SECTION 19.100.. Definition of Electrical Equipment, r::Lectrical
c~uork, and Electrical Perm:.
(a) The terms 'Electrical r:quip.ment,' 'r;lectrical uVork' and al:;
other electrical terms, wherever u;>ed in this Ordinance shell be defined
by Reference to the National Electrical Code of the National Board of
Fire Underwriter°, as provided in this section.
(b) Electrical Eguipment. The words 'Electrical Equipment' shall
be held and construed to mean znd include any wire, appliance, firaure,
apparatus, machinery, or construction inat3lieci ir, upon, or about any
building or structure in the County o+' Hawaii for• mar,ing use of e.i_ectr;.-
cal energy for light, heat, power or any otr,er purpose, except; when used
in central stations or sub-stations, *'or r, ha Lsoduction cr control of
electrical energy for light or povdK-r,~or where used exclusive7_y for

Electrician, the Building Inspector shall, upon receipt of proper notifi-
cation, issue a new certificate to countersign electrical permit app11-
cations as herein provided, without cost, setting forth the name of the
person, firm or corporation for which the Supervising Electrician is
authorized to countersign electrical permit applications.
SECTION 1.7.190. Revocation of Licenses.
(a) If any licensed electrician refuses or neglects to comply with
the provisions of this Urdinance within a reasonable time after having
received written notice from the Building Inspector of any violation of
the National Electrical Code, as referred to in SECTION 17.230 herein,
such license may, in the discretion of the Building Inspector, be suspended,
subject to appeal to the Board of Supervisors of the County of Hawaii..
In addition thereto, the penalty provided in this Ordinance may be
enforced, sll work corrected and made to comply therewith. Anew permit
for such work shall not ba issued until ell violations theretofore
committed, shell have been corrected.
(b) The license of a Supervising Electrician may be revoked if, aL
any time, the affidavit filed, as provided by SECTION 17.120. is shown to
be false or if the person licensed refuses or neglects to comply with any
of the provisions of this Ordinance. If such license has been revoked,
no renewal of said license shell be permitted for a period of six months
thereafter, except as provided in SECTION 17.150 of this Ordinance.
SECTION 17.200. Temporary Suspension of Permits.
(a) No parmi.t shall be issued. to any person who shall, at any time,
have five or more permits under which, for a period of thirty (30) days
or more, corrections have not been made or completed so as to render the
work in accordance with this Ordinance. For the additional Work of
inspection a fee of Five Dollars 0 5.00) shall be attached and collected.
whenever five uncorrected. installations shall have been pending for e
period of thirty (30) days, and no further permits shall. be issued to such
persons until such Pee sh all. have been paid and corrections made so that
no more than four such uncorrected instsllati.ons shall have existed for
such period of thirty (30) days.
(b) No further permit may be issued to any person who shall. have
one or more permits under which, for a period of ninety (90) days or
more corrections have not been made or completed in accordance with this
Ordinance. An extension of time may be granted by the Building Inspector
only for good. and sufficient reason.
SECTION 17.210. .License Fees. license fees shall be pe:Ld for

(b) All licenses shall be of the calendar year in which issued or
fraction. thereof and must be renewed within 30 days after the data oP
expiration. All licenses sha71 expire at midnight on December Slat.
SECTION 7.7.220, Inspection of Electrical .'Nock.
(a) The Rui.lding Inspector Hnd hi.= assisr,ants sra hereby empowered

to inspect or reinspect all wiring, appliances, devices, and equipment
coming within the scope of the National r'lectri.cal. Code, as set forth in
SEC2'LON 17.230 hereof. lNhen any of said wiring appliances, df;vicos or
equipment are found to be unsafe to life ~r property, the nui,ld.ing
Inspector nr his assistants, are hereby authorized to disconnect such
conductors or apparatus from. the sn~xrce of supply. Eie shall thereupon
atLech a notice which. shall state that such conductors or apparatus have ,
been disconnected because oP it being found unsafe to life or property.
Said notice shall state the cause c~^ causes of such disconnecting. It
shall. be unlawful for any person to remove said. notice of disconneetinn
or to rerfi nnect such defective conductors or apparatus until the same have
bean placed in a safe and secure condition and approved by the Bui.ldi-na;
Inspector.
(h) The Bui.ldinar Insper•ter shall serve notice upon the person nsi.ng
or operating said conductors or ap]~aratua to place the same in a safe and
ascots condition within.forty eight. {agj hours or such further. time as
may be deemed necessary by the Building Inspector, Any person failing or
refusing; to repair, chan~;A r.,r remove the same within forty-ei~;trt (48) hours:
or within such furtYcer time as may in writing be granted by the Building
Inspector, after receipt of such notice, sha)] be as provided in SECTION
17.380 of this Ordinance.
(c) Al]. bui]din~s within. the fire. limits of thF City of ::i]_^ shall

(f) Decor:tive lighting systc;ms of a temporary nature inside of
buildings shall be ail~~4ed only open approval by the inspector and upon
payment of the necessary fees. The current supply shall be taken. only
from points on the wiring s,ystev, where the correct fusing con. be provided
for.
(g) Outdoor. decorative lighting systems of a temporary nature sY;a].1
be allowed as provided under paragraph (f) of this section, and in no
case shall the load be greater than 25 ampares on any branch circuit and.
• the auppIDy shall be taken only from points on the wiring systems where
the correct fusing can be provided for. The method of suppor.t;ing and.
installing span wires or messengers to support outdoor decorative systems
shall be approved by the Building Inspector before covunencement of work.
SECTION 17,230. Electrir.a] Codes to Govern.
(a) The Building Inspector is hereby ac.ithori2ed and empowered to
require such methods of construction, wiring, installations, extensions,
alterations, additions, .repair or renews]. of any electrical plant, or
the operation of use of sai~ el.ectricel plant, as is necessary to conform
to the most modern and bast established practice governing such work on
electrical. plant, er such operation or use thereof, for which purpose
the then current edttion of the "National F.lect.ri.cal Code+° of the National.
Board of Fire TJnderwriters, and the National Electric Safety Cede she.]] be
considered as a standard.
SECTION 17.240. Time! of Inspec*.9on. Notifications.
(a) All roughing-in, plumbing, and other pipe or tube work to be
concealed, shall. be in plrce before electrical wiring is inspected., and
no such wiri.n~r shall. be considered as complete until such piping is in
place.

SECTIOPd 17.270„ Right of Entry.
(a) The Inspectors; or his assistants shs,7_] have the right to
ertr~r all. buildings whi.Ch ~ontsin electric wi,ri.ng or apparatus for the
purpose of inspecting the same, at any reasonable time, provided, however,
that said Inspector shah , upon request or' the owner or ocoupant of said
premises exhibit his authority or permit to make such inspe~^tion, which
permit or authority shell be signed by the Bu.i.lding Inspector.
SyCTICDi 17.280. Non Liability of County for Damages.
(a) This Ordinance shall not be construed to reliave from or
lessen the responeibili*,y of saCh per.sen oi•,~nin~_, operating or i.nst*~I]_ing
any elertricel wires, appliance^, apparetu°., Con°tr'lC+tion o:r equipment
for. damages to any nne in~lzred b~„ any defect therein; nor shall the
County of Eawaii or any agenT., servant, or officer *.herecf, be held as
assuming any li~bili_ty by reason of the insrectior, au*.hcri.rerl herein or
the Certific;a e of Insper.tir.n issued by the Inspector.
SECTION 17.290. Permits.
(a) Befnre my electrical work Covered in this Ordinance (except
that in conneCi.ior. wi-th meter and sarvice ~n+irES inst=gilled by or performed
b« those glectrio and. power service companies operating under. franchise
as public utilities and telephone installations), may be i.nstal]ed,
altered or repaired., a permit to perform work shall be secured from the
Building Irspector on an appl.icetion form w`~ich shall have beer. previously
signed by a Supervising Electrician, setting for d- the name cf tha owner
pf the premises on which such electrtCa] ~mork is to be done„ the address,
and nature a^d extent of such tv^rk, together with plans and specifications
for the ~a+ork, if necessary.
(b) 611. li.g~t and power service compar_i.es operating ae p!iblic+
utilities, as above referred tc, shall, however, notify the Building
Inspector of.' any work done upon their meter and service s,.rst:ems inns
about a.ny buildings immediately on compl.eticn of the same.
(c) 6ny person, firm or corporation having in their employ a
Supervising Electrician for maintenance work, shall. keep a written record
of all. eleetrir•,al work, as defined bere.n, performed in or e.bout their
property, and shall, at the end of every sixty (60) days nr oftener, upon
tnspectian of Such work i>y the Inspector, or his assistants, take out
a permit or permits to cover any and ail new work, extensions o.r
alterptions made to their electricall systems.
SECTION 17.300. Permit tc Owner-.
(s) !~ permit to perform miner. electrical repair work., such as
repairin~x and i.nstallin~c flush. and snap switches, chancing lamp sockets
and. receptacles, taping bare ,joints end repairinu drop cords in or about
his own buildtn~, may he issued to an owner thereof. The Inspector,
however., shall not epnrove, nor shall he issue such permit un].es~ the
person who is to perform T,he work be named in the permit and c-!ppear before
the Inspector en~i she+•~ by answering such. questions as may be asked. by said
Inspector o.r otherwise, that he has suffictent know]edae of the matter t.o
properly perform such ~r.~nrk.
SECTION 17.310. Filing of Drawings and. Specifications.
(a) If deemed necessary, the Building Inspector. may require to be
filed e complete set of plan:- anal specifications of the alectri.mal ~~+ork
be`#?ore issuing; a permit. He may also requi~.re a wiring: d.ie~:ram indicating
the' number and Capacity of ail fee+ders and sizes e#' conduits to cab9nets,
switch board=, load. centers and. e?.eCtr]ca1 devices of eny kind !xsed in
the prosecution of the work.

including control equipment for same shall pay a fee per outlet of x.50.
(d) For each temporary motor installation, or when motors and
;~•their control equipment are re-located in such a manner as to require no
change or alteration to the. distribution center or service switch, then

SECTION 17.350. Permit fees. Radio Installations.

transmitting stations, the minimum fee for inspecting same shall be Y.25.

receiving equipment in such station) the fee shall be determined on the

(d) Antenna and eounterpoiee conductors outside the buildings shall

Section, the National Electrical Code shall govern and the Electrical
