From Mayor Stephen K. Yamashiro, dated January 8, 1997,
submitting for confirmation the following appointment
to the Hawaii County Liquor Commission:
Mr. Raymond G. Carvalho, II, of Puna and a
49-year resident of Hawaii who, since 1980, has
been the owner of Carvalho's Plumbing Service.
He has no party affiliation.
If confirmed, Mr. Carvalho will replace
Eleanor J. G. Morita of Puna, whose term
expired on December 31, 1996, and will serve a
term which ends on December 31, 2001.
Comm. 125: APPOINTMENT TO THE BOARD OF ETHICS - WARREN P. CHONG
From Mayor Stephen K. Yamashiro, dated January 27,
1997, submitting for confirmation the following
appointment to the Hawaii County Board of Ethics:
Mr. Warren P. Chong, of Kona who, since 1989,
has been the field representative of the Hawaii
Carpenters Union. He is a registered Democrat.
If confirmed, Mr. Chong will replace Stephen G.
Bess of Waimea, whose term expired on
December 31, 1996. He will serve a term to end
December 31, 2001.

transmitting a Report of Transfers Authorized showing
transfers made from January 1 through January 15, 1997,
and copies of the approved transfer forms.
Comm. 105: ORDINANCE AMENDING CHAPTER 20, OF THE HAWAII COUNTY
(Bill 36) CODE 1983 (1995 EDITION), RELATING TO REFUSE
(COLLECTION OF SOLID WASTE TIPPING FEES)
From Chief Engineer Donna Fay K. Kiyosaki, dated
January 13, 1997, transmitting the above bill. The
proposed changes will make the late charge fees more
reasonable and will also be a benefit to the County in
terms of being able to program the charges
automatically into the billing system.
Comm. 109: RESOLUTION AUTHORIZING THE LEASING OF COUNTY LANDS FOR
(Res. 29) AGRICULTURAL AND TIMBER USES BY SEALED BIDS OR
NEGOTIATIONS
From Finance Director Harry A. Takahashi, dated
January 15, 1997, transmitting the above resolution.
Attaches list of lands which the County desires to
lease (Exhibit A). States his department held a public
informational meeting on January 9, 1997 at the Paauilo
Gym to discuss the use of the land acquired from
Hamakua Sugar Company and that the attendees were in
favor of a lease up to five years rather than a
month-to-month permit.

(Bill 38) ROAD IMPROVEMENTS, PHASE II PROJECT FOR $6 MILLION,
WHICH INCLUDES RESURFACING OF PORTIONS OF ALII DRIVE
AND PALANI ROAD AND SIGHT DISTANCE IMPROVEMENTS ON A
GFrTION OF MAMALAHOA HIGHWAY

January 17, 1997, transmitting the above bill.
Comm. 120: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A THREE-WAY
(Res. 32) GATED WATER MANIFOLD APPLIANCE FOR THE FIRE DEPARTMENT
FROM CONSTRUCTION MANAGEMENT SERVICES
From Fire Chief Nelson M. Tsuji, dated January 24,
1997, transmitting the above resolution. The value of
this donation is $915.00. The acceptance of this
three-way gated water manifold appliance will increase
the firefighting ability of the Fire Department.

Comm. 100: APPOINTMENT OF HARRY TAKAHASHI AS FINANCE DIRECTOR
FOR THE COUNTY OF HAWAII
From Mayor Stephen K. Yamashiro, dated January 14,
1997, submitting for confirmation the appointment of
Harry Takahashi as Finance Director for the County of
Hawaii. Mr. Takahashi has extensive experience in
Hawaii County government and has served as Finance
Director for the past three-and-a-half years.
Comm. 101: APPOINTMENT OF NELSON TSUJI AS CHIEF OF THE FIRE
DEPARTMENT FOR THE COUNTY OF HAWAII
From Mayor Stephen K. Yamashiro, dated January 14,
1997, submitting for confirmation the appointment of
Nelson Tsuji as Chief of the Fire Department for the
County of Hawaii. Mr. Tsuji has extensive experience
with the Fire Department and has served as Fire Chief
for the past four years.
Comm. 102: APPOINTMENT OF RICHARD WURDEMAN AS CORPORATION COUNSEL
FOR THE COUNTY OF HAWAII
From Mayor Stephen K. Yamashiro, dated January 14,
1997, submitting for confirmation the appointment of
Richard Wurdeman as Corporation Counsel for the County
of Hawaii. Mr. Wurdeman is a licensed attorney who has
served as Corporation Counsel for the past four years.

Comm. 87: AMENDMENT TO THE CAPITAL BUDGET TO INCLUDE THE PAUKA'A
(Bill 31) COMMUNITY COLLECTOR SEWER ($2,500,000) AND THE WAIAKEA
(Bill 32) HOUSELOT COLLECTOR SEWER, PHASE II ($6,900,000)
PROJECTS; AND AN ORDINANCE BILL AUTHORIZING THE
ISSUANCE OF $9,400,000 GENERAL OBLIGATION BONDS
FOR THE PROJECTS

January 8, 1997, transmitting the above bills.
Bill 32 would authorize issuance of the general
obligation bonds for the purpose of securing the
payment of a loan by the State Revolving Fund (SRF).
