REGISTRATION q,r 1
Section 1. It shell be unlawful for any person, persona, firm or
corporation to onrry on or oanduct the business of a plumber or do any
plumbing work in the County of Hawaii without first being regiaterod
at the office of the building Inepeotor and issued a liaenae to do
plumbing work in the County of Hawaii. No person shall be registered
unless he shall have rooeived and filed with the Hullding Inepeotor
a Certificate oP Competency as a Master Plumber or Journeyman Pl~ber
from the Hoard of Plumbing Examiners of the County of Aawaii= and no firm
or corporation shall be registered and issued a license unless n member
of the firm or employee of the corporation shell be qualified to be
registerod. No plumbing work shall be done in the nsme of a registered
plumber except by or under the direct supervision of a person qualified
to be registered.
The Building Inspector shall issue a registration oard signed by
him to every person, fine or corporation ao registered, which oard
shall contain the name and address of the registrant and shall state
that the person, firm or corporation therein named ie duly qualified
as a rogiaterod plumber. Any person, firm or corporation eo registered
shall be deemed to be rogiaterod plumbs r within the requirements of
this Ordinance.
BOARD OF EYAMINERS a.
Section 2. Appointment of Pdembera. The Chairman, with the apps al
oP the Board of Supervisors, shall appoint a Board of Plwsbing Examiners,
to be ]mown as the "Hoard of Plumbing Examiners of the County of Hawaii".
Said Board shall aonaist of the Building Inepeotor who shall be an
ex-officio member of said board and the Plumbing Inepeotor who shall be
an ex-officio member and aearetnry of mid board, and three licensed
Idaster Plumbers who shall have at least eight years experience in their
respective trodea. A quorum shall consist of two members and the
Secretary of said board.
The Hoard of Plumbing Examiners shall hold two ragule.r meetings
every year, one during the first half of the year and the other during
the last half of the year, and special meetings at other times at the
call of the Chairman of said board upon the written request of any two
members. During the regular meetings, the said Hoard may adopt such
rules and regulations ae may be necessary to carry out the intent and
purposes of Section 2; it shall also, during said regular meetings
and any adjourned meeting thereof, conduct the examinations provided
for in Saotion 2, For each regular meeting, however long and for each
adjourned meeting UYreof lasting more than two hours, and for each
special meeting lasting moro than txo hours, each member present, other
than the Building Inepeotor and Plumbing Inepeotor, shall receive

E7CAMINATIONS
Section 3. It shall be the duty of the Board of Plumbing Examiners
to examine eaoh qualified applicant Por a Certificate of Competency as
• Master Plumber or Journeyman Plumber and to issue to eaoh euoh applioant
who satiefaotorily passes the examination, a Certificate of Competency
ae a Neater Plumber or Journeyman Plumber ne the once may be.
Anq person who has attained the age of twenty years and has had
not lees than Pour years' experience as a Jou meyman Plumber Helper
and who furnished satisfactory evidence of satisfactory work as euoh
during said period may apply for a Certificate of Competency as a
Journeyman Plumber. Any person who hen held a Certificate of Com-
petency as a Journeyman Flumber fora period of twelve months may
apply for a Certificate of Competency as a Neater Plumber. Each
application for examination shall be made in writing on a form furnished
by the Bureau of Building, Construction and Inspection and shall include
euoh information as the Board of Plumbing Examiners shall consider
necessary, including the applicant's name, age, address, length of
time spent in learning or working at the trade or business oP plumbing,
the place or places where hie knowledge or experience was gained,
and whether or not he hen ever failed to pass satisfactorily the examina-
tion for which he is applying. Beforo being examined, eaoh applioant
shall pay to the Plumbing Inspector as a County realization a fee of
Five Dollars 05.00) for euoh examination. If the applicant fails to
pass an examination, he shall not be eligible for re-examination for
six months and he shall pay a fee of Five Dollars 05.00) before sash
ro-examination. The Secretary of the Board of Plumbing Examiners shall
notify eaoh applioant in writing of the time and place of examination.
The ezaminetiona for a Journeyman Plumber and a Neater Plumber shall
be oral, written and by practical work with tools and material a. They
shall aonsiet of taste in pmctinal plumbing, the aorneation of defec-
tive plumbing on plans, knowledge oP the Plumbing Ordinance of the
County of Hawaii, the regulations of the Board of Health and the laws
of the Territory of Hawaii pertaining to plumbing. An applioant whose
average grade on an examination is 75~ or better shall be considered
to have passed satisfactorily, and he shall theroupon be entitled to
and the Board of Plumbing Examiners shall issue to him a Certificate of
Competency as a Journeyman Plumber or Master Plumber as the case may be.
Section 4. Suspension of license. Any licensed master plumber
who allows the use of his license, directly or indirectly for the pur-
pose of obtaining permits for others or allows the use of his license
by others to install plumbing, shall have hie liaenae suspended by the
Board of Plumbing Examiners fora period of siz months.
Bastion 6. The Building Inspector of the County of Hawaii shall
issue to any person or parsons, firm or corporation, who has registered
and acquired euoh Certificate of Competency, a license to do Plumbing
'Nark in the County of Hawaii.
No person shall do any plumbing work without first paying the license
fee and receiving a liaenae as in this Or~linanae provided. The amount
of said fee shall he for Master Plumbers X1.00 per annum, and for Journey-
men Plumbers X1.00 per annum. License fees shall be on an annual basis
prorated to the nearest quarter of the year when the liaenae request is
made. Any person who shall work ae a master and Journeyman Plumber
shall secure both licenses and pay the fees required therefor. All
1loenaes shall expire on the 31st day of December, of eaoh year. Plumber's
helpers and apprentices may work without a license, end shall work
with and may help n regularly qualified and licensed Journeyman Plumber
under the immediate inatn,etion and di reotion of euoh licensed Journey-
man Flambe r.

No liaense shall be issued pursuant to this Ordinance to any
parson who is not a registered plumber, as defined in thle Ordinance.
MasTS H PLUMBER
Section 6. Every Master Plumber must have a permanent place of
business beforo registering ea a plumber or translating or doing any
plumbing business. 1~hen a registered plumber or the member of a firm
who has passed the required examination retires from business or dissolves
copartnership, they shall forfeit their liaense and no other license
shall be granted said firm until one of the remaining members of the
firm shall have passed an examination before the Board of Plumbing
Examiners as provided in this Ordinance.
Every Master Plumber, employed by any firm or corporation, or
doing buaineae in hie own name, shall only sign permit applications for
work done by the firni or corporation which he is employed, and if doing
business in his own name, shall only sign permit applications for work
actually done in hie own name, It shall be unlawful for any Master
Plumber to sign permit applications for any other firm or corporation
other then the film or corporation for which he ie employed, and if
doing business in his own name, for any other person, firm or corporation
actually doing the work.
PLt1NS OF HOUSE PLUMBING AND HOUSE
SEPPERS AND APPLICATION FOR CONNECTIONS TO BE FILED
Bastion 7. It shall be unlawful for any person or persona, firm
or corporation to do any plumbing work of any description in any building
or upon any property or to do any sewer work in the County of Hawaii,
ezaept in case of stoppage in pipes or repair of leaks in drains,
vent pipes, xaste pipes, faucets, valves end water supply pipes, without
first having filed with the Building Inspector, plans and epeoifioations
which shall clearly show and indicate the entire work to be done, the
number and aheraater of all fixtures, the size and loaetiona of ell
drains, xeete, soil end vent pipes, traps and oleanouts, and whether
oonneation 1s to be made with the sanitary sewer or with a cesspool
and without having obtained a Plumbing Permit from the Building Inspector
of the County of Hawaii.
It shall be unlawful for any person, firm or corporation except
employees of the younty of Hawaii Sewer Department to connect or to
aid in, or to osuse s oonneation to be made, or to make use of the public
sewer system of the County of Hawaii. An application shall be obtained
from the Building Inapeator requesting the Sexer Department to make auoh
connection as may be approved by the Building Inspector and a deposit
to cover the costs of auoh oonneotiona shall he made by the applicant
before the work may proceed.
Application shall he signed by the axner or b~~ his duly authorized
agent, upon a form to be 2lirnished by the Building Inspector end shall
an ewer truthfully all questions therein captained.
Section 8. Permits for Plumbing Construction. hho may obtain
permits. No permit shell be issued to any parson, firm or corporation
to do or osuse to be done any aonatruotion or work regulated by this
chapter except +.n a master plumber who has a oerti£iaate of aompeteaoy
as provided in Section 6.

FEES FOR PERfdIT
Section 9. No permits shall be issued to any person or persons,
firm or corporation for doing plumbing work in the C ounty of Hawaii
until the fees therefor have been paid to the Building Inspector or his
duly authorized agents according to the following schedule: The fee
for the installation of fizturea shall be: Fifty (50) cents for each
fixture and one dollar {$1.00) for the inspection of each house sewer;
provided that this section shall not apply to the repair leak in drains,
vent pipes, waste pipes, faucets, valves or water supply pipes or to
the removal of obstruction in pipes.
FILING OF PLANS AND SPECIFICATIONS
Section 10. When a permit is issued, the application signed by the
person or persons, firm or corporation, together with the plans and
specifications, shall ba filed with the Building Inspector end shall
thereafter remain in the custody of said Inspector. When it is desirable
to make changes in the plumbing work From that shown on the plans and
specifications, as filed, the person or persons, firm or corporation
to whom the permit has been issued shall give notice of such changes,
end if such changes ere found to ba in accordance with the provisions
of this Ordinance, such changes shall be allowed, and the additional
fee if any, collected before the changes may be made.
SEIVER CONNECTION RE6~UIRED
Section 11. In the construction, reconstruction or alteration of
any building of any description, in which plumbing fixtures are to be
placed, all plumbing work shall be connected with a public sewer, where
such sewer is accessible, end where there is no sewer accessible, with
a suitable properly constructed and approved cesspool or other means
acceptable to the Board of Health.
All buildings in which the plumbing has been done prior to the
passage of this Ordinance, must conform to this Ordinance before being
connected to the sewer, if in the discretion of the building Lzspector
the plumbing is a menace to health or life.
HOUSE SE1vER
Section 12. The term "House Sewer" as used in this Ordinanae
shall mean that part of the drain between the"cleenout" at or near the
property lines, or s cesspool, and to five (5) feet of the building
connected or to be connected with the sewer or cesspool or septic tank
and its secondary disposal system.
House sewers shell not be leas then four (4) inches in diameter,
and shall be of cast iron pipes or salt glazed vitrified pipe, and
shell be laid to a true grade, end et .least one foot underground, un-
less the run is over solid rook or lava, in which case the Building
Inspector Trey modify the depth et which the sewer shall be placed.
Changes in directions shall be made by "Y" branches and 1~6, 1~8,
or 116 bends. Salt glazed vitrified pipe will not be allowed under
or within five feet of any building. If salt glazed vitrified pipe
is used in the construction of any sewer, it shall have a fall of at
least one-quarter of an in eh to the foot, the ~ointa shall be made
of mortar, composed of equal parts of Portland or other good standard
cement and clean acr9er sand, and said Joints shell ~u covered with
cloth in laying. A disc entirely filling the house sewer pipe shell
be kept in the pipe end drawn forward as each length is laid. When
salt glazed vitrified pipe is used in tide or surface water, the same
shall be concreted entirely around the -;.v erior of pipe to a thickness
of at least four (4) inches. V~hen cast iron pipe is used all Joints
shall be packed x~ith picked oakum and run with molten lead, be

caulked, and shall have a fall of not less than three-sixteenths of an
inoh to the foot. In the construction of any house sewer no inteanedinte
section of salt glazed vitrified pipe shall be used between sections
of oast iron pipe. The free flow of air shall not be obstructed in
any house aevm r when connected with any cesspool or sewer.
HOUSE DRAINS
Section 13. The term "House Drain" as herein used shall mean that
part of the drain under the first floor of the building or structuro
and extending five feat outside of the walls thereof. All house drains
shall be of cast iron or galvanized wrought iron pipe not less than
four inches in diameter and shall have a fall of no+, less than 316 of
an inoh to the foot. In buildings or structures of over three stories
in height, the class of oast iron pipe commercially known as Ext:a
?ieavy, or galvanized wrought iron pipe shall be used for the house
drain, soil, waste and ~-eat pipes and the fittinRa shall be of the same
class. All house drains shall be securely ironed to walls or in chases,
or laid in trenches of uniform grade, or suspended to floor tirnbers
or frames by strong iron hangers. In no case shall double hubs be
allowed, and all hubs shall he laid opposite to the fall of the sewer.
Gress cleanout connections, located in accessible places, shall he
put in ell house drains at the foot- of each vertical riser and st every
change of direction of the drain.
SOIL PIPES
Section 14. The term "soil pipe" as used in this Ordinsnao shall
mean the vertical pipe to which one or more water closets or other
fixtures are connected. All soil pipes shall 'be of oast iron or galvaniz-
ed wrought iron pipe not less than four (4) inches in diameter, and
if of ceat iron, in buildings of over three (3) stories shall be of
extra heavy grade. All soil pipe shall be continued unobstructed and
undiminished in size to a point not less than one (1) foot above the
roof of the building. All soil pipes shall be run on as straight a
line es possible and shall not terminate within ten (10) feet of any
window or opening. If galvanized wrought iron pipe ie used, all the
fittings must be recessed an3 the pipe reamed to full bore.
In the construction of soil pip=. s, all oast iron Wipes and fittings
shall be covered inside and outside with a aoattng of asphaltum. Ohas~a
in direction of soil pipes shall be made by "Y" branches, and 1~6, 1~8,
or 116 bends; and in no asses shall double hubs be used, oxcent for
vent fittin„s where the fittings era to be inverted. Saritary "Ts"
may be used in vertical runs. Pipes made from sheet metel of any
kind shall not be used in the construction of soil or waste pipes.
The use of galvanized steel or wrought iron pipe for drains under-
ground is forbidden. The use of saddles or bands shall not be permitted
in any house drains, house sewers, soil pipes, or vent pipes.
No four by twa (4x2) or othsr heel outlet fittings shall be
allowed to sot as a waste or vent pipe through the heel opening,
except on vertioal lines. The use of cement of any description
to repair splits or bred-s in cast iron pipes or fittings shall
not be eilovred.
Not more than the following number of water closets may be
connected on the various sizes of soil pipes desi~ated belows

20 Water Closets on 4-inch soil or branch pipe.

No soil or drain pipe ehnll be more than six (6) inches in
diameter, and when a granter number than sixty (60) water closets
are in one building, two (2) soil or drain pipes must be run to
the main sewer in the atroet, and shall be continued up to and
through the roof full size; and where vertical lines of soil pipes
extend to water closets in the third floor, the same must extend
full size through the roof.
PASTE PIPLS
Section 15. The term 'waste pipe" is herein used to mean any
pipe leading from any fixture to a soil pipe or hour" drainrnd
rooeiving the discharge from any fixture. All waste pipes except
as herein provided shall be of iron. Branch waste pipes may be
con atruoted of lead or iron; PROVIDED, however, that if lead is
usod it shall be only as a branch to connect with an iron pipe
and shall not exceed three (3) feet in length. The size of waste
pipe shall vary according to the fixtures they are to serve, and
in no event shall be less than the followings

All waste pipes from grease traps shall be in size not less
than the outlets of same. Paste pi pea from refrigerators or other
rooeptaoles in which provisions are kept, shall not connect directly
with the drain, soil or vent pipe or discharge upon the ground
beneath the building, but shall be trapped and the discharge there-
from allowed to drip into an open fixturo in d wily use, or be conveyed

to the ground at least three (3) feet away from the building.
No continuous wastes shall exceed sixteen (16) feet in length
and the traps for same shall not be leas than one and one-half (1~-)
inches.. Continuous wastes for urinals shall not be allowed.
Section 16. All fixtures shall be separately and independently
trapped as near the opening thereof as ie practioable. All traps
shall have a water seal of not less than one and one-half (1~)
inches in depth and shall be set true to water seal. The size
of every trap shall be the same es the waste pipe it serves.
No grease traps shell in any case be placed under a building
or structure. Grease traps shall be used only for restaurants,
hotels, tenements, boarding houses and other building, as approved
by the inspector. Grease traps shell have ample capacity and the
capacity end details of construction shall be subject to the approval
of the Building Inspector and the Board of Health.
No bell traps shall be used in any case.
Anti-siphon traps shall be used only where the Building
Inspector Pinds that it is impracticable to use any other.
All traps in the ground or in concrete shall be of galvanized
or cast iron pipe or of other approved pattern and shell be coated
with asphaltum.
All traps with internal partitions or any mechanism forming
a seal not of an approved type, are strictly prohibited.
VENTS
Section 17. In every building or structure where there is
e water closet, tr:ere shall be at least one four (4) inch cast
iron vent pipe running from the house drain unobstructed and un-
diminished in size to a point not less then one (1) foot above
the roof of the building or structure or fire-wall, or if such
building or structure has a fire-well within ten (10) feet of
said vent, then not less than one (1) foot above said fire-wall.
The terminal of all vents shall be at least ten (10) feet from any
window or opening.
All traps within any building or within five (5) feet of any
building, shall be vented by special air pipes of iron, but in
no case shall a vent pipe end or be located within s chimney or earthenware
flue. No lead pipe shell be used for any vent except as a branch to
connect with an iron pipe emd then only for a distanoe not to exoeed tw
(2} feet. Vent pipes may converge into one pipe at any point not less
then three (3) feet six (6) inches above the floor line of the building
or structure. All vent pipes shell be extended above the roof of the
building or structure in the same manner as the four (4) inch cast iron
vent pipe herein referred to. All vent branches must be taken From the
top of waste or croem of trap.
The size of vent pipes for each fixture shall be not leas
than the fallowing:

All vent pi pas shall hsvs a grade towards the trap and shall
not be carried inoro than twelve (12) feet out of a vertioal line
to enter another pipe without increasing one size larger.
Vrhen two water closets are on a four (4) inoh vent stack, suah
stank may vent bath olosata, providing it is within twenty-four(24)
inches of the traps of suah closets on the line of the pipe.
The grouping of any other fixtures as allowed four water olosata,
shall be permitted provided the twenty-four (24) inohee from the
trap di~sneion, is not exoeeded and that the vents and wastes
comply with the requirements of this Ordinanoe.
V~henever fixtures are grouped the vents thexrofor shall not be

JOINTS OR CONNECTIONS
Bastion 18. All ,joints of cast iron pipe shall be packed with
pinked oakum and run with molten lea3 and shall be well caulked.
Joints and aonneotiona in lead pipe shall be made with wiped ~ointa.
Connections of lead with teat iron pipe stall be made with braes
ferrule and wiped ~ointa. Caulked in oonneotions of lead and wrought

iron pipe shell be made with brass soldering nipple and wiped joints,
screwed in. Connections of brass and wrought iron pipe shall be made
with a brass screw oollar.
WATER CLOSETS
Section 19. The use of pan, hopper or plunger closets are pro-
hibited. No water closet, s1oF sink or urinal shall be placed or
maintained in any room in which ,here is not a window opening direct
to the external atmosphere; provided, that in lieu thereof, such may
be ventilated by means of mechanical ventilation through a shaft or air
duct at least eight (S} inches in diameter or of equal area and as near
the ceiling ea possible, and carried thence though the roof. Stop cocks
shall be placed between the tank and the floor on ell supply pipes to water
closet tanks.
In factories, workshops, tenements and rooming houses there shell
be provided one (1) water closet for each ten (10) persona, or
fraction thereof, of each sex. Range cloaete are prohibited.
Toilets shall be separate in all cases. All residences shell be
provided with at least one water closet and one sink and one bathtub or
shower.
All water closets, earthen or iron, having traps above the floor,
using lead connections, shell be fastened to the floor and made perfectly
tight with red lead putty connections or by such other method as may
be approved by the Building Inspector. VPhen iron connections to water
closet traps ere used, they shell be cent or galvanized wrought iron
pipe with cast brass flanges not leas than one-eighth of an inch thick
and the flanges shell be either caulked or screwed on.
Rubber gaskets shell not be used.
URINALS
Section 20. All urinals or groups of urinals shell be supplied
with water. The floor and sides around ell urinals shall be covered
with non-corosive and non-absorbing materiel.
SAFE TASTES
Section 21. No safe wastes shall be used in conjunction with
urinals. Safe wastes from any fixtures shall not be connected directly
or indirectly with any sewer, house drain, soil or waste pipe.

(e) All "C leanouta" shell be eo placed as to be accessible, end
where a cement floor is laid, avid clean out shell be brought up flush
with the floor. All "Cleanoute" shall be sealed to the satisfaction
of the Building Inspector and shall not be used es floor drains or for
purposes other than the cleaning of fixtures, house or aide sewers.

(b) Cleanouts for plumbing fixtures. "Cleanouts" shall be
installed in all soil and waste pipes, and shall be so placed es to be
accessible.
(c) Cleanouts for house and side sewers. A "clean out" for house
and side sewer shall be installed in each sewer line between the
house and the side "sewer", and "cleenout" shall be used only for the
purpose of cleaning house and side sewer, and shall be brought up to
the surface of the ground to facilitate cleaning.
RE?d~ELING OR REMOVALS
Section 23. SVhenever a building is moved or remodeled, the
plumbing work therein must conform in all respects to the provisions
of this Ordinance, and where old fixtures are removed from any building
and new fixtures substituted, or where old fixtures are changed, such
work and the drainage and ventilation must conform to the provisions
of this Ordinance. When a building is moved, the plumbing 1n the
building may remain, if, after having been tested the same is found
to be water-tight, and free from all defects. New sewers for old
houses shall be deemed new work.
SINAS ON WASH TRAYS
Section 24. No sinks or wash trays of wood shall be constructed
or used except in hotel or restaurant .kitchens or buildings used for
industrial purposes, and, when so used shell be constructed of 2" think
approved lumber and lined with some impervious materiel as directed by the
Building Inspector.
LAUNDRIES, POI MANUFACTORIES AND STABLES
Section 25. All places used for the manufacture of poi for sale,
for the washing of carriages and motor vehicle a, for the stabling of
horses, mules and other animals and for the washing of clothes et
laundries shall be provided with a floor of asphalt, cement, tale or
other approved material and shall be connected with the public sewer,
where such sewer is available, and where there is no sewer available,
scone shall be connected with a suitable, properly constructed and
approved cesspool or other means acceptable to the Board of Health.
In ell such places, the open end of any drain leading to the sewer
shall be covered with a metal screen at least one-fourth of an inch
in thickness end so secured in place that it cannot easily be removed.
The meshes of such screen shall not exceed one-fourth of an inch in
diemter. All such places shall be furnished with an effioient dirt
catcher.
The discharge pipe ,from all wash floors, end in all poi factories
shell be trap pad end vented.
EXHAUST BLOW-OFE' AND DRIP PIPES
Section 26. No steam exhaust, blow-off or drip pipe shall be
connected to the public sewer, except upon the written approval
of the Building Inspector, end in such case, there shall be interposed
a blowdown sump between the building and public sewer.

Seotion 27. It shall be unlawful for any person or persons, firm
or corporation to allow rain, storm or surface water to enter directly
or indiroctly into a house, aide or main severe r of a sewer system of the
County of Hawaii.
REMOVAL OF BUILDIld3S, STRUCTURES OR
P'IATURES CONNECTED TO THE SEl"+ER SYSTEM
Seotion 28. It shall be unlawful for any person or persons, firm
or corporation to demolish or remove any buIlding or structure, or
fixtures connected directly or indirectly with the public sewer system,
without first notifying the Buil.dirg Inspector and obtaining approval
therefor.
It shall be unlawful for any property owner or his agent or any
person to allow any opening in the sewer line caused by the rremoval of
any building or structure or the disconnecting of fixtures to remain
unsealed in such a manner as to allow rain, surface or storm water to
enter a public sewer system of the County of Hawaii.
FIFTURE
Section 29. No oven end of any waste pipe or water closet shall be
placed lass than two feet e?~ove high tide, as established by the datum
used in Gove mment work. No wood work of any doseription shall be
placed around any fixtures, except for capping or frame work.
E%POSEll PLU7~fBING
Section 30. All pipes and fittings shall he left exposed to
view wherever practicable.
ISSUANDE OF PEi7DiITS
Seotion 31. The Building Inspector shall issue to any person,
persons, firms, or corporation all necessary plumbing permits on an
approved form, collecting therefor such fees as provided by this
Ordinance.
TESTING
Seotion 32. Before back fllling or closing-in s house-sewer,
house-drain, soil, waste and vent pips, inside and outside of buildings,
the openings shall be stopped and the entire system filled with venter
to the top of the highest vent pipe. The entire system shall be tested
in the presence of the Building Inspector or his deputy and shall be
water tight. No house-drain, house-sewer, soil, waste, or vent pipe
shall be covered or concealed in any manner until after it hoe been
examined and approved by the Building Inspector. After all fixtures
are connected and trope filled with water there shall be a final
inspection made by the Building Inspeater. In no case shall the
Building Inspector accept or approve any installation of plumbing
until the same has been made perfectly tight and made to conform
with this Ordinance.

INSPECTION AND CERTIFICATE
Seotion 33. It shall be the duty of the Building Inspec*.or or his
assistant to inspeot all plumbing work done in the County of Hawaii,
and if after proper final inspeotion of any plumbing work the same is
found to be properly done and perf~otly tight as required by this
Ordinance, he shall issue to the proper person, persons, firm or
corporation, a Certificate setting forth the foot that the work has
been inspected and the same found to have been done ncc:or ding to the
requirements of this Ordinance. The Building Inspector shall have the
right and authority to enter any building or go upon any promises
anywhere in the County of Hawaii whero plumbing is being done, nt
all reasonable hours, to ascertain if the provisions of this Ordinance
have been or are being complied with.
When work hne been tested or completed, the Building Inspector
shall be notified in writing on forms furnished by his office, xhioh
notice shall state the time when such work will be ready for inspection
and the location thereof, and the work shall 6e left open and con-
venient for two (2) working days after such notifications, or until
inspected.
The Building Inspector shall inspeot the work within two (2)
working days after having been notified that such work is ready for
inspeotion. No work shall be considered ready for inspeotion unless
ell pipes are tested and securely strapped in pleas with iron
hangers made of not less than one-quarter inch round galvanized iron
hangers, placed not mare than five feet apart, or if near the ground,
by good and substantial masonry piers bank of the hub and not more than
five feet apart. No plumbing work shall be used until final inspeotion
hsa been made or permission granted by the Building Inspector and a
final Certificate of approval issued by him to the plumbing contractor
or to the owner of the premises or his agent.
The Building Inspector shall keep a complete record of all permits
granted, registrations, inspections made and certificates of inspeotion
issued, and shall make a report of the same each quarter to the Board
of Supervisors of the County of Hawaii.
DEFECTIVE 7~'Oih'i
Seotion 34. If upon inspeotion, it shall appear that the work
already completed or the material used therein does not in ell respects
conform to the provisions of this Ordinance, the Building Inspector
shall notify the person doing the work, and also the person holding
the permit the refor, that said work and materials do not conform to
this Ordinance and shall by such notice specify such changes in
workmanship or material as will make the same conform in all respects
to the provisions of this Ordinance, then and in that event all further
plumbing work shall be immediately stopped until the provisions of this
Ordinar_oe shall have been Hilly complied with. If any registered
Plumber shall be twice convicted of violating this Ordinance by a refusal
to comply with the provisions of this Seotion after being notified
of defective work as in this aeotion provided, he shall upon a third
notifiaetion and refusal thereof, his plumbing license shall re suspended
for a period not exceeding one year.

No pipe fittings that have been used for other purposes shall be
used for distributing water.
Section 36. Relief valves. Wherever a check valve or pressure
reducing valve is instal led on the cold water suppl line between
the street main and the hot water storage tank and~r heater, there
shall ba installed on the hot water distributing system a suitable
pressure relief valve and suitable means shall be taken on the
hot water system to prevent the heating end atornge of hot water heated
to a higher temperature than boiling point et atmospheric pressure
(212 degrees F.).
All oil, gas, end electrical water heaters shell ba provided
with an automatic relief valve.
Section 37. Water service. The water pipe of any building shall
be of sufficient size to permit a continuous ample flow of water on all
floors at a given time.
Section 36. Water supply to fixtures. A potable water supply
distributing system shall not be connected to or with any water-closet
tank, flush valve, combination or other faucet, or any other plumbing
fixture or receptacle for waste or surplus water, which is connected
directly or indirectly with any sewer, soil or waste of a plumbing
system except (1) by discharging over a height not less then 3 times
the inside diameter of the water inlet pipe or six (6) inches e~hioh-
ever is the lesser above the level at which the fixture would over-flow
on the floor; unless the supply pipe thereto be provided with a complete
air break of the full area of the supply pipe and located at least six
inches above the highest water containing part of the fixture, (2)
provided that in lieu of a full area air inlet there may be a combination
of check and air inlet so disposed and arranged in location and size that
the air inlet shell be sufficient to supply full relief for any leakage
that might occur past a defectively sealed check should the washer or other
means of sealing ba completely destroyed. In any oase ell water service
connection shall comply with the cross-connection regulation of the Board
of Health.
ADDITIONAL INSPECTIONS
Section 39. If any additional inspection becomes necessary by
reason of any non-compliance with the provisions of this Ordinanoe,
or because the work is not ready for inspection at the time stipulated
on the plumbing pennft or when the Building Inspector shall have been
notified that it would be ready, a charge of three dollars shall be
made for each such additional inspection. All fees for additional
inspection shell be paid to the Building Inspector or hie duly authorized
agents, who shall issue a receipt therefor, and no additional inspection
shall be made until said fees are paid.
PENALTIES
Section 40. Any person, persons, firm or corporation violating
any of the provisions of this Ordinance, shall be deemed guilty of e
misdemeanor ~d upon conviction thereof shall be fined in a sum not
exceeding Five Hundred Dollars ($500.00) in the discretion of the
Court.
Section 41. All ordinances, sections and parts of sections of
Ordinances of the County of Hawaii, in conflict herewith, be end the
same is hereby repealed.

Section 42. SEP&RASILITY. If any section, sentenoe, clause or
phrase of this ordinance or its applioation to any persons or oiroum-
etanoes is for any reason held to be unconstitutional or invalid, the
remaining portions of this ordinance or the applioation of this ordinance
to other persons or oircumstanoea shall not be affected.
The Hoard of Sups rvisors hereby declares tlxat it would have passed
this Ordinance and each seotioa, sentenoe, clause or phrase thereof,
irrespective of the fact that any one or more other sections, sentences,
clauses or phrases be declared unconstitutional or invalids
Section 4S. EFFECTIVE DATE. This Ox•dinanoe shall take effect
upon its approvals
