HomeMy WebLinkAboutORD 1957-188COUNTY OF HAWAII - TERRITORY OF HAWAII ORllINANCE NO. ~L1LL° CREATING MANAGING COMMITTEE OF HiLO CIVIC AUDITORIUM BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF HAWAII; Section 1. Managing Committee of Hilo Civic Auditorium established. There is hereby created a committee to be known as the Nlanaging Committee of the Hilo Civic Auditorium, consisting of nine (5) members. The chairman and executive officer of the board of super- visors, with the approval of the board of supervisors, shall appoint the members of the Nlanaging Committee of the Hilo Civic Auditorium, hereinafter referred to as the Managing Committee. The members of the Managiny Committee shall serve without pay, but shall be reimbursed for any traveling expenses incurred in the performance of their duties. Membership of the Nlanaging Committee shall include; 1. One member from the Japanese Chamber of Commerce and Industry 2. One member from the Hawaii Island Chamber of Commerce 3. One member from the Hilo Junior Chamber of Commerce L}. One member from the Department of Public Instruction 5. Five members at large. The chairman of the Managing Committee shall be elected annually by the members from their membership. Section 2. Term of Office. The term of office of the members of the Nlanaging Committee shall be two (2) years from and after the date ofptpheir appointments; o.~ ~00 r >:1:_ MBA? +~ 137-~-- Ai'it ;; ~ 197°- provided, however, that of the members first to be appointed under the provisions of this ordinance, four t4) shall be appointed for a term ending at twelve o~clock noon on January 2, 1y58, and five (5) shall be appointed for a term ending at twelve o~ciock noon on January 2, 1959• ~Y vacancy occurring on the said Managing Committee shall be filled by appointment, provided, the one appointed to fill such vacancy on the Managing Committee shall serve only for the unexpired term of the person whom he succeeds. Officers and employees of the County of Hawaii shall not be eligible for membership on the Managing Committee. Section 3. Quorum. Five (5) members of the Managing Committee shall constitute a quorum for the exercise of the powers or authority conferred upon it. Section )}. Powers and duties. 'The Managing Committee shall have the following powers and duties; 1. It shall be the duty of the Managing Committee to act in an advisory capacity to the board of supervisors in and concerning all matters pertaining to the operation, management and maintenance of the Hilo Civic Auditorium. 2. The said Managing Committee shall assume and have full charge of the conduct, management and control of the said Auditorium, and shall, subject to the approval of the board of supervisors, make such rules and regulations governing the use of said Auditorium, the playing thereon, and the fees to be charged as it may be deemed proper, and such rules and regulations shall be posted in a conspicuous place on the premises of the said Auditorium where they may be readily inspected. The Managing Committee shall from time to time as requested by the board of supervisors prepare and present to the board an estimate of funds required for the improvement, maintenance and upkeep of said Auditorium and shall make annual reports to the board of supervisors respecting the affairs thereof as to finances, condition of the property, the improvement, maintenance and 'upkeep thereof, and shall make such other reports as the board of supervisors shall desire. 1{. All money received by the Managing Committee from fees, donations or otherwise, shall be accounted for 9 and placed in a special account with the Treasurer of the County of Hawaii to be and are hereby, together with such other moneys as may be appropriated, allotted and set aside for the use of said Managing Committee in the improvement; maintenance and upkeep of the said Auditorium and for such other expenses incident thereto. Section 5. Appointment of employees. The chairman and executive officer, with the approval of the board of supervisors, shall appoint and fix ~.he compensation of a full-time manager-promoter of the Hilo Civic Auditorium who shall not be subject to civil service and may appoint such other employees as may be necessary and fix their 4 compensation subject to the provisions of Chapters ~$ and ~. Section 5. County of Hawaii Resolution No. 250 of 1955 is hereby repealed. Section 7. This ordinance shall take effect upon its approval. _ ~. -_.
