinquent and Ten I; 10) per
centum in addition thereto shall be charged, which will be collected
as part of such rate. In all cases in which water or sewer rates have
become delinquent, the Superintendent may cause the water or sewer to
be shut off from such privilege, and charge the expense of the same to
the holder of the privilege; the water or sewer so shut off from such
privilege shall not be turned on again until the rates from :such
privilege and all penalties and expense have been paid.
Section 9. Penal i'or conneetin~; water and sewer connections
without permission. i,ny person or• parsons, firm or corporation, connecting

any water or sewer pipe with the government water or sewer pipes without
permission shall be guilty of a misdemeanor and upon conviction thereof
shall be punished by a fine not exceeding One Hundred (~p100.00) Dollars,
in the discretion oi' tiie Court.
Section 10. t'enslty for trespassing on water sources or reserva-
ions. Any person trespassing upon any water sources, shed or reserva-
tion without permission i'ro:n the Superintendent of tirater 'vdorks shall
be guilty of a misdemeanor and upon conviction thereof shall be
punished by a fine not exceeding Five Hundred (~p500.00) Dollars in the
discretion of the Court.
