Employment governed by budget and appropriation. Employees to fill the positions enumerated herein are to be employed as needed and as specified in the respective applicable department budgets approves for the year, or in ordinances or resolutions suppler,:ental thereto, to the extent that funds are available and appropriated by the board of supervisors as provides' by law. SECTICtf j. Perquisites. That, pursuant to provisions of Section L}-12 of the F,evised Laws of Hawaii ly5j, each department head shall determine, subject tc the approval of the chairman of the board of supervisors and under e;uch directives as he may issue, the reasonable value of allowances renderer to employees in the form of quarters, Treat, light, household equipment, and ;na:d service, laundry service cr other perquisites at the expense of the county but not, for the convenience er benefit of the county and cause the reasonable value of such allowances to be deducted from the crnnpensation of such employees. The department shall notify the employees concerned of its findings and transmit. the same to the personnel director and the auditor. SECTIC.rV ~. Automobile allowances. Each perscn, legally appointed to and occupying any position enwr,erated in this Ordinance, er.cluding department heads and members of the police department, shall be allowed monthly compensation for the value of the use of a privately-owned automobile eyed regularly by such person in the course and scope of his employment for county purposes under the direction and with the approval of the head of the department. in which such person is employed, at such a flat monthly rate and subject to such limitations and conditions as recommended by the said department head and approved by the board of supervisors, provided, that all such flat monthly rates shall be based on a trial period of not more than six months, (during which time allowance shall be granted on a mileage basis) i:rior to the. determination of a flat monthly rate. All flat monthly allowances, limitations and conditions, referred to above, shall be se.t forth in a resolution or resolutions adopted by the board of supervisors upon one reading; and any amendments thereto, shall be made by resolut.ien adopted and approved in the heretofore mentioned manner. Lepartment heads may be granted automobile allowances for the use of privately owned cars in the course and scope of their employment in such amounts and under such conditions as shall be determined and established by the board of supervisors. Members. of the police department shall be Governed by the provisions of Section 1~~-1~ of the Revised Laws of Hawaii ly~~~;. No such. allowance shall he authorized to be paid by the auditor unless moneys for the payment thereof are appropriated by the Annual Appropriation Grdinance or made available by other specific appropriation or transfer nor unless the recipient thereof shall have filed with the auditor a duplicate _r_ ecpy or other satisfactory evidence of the existence cf a policy of insurance undertaking to indemnify the county of Hawaii against claims arising out of the negligent operation of the automobile for the use of which such cornpensatior. is paid, to the extent of not less than ~~,00(_).0~ for injuries to property and not less than ~l0,gi);;.00 for injuries tc persons, together with satisfactory evidence that such insurance is and will be continued to be, maintained in force at all times during which such officer or employee may operate such automobile in the course and scope of his employment by the county of Hawaii. The auditor sha.11 be authorized to require as a prerequisite to the payment of any such allowance or compensation satisfae- tory proof that such automobile has actually been operated for countypurposes during the period for which such compensation or allowance is claimed. He may also require a record of the number of miles travelled in support of such claim. Each department head shall prepare and keep current a list. showing persons in his department to whom, automobile allowances are to be paid, copies of such lists shall be filed with the auditor. SECTION '(. Gfficial Fidelity Bonds. Pursuant to the provisions of Sections li.}~}-2j to 1~}ii-28, devised Laws of Hawaii 1~j5, and any act amendatory thereto, or any provision passed in pursuance therzto by the beard of supervisors, official fidelity bonds, filed and approved in the form and manner set forth in Sections lj~-i and 1'~E>-2, Revised Laws of'-lawaii 1y5j, shall be required of the persons appointed to or occupying certain positions enumerated in the above sections; said bonds shall be in the custody of the county treasurer, excepting the bond of the treasurer which shall be in the cu°tody of the county attorney. -~- SECTION 8.
