COUMY OF HAWAII - STATE OF HAWAII
ORDINANCE NO. 1
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF
HAWAII:
Section 1. (Enactment of Revised Ordinances.)
Ordinances 2 to 60 both inclusive, and each section thereof,
are hereby re-enacted as revised ordinances to take effect
on approval of this Act. The ordinances 2 to 60 both
inclusive, and each section thereof, shall be designated
and may be recited as "Revised Ordinances of the County
of Hawaii, 1960,"
Section 2. (Repeal of prior. ordinances; what not
repealed.)
All ordinances in force immediately prior to the
approval of this ordinance, which are embraced, with or
without change, in the said ordinances, are hereby repealed,
and so much of the said ordinances as is applicable or
corresponds thereto shall be in force in lieu thereof;
provided, however., that said repeal shall not apply to or
affect the following, except to the extent that the same
heretofore have been superseded or. repealed, to wit:
a. Any ordinance or. part thereof of which no part
is embraced in the said ordinances.
b. Any provision of a temporary nature the
functions of which have been fulfilled.
Section 3. (Preservation of rights and liabilities.)
Said repeal shall not affect any act done, ratified or
confi~•med, or any right accruing or accrued ox established,
or any action, suit or proceeding had or commenced in any
civilcause, prior to said repeal, but all rights and
liabilities under any ordinance embraced in the said
ordinance or so repealed shall continue, and may be
enforced in the same manner and with the same effect as
if said repeal had not been made.
Section 4. (Construction of Revised or.dinances.)
Provisions in said ordinances shall be construed as
continuations or amendments of applicable or corresponding
provisions of previously existing laws and not as new
enactments. In case of a conflict between two or more
ordinances, or in case of a latent and patent ambiguity
or obvious clerical error in any ordinance, reference may
be had to the previously existing ordinances for the purpose
of applying the rules of construction relating to repeal by
implication or for the purpose of resolving the ambiguity
or correcting the error.,

Section 5. Effective date. This Act shall take
