Section 3. DUTIES OF THE COUNCIL. Such plan is to be prepared by the a ounc it and transmitted to the Board of Supe r- visors for approval within ninety (90) days after the adoption of this ordnance and reviewed by the council and resubmitted to the Board of Supervisors for approval before the 31st day of March of each year thereafter. The oouncil shall acct in accordance with all laws to which the County of Hawaii is subject and each and all members of said oounail shall diligently undertake to acquaint himself with and become familiar with the responsibilities imposed upon hire, in the event of such disaster. Section 4. UTIES OF CHAIRMAN ,SBD EXUTIVE CFFICERe The Chairman and Eceoutive Officer of the County of Hawaii shall have the power, when a disaster exists and in the event of the declaration of such emergency,, subject to existing laws, to obligate the County of Hawaii f or the payment of any and all supplies, equipment, materials, food or other necessities that may be required f or the purpose of alleviating suffering to people of the County of Hawaii. who have been affected by the disaster and for the purpose of protecting persons and property from the hazards inherent in the disaster* Should the Cbairnan and Executive Off ioer of the County of Hawaii be absent from the County of Hawaii or disqualified or unable to acct ' for any reason the powers and duties imposed upon bion by the prov1w signs hereof shah, be vested in the Ohaiman and Executive Officer pro tempore of the County of Hawaii. Section B. COORDIN&TORe The Chairman and Executive Officer of the County of Hawa .i`,J, the approval of the Board of Supervisors, may in the event of a disaster appoint a coordinator who shall serve for sueh term as the emergency exists and at such salary as shall be determined by the Board. FUNCTIONS* The plan prepared by the council shall cover the following functions, and such ether functions as may froom time to time be deemed neoessarys I. Protect persons and property A. Provide emergency necessities of life Ae Medical, nursingi and hospital care B. Food C. Shelter D, Clothing III. Render emergency services Ao Transportation of disaster sufferers B. Transportation of supplies and equipment C. Relief communications facilities D. Welfare inquities E.
