1BE IT ORDAINED BY THE PEoPLE OF THE -COUNTY OF HAWAII:
Section l.. De' fi�aition As!' used in this ordinance the
expression 'meat food products" shall consist of an article of
. f ood ' or any article intended for or capable of being used as human
food which. is derived or prepared., in whole or, in substantial and
definite part, from, any portion of any, cattle, sheep, swine, goat, �
horse, mule or donkey,,
Section 2. Supervision*
(a) All animals slaughtered for the purpose of selling- the
meat or meat food products thereof for human consumption shall be
slaughtered, inspected and stamped in an approved and licensed

slaughterhouse; provided, however, that in the event, an animal is
so injured that it cannot be moved to an approved and licensed

or meat inspector in charge. r�. Section 3. Appointment of Veterinarians and Inspectors and
their duties,
(a) The Chairman-, and Executive officer of the County of Hawaii,
with the approval of the Board of Supervisors. of said County, shall
appoint one or more duly, licensed veterinarians -who; shall have had
experience in meat inspection. If more than one veterinarian is
appointed for the County of Hawaii., one of them shall'be be desi nated

(b) Meat inspectors, who are possessed of the necessary

experience and qualification, shall be appointed by the head
veterinarian with the approval of the Board of Supervisors of the
County of Hawaii,
(c) The veterinarians and meat inspectors and the authorized
inspector of the Bureau of Animal, Industry, United States D-
epartment
of Agriculture, shall keep an accurate record of all animals inspected*

they shall forward copies of . such. records to the Treasurer o f the I
County of Hawaii; they shall conduct 'ante .mortem and post mortem
examinations for the purpose of, ascertaining any evidence of disease
or other condition which would render the animal unfit far human �
consumption and shall generally carry out the purposes of this
ordinance.
(d) The duly authorized agents of the Board of Health shall

Section 4. Unlawful to- sell or offer for sale uninspected meat

(a) the -same shall have been inspetted, passed, stamped and tagged

horse., mule or donkey meat andmeat food products thereof. the same
shall have been conspicuously labeled, marked, branded or tagged

"horse meat.." 'mule meat," "donkey meat"horse-meat product'. !

Section 5. Sanitation's
(a) The 'location and plans for altering old slaughterhouses
or buildings or constructing new slaughterhouses shall firstly be
approved in writing by a duly authorized agent of the Board of
Health and the veterinarians in charge of meat inspection,
(b) Establishments and premises on or in which any meat or
meat food product is prepared or handled shall be maintained in
a sanitary condition.
(c) There shall be abundant light, both natural and artificial,
and sufficient ventilation for all rooms and compartments, to insure
sanitary conditions .
(d) There shall be an . efficient drainage and plumbing system
f or the establishment and -premises. All plumbing systems shall be
properly connected with approved sewage disposal system.
(e) The water shall be ample, clean, and potable , with adequate
facilities for' its ' distribution in the plant
(f) The -floors, walls, ceilings, partitions posts doors and
other parts of workrooms shall be of impervious material and of such
construction and finish as will make them susceptible of being readily

and thoroughly eleaned The floors shall be kept watertight. The
rooms and compartments used for edible products shall be separate
and distinct from those used for inedible products.
(g) The rooms and compartments in which. any meat or meat food

product is peep ed or handled shall be free from odors from dressing
and toilet rooms ' catch basins, hide cellars, casing rooms.,, inedible

free from flies rats mice and other. vermin: So-called 'drat viruses"
shall not be used in any part of the establishment or the premises

thereof.
(i) No animals or fowls except animals for slaughter shall
be permitted in slaughterhouses.

Public Health Regulations7,,, Board of Health, Territory of Hawaii.,
Chapter. 24,, entitled "Working Places and Conditions,'.,.shall be
furnished by every establishment*
(k) Properly located facilities for cleansing', disinfecting
and sterilizing utensils and hands of all persons handling meat
_or meat -food product shall be. provided.
Section 6. Equipment*
(a) All slaughtering establishments shall be equipped with
ample cooling -and refrigerating facilities when found to be necessary
by the veterinarian in charge*
(b) Equipment and utensils used for 'preparing, processing
and otherwise handling any meat or meat food products shall be of
such materials and construction as shall make them susceptible of
being readily and thoroughly cleaned and such .as will insure strict ;
cleanliness in the preparation and handling of all meat and meat
food products,
(e) Rooms, compartments, places, equipment and utensils
used for preparing, storing, or otherwise handling any meat or meat

foodp roducts and all other parts of the establishment shall be
kept clean and sanitary.
(d)' All slaughtering establishments shall furnish tables,
benches and other equipment of such design, material and eonstruction
as needed to fac li.tate effieie-nt post, mortem inspectiono
Section 7 . ope rat i ons-
(A) Operations and procedures involving the preparation,
storin bg , handling of any - meat or meat food product shall be

,strictly in. a ecord with clean and sanitary methods approved by the
veterinarian.
(b) The , walls and ceilings of rooms and compartments under
refrigeration shall be kept reasonably free from moisture.
(e) Aprons , f rooks , and other clothing worn by persons who
handle any meat or meat food product shall be of material that can be
readil.y cleansed and only clean garments shall be worn. Knife
scabbards shall be kept clean*
(d) Such practices as -smoking, spitting on whetstones, placing
skewers or knives in the rmouth., � inflating 3.ungs or casings or testing
with air from'' the, mouth such receptacles as tierces.. kegs., casks and
the like, containing or intended as eontainerp of any meat or meat
food products, are prohibited.
(e) The wagons or cars in which any meat or meat food produ,ets
are transported shall be kept in a clean and sanitary condition.
Wagons used in transferring loose meat and meat food products
between e-stabli.slents shall be, closed or so covered that the contents
shall be kept clean. Vehicles used for the transportation of
livestock, hides or refuse shall not be used for the transportation
of meat or meat food products*
(f) Th.e outer premises of every establishment, embracing docks
and areas where ears and wagons are loaded, and the driveways,
approaehe s , yards, pens . and alleys, shall be properly drained and

kept in clean and orderly condition. All catch basins on the
premises shall be of such construction and location and be given
such attention as will insure their being kept in acceptable condition
as regards odors and cleanliness. The accumulation on the premises
of any material in which flies may breed, such as hog hair, bones,
paunch contents, or manure, is forbidden. No nuisance shall be
allowed in any establishment or on its premises.
(g) Due Dare shall be taken to prevent meat and meat food
products from falling on the floor or becoming contaminated.
(h) All substitutes and ingredients used in the manufacture
or preparation oP any meat or meat food products shall be clean,
sound, healthful, wholesome and otherwise fit for human food.
(i) No establishment shall employ in any department where
any meat or meat faod products are handled or prepared any person
affected with tuberculosis or other communicable diseases.
Section S. Disposal of Diseased Carcasses and Parts.
(a) Ante mortem and post mortem inspections and the disposal
of diseased carcasses and parts shall be under the supervision of
the veterinarian in charge in accordance with the latest revision
of the regulations governing the meat inspection of the U. S. Bureau
of Animal Industry, Department of Agriculture, and as the same may
be amended in the future.
(b) All animals reacting to the tuberculin teat upon examination
by a veterinary inspector of the Territorial Division of Animal
Industry, the United States Bureau of Animal Industry, or a veterinarian
accredited by the Territorial and Federal departments, shall be
slaughtered in accordance with the provisions of Section 1078, Chapter
17 of the Revised Laws of Hawaii 1945.
(c) Under no circumstances shall the carcass of any animal
which has died otherwise than by slaughter be brought into any room
or compartment in which any meat or meat food product is prepared,
handled or stored.

Section 9. Hours of Slaughtering and Inspection. It shall be
unlawful for any person or persons, firm or corporation to slaughter
cattle, swine or any other meat food animal in the County of Hawaii
for the purpose of sale of meat and meat food products therefrom
for human consumption except during the hours as may be prescribed
for slaughtering by the authorized veterinarian; notification of
changes in the prescribed hours of slaughtering shall be issued by
the authorized veterinarian to all affected persona, firms and
corporations.
Section 10. Fees The following fees shall be chargeable
from the following persons:
(a) The fee of one dollar (1.00) shall be charged Por
eeah animal inspected at slaughterhouses, as provided for in this
ordinance.
(b) Fees shall be charged against all persons, which expression
shall include individuals, partnerships, corporations, cooperatives
and associations, to whom such inspection services are rendered.
(e) All fees shall be paid to the Treasurer of the County
of Hawaii not later than the 10th day of each calendar month following
the month during which inspection services have been rendered.
Section 11. Nonpayment of fees. The chief veterinarian
shall withhold and refuse inspection services upon nonpayment of Pees
in accordance with the requirements contained in this section.
Section 12. Bond for payment of fees. Any person, as defined
in paragraph (b) of Section 10 hereinabove, shall, prior to receiving
any inspeotion service, poet a bond to guarantee payment of all
charges for inspection services. Said bond shall cover an amount
equal to three times the monthly fee.
Section 13. Separate fund. The Pees collected under the
provisions of this section shall be set aside as a special fund and
used exclusively for the operation of the inspection cervices and for
the advancement of the program of animal industry in the County of
Hawaii.

Section 14. Regulations Posted. A copy of this ordinance
and all .rules and regulations referred to herein shall be kept posted
in each slaughterhouse.
Section 15. Penalty. Any person violating any provision of
this ordinance or any rule and regulation incorporated herein by
reference shall be guilty of a misdemeanor, and upon conviction thereof
shall be punished by a fine not to exceed Five Hundred Dollars
(500.00) or by imprisonment for a term not exceeding one year, or by
