above, the Chief Engineer may establish a flat rate for
sewer service, based upon the average monthly discharge
into sewerage system during the six month period preceding
the effective date of the sewer service charge. This flat
rate shall be reviewed annually.

volume and amount of waste shall be based upon a reasonable
percentage of the volume and amount of the water actually
consumed and drawn through the water consumption meters
of the Board of a+ater Supply of the County of FFawaii. In
making this determination, the Chief Engineer shall take
into consideration, but shall not limit himself to, the
type of ind>~atry, business, or process used by said
industry or business. The decision of the County Hngineer
shall be final in all cases.
