Section 1, Sections 2, 5, 6 and 9 of Ordinance No, 58 of the Re-
wised Ordinances of the County of Hawaii 1947, as amended, are hereby
amended to read as follows:
"Section 2. Definitions:

I, The words 'single family dwelling' mean any detached
building designed for or occupied primarily by one
family.
K. The words 'apartment house' mean ar~p house or building
or portion thereof which is desip~ed, built, rented,
leased, let or hired out to be occupied or which is
occupied as the residence of three or more families
living independently of each other and doing their
cooking in the building.
DR, The word 'hotel' means ar~v building or portion thereof
designed or used for the supplying of shelter and/or
food to residents or guests and containing six (6) or
more sleeping rooms for guests.
"Section 5. Procedure for approval and recordation at Bureau of
Conveyances:
B, The subdivider shall submit one (1) copy each of the
preliminary subdivision plat to the chief engineer, the
manager, and the sanitary engineer, and at least three
(3) copies to the camniasion, or as many additional
copies as may be required by the commission, which shall
not be leas than eight and one-half by thirteen (Sz x 13)
inches nor more than thirty-six by forty-two (36 x 42)
inches in size. Such preliminary plat shall show the
general layout of the proposed subdivision and the in-
formation required in Section 6.
D, The preliminary plat shall then be examined by the com-
mission, the chief engineer, and the manager or their
authorized representatives; thereupon the chief enp~.neer
and the manager or their authorized representatives shall
advise the camatsaion if said subdivision ronforms to the
engineering standards required by this ordinance, If the
plat conforms to all the provisions of this ordinance, it
shall be stamped by said commission:

'Recordation not authorized until approved for record

G. 'rJhen detail drawings, being the construction drawings,
are completed as required, one (1) copy each shall be
submitted to the commission, the chief engineer, and the
manager for examination and approval.. 4Yhen such detail
drawings bear the approval o£ the commission, the 'chief ~~.,
engineer, and the manager, the subdivider may proceed
with the construction of all facilities shown on his
drav.inga.
I. When the construction work is complete, and is accepted
in writing by the chief engineer, the subdivider maT ap-
plg for approval of the subdivision map for recordation.
The subdivider shall then file one (1) copy each o£ a).1
plane prepared and accepted with the chief engineer, the
'manager, and the sanitary engineer, and at least three
(3) copies with the commission. Whereupon tt}e con¢nission
shall stamp the copies of the subdivision map:

and such approval shall bear the signatures of the chair-
man and director of the commission. The commission shall
then retain one (1) copy and forward one (1) copy each to
the $ilo Tax Office and the subdivider.
' "Section 6. Information to be shown on preliminary plat and accom-
panying pa ers:
• I. When required ''.by the commission, the preliminary plat
shall be accompanied by profiles showing existing ground
surface, natural water courses and drainage channels, and
proposed grades of streets, including extensions for a
reasonable distance beyond the limits of the proposed
grading, roadway and sidewalk, and the preliminary plan
of proposed water meine, sanitary and storm sewers, with
r grades and sizes indicated. This plan shall be approved
by the chief engineer and the manager, or their authorized
representatives, before construction begins. All eleva-
tions shall be based on official government bench marks.
The commission may require that true elevations be sub-
mitted."
"Section 9. Requirements and standards of subdivision:
E, Lot sizes.
No building permit shall be issued to anyone to construct a
single family dwelling, duplex 'duelling, apartment house,
lodging house or hotel on any lot within a business, light
industry, or industrial district within the city of Hilo or
in any area outside the city o~ Hilo having an area of less
than 5,000 square feet per unit; nor shall said permit be

issued to anyone to construct a single family dwellinP, du-
plex dvreLling, apaztment house, lodging house or hotel on
any lot in any of the aforesaid districts where there i~ al-
ready located theroon a b~,ildi.ng or structure, the lot. sines
for each unit to be ncot less than 5,000 squaxe feet.
G. ':Vater.
11ny subdivision hereafter to be laid out within the Ceui}ty
of Nawaii shall be provided with water mains in accordarn e
with the recommendations of the iiawaii FYre Rating Bureau.

1. The standard minimum size of mains used for fare
hydrants supply within the city of Hilo shall be
as follows:
(g) Residential Districts - S"; 6" to be used
where it completea`a good gridiron connec-
tion and•in no case in blocks 600 feet or
more in length.
(b) bercantile Districts - 8" and 12"; the former
to be used only in the sections where it com-
pletes a good gridiron and the latter by long
lines not cross-connected.
2. Fire hydrants shall be spaced not more than 300 feet
apart in mercantile areas and not more than 600•feet
apart in other areas within the city of Hilo; pro-
vided, however, that fire hydrants shall be spaced
not more than 600 feet apart in any subdivision out-
side the city of llilo. The water mains and fire hy-
drants shall he of materials standard for such work
as installed by the County of Hawaii; 'except when the
area does not fall within the scope of any water sys-
tem and when existing ,conditions are such that the
public may be properly served with water and with
fire protection without full and strict compliance
of the foregoing requirements, such modification
thereof as is reasonably necessary or expedient and
not contrary to law or the intent and purpose of
this ordinance may be made by the commission upon
the recommendation of the chief engineer or the
manager or their authorized representatives.
3. The subdivider shall provide each lot in a subdivi-
sion wlth a service lateral from the water main to
the sidewalk area adjacent to the lot. As an alter-
nate, one service lateral may be installed for each
two lots.
4. rJhere a proposed subdivision does not lie within the
scope oY an adequate water aupplq, the plot plan of
the said subdivision shall so state."
Section 2. Section 2 of Crdinance No. 58 of the Revised Ordi-
nances of the County of Hawaii 1947, as amended, is hereby amended by
adding thereto a new subsection N as follows:

"Ili. The ward 'manager' means the man~per of the Board of
Muter .supply of the ;.ouczty of llzr~aii." ,
Section 3. Paragraph 1, subsection A of erection 9 of Ordinance No,
58 of the Revised Ordinances of the County of Hawaii 1947, as amended,
is~~hereby amended by adding thereto a new subparagraph (f) as follows:
"(f) A dead-end (cul de sac) street may be designed
in case of geographical obstrt:ctions such as
large streams, ravines, precipice, or lands
set aside for public purposes which cannot be
expected to be subdivided. A dead-end (cul~
de sac) street shall not be considered as such
when the end of such street is terminated at
the property line adjacent to another property
owner who can be expected at any time in the
future to subdivide the adjacent property.
In such case, this street shall be classed as
a minor street except when a proposed future
subdivision will provide a connection between
two major streets, then said street shall be
classed as a secondary street.
This section shall not prohibit the use of
dead-end (cul de sac) streets where the com-
mission, upon the recommendation of the chief
engineer, adopts or approves a plan for a com-
munity or neighborhood area."
Section 4. This ordinance shall take effect upon its approval.
