P~iGULATICAJ OF TRAFFIC UPON THE PUBLIC STREETS AND HI C3-IidAYS CF THE COUNTY

BE IT ORDAL'~ED DY THE 1~`AR.D OF SUPERVISORS IN AND FOR THE CCUPJTY CF HAWAII:
That Urdinar~ce AIo. 147 of the County of Hawaii 1954, as amended, is hereby
further amended in the fallowing respects:
Section 1. Subsection (a) and (b) of Section 45, as amended, is
heretic further amended to read as follows:
"(a) The driver of a vehicle within a business or residence
district emerging from an alley, driveway or building
shall stop such vehicle ilgmediately prior to driving onta
a sidewalk or onto the sidewalk area extending across any
allelnvav, driveway, or building and shall yield the right
of way to any pedestrian as may be necessary to avoid
callision, and upor, entering the roadway shall yield the
right of way to all vehicles approaching on said roadway.
(b) The operator of a vehicle outside of a business or resi-
dence district entering a public highway from a private
road or driveway shall yield the right of way to all
vehicle:; approaching on such public highway, except when
stop signs, officially designated, are erected upon the
public highways intersecting said private highway."
Section 2. Paragraph 6, Subsection (b) of Section 69, as amended,
is hereby further amended by adding Subparagraph °k" to read as follows:
°k. Hawaii Belt Road in Hilo, from the Hilo Sugar flume over-
pass to a point 200 feet Puna of the Waianuenue Street
intersection."
Section 3• Sectiar. 89 is hereby amended to read as follows:
"Section 89. Unlawful to sit, kneel squat or lie in highway.
It is unlawful for any person to sit., kneel, souat or lie
upon any roadway, sidewalk, or sidewalk curbing except when
overcome by illness or in an emergency."
Sectior, 4. Secti.or, 106 is hereby amended to read as follows:
"Sec+.i.on 106. Unattended motor vehicle.
::o person driving or in charge of a motor vehicle shall
perr.:it it to stand unattended and unoccupied by a person able
to control the same without first stopping the engine, locking
the ignitiar., removing the ignition key from the vehicle, and
effe tvely setting the brakes thereon, and when standing upon

highvray; provided, hovrever, that tF:e requirements for stopping
the engine, locking the ignition, and removing the ignition
key from the vehicle shall not apply to the three-vrheeled motor-
cycle (servi-car) of the Folice Department when enforcing traffiic
regulations."
