OF ALL SECTIONS AND PARTS OF SECTIONS OF ORDINANCE OF T]iE COUNTY

REGISTP,ATION
Section 1. It shall be unlawful fox' any person, persons,
firm or corporation to carry on or conduct the business of a
plumber or do any pl~.~mbing work in the County of Hawaii without.
fi_r.st being registered at the office of the Huilding In spec-tor.
and issued a license to do plumbing work in the County of Hawaii.
No person shall be regi stex-ed unless he sY~all have received and
filed v:~ith the I?uildi-nr Inspector a Certificate of Competency
as a Piaster Plumber or, Jonrney~an Plumber from the Board of
Plumbing Examiners of tl.e County of l:a~eaii; and no firm cr_
conk>orat ion shall be rcgist.ere and issued a license unless a
member of the firm or employee of thc~~ corporation shall be
qualified to be registered. Po plumbing work shall be done in
the Warne of a registered plumber except by ox~ under the direct.
supervision of a per<~.or; r7,aalified to be registered.
The Building In specter shall issue a registration card signed
by I:im to every person, firm cr corporation so registered., vahich
card shall contain the Warne and address of the registrant and
shall state that tine persr>n, fixri or corporation therein named is
duly q~_aalified as a registered plumber, Any person, firm ox'
corporation so registered shall be deemed to be registered plumber
,ro~ithi^ the requirement~~ of this Ordinance.
I}OFv'tD Or EXAr'iINERS
Section 2. Appointment. of iviembers. The Chairman, with the
approval of the Poaxd of Supervisors, shall appoint a board of
Plumbing Examiners, to be known as the "Boar.d of Plumbing
Examiners of the County of Hawaii". Said Board shall consist of
the Building Inspector who sna11 be an ex-officio member of said
uoard and the Plumbing Inspector who shall be an ex-officio
member and secretary of said board, and three licensed Pv1aster
Plumbers who shall have ai least eight. years experience in tr:eir
respective trades. A quorum shall consist: of two members and the
Secx etary of said kiaard.
TY,e ooard of Plumbing Examiners shall hold two regular
meetings every yeax•, one dux:ing the first half of the ye ax and
the other during the last ~ralf of the year, and special meetings
at other times at the call of the Chairman of said board upon the
wr_tten request of any tm~c members. Durina the regular meetings,
the said Board may adopt such rules and x:•egulations as may be
necessary to carry oui the `ntent ar.d purposes of Section 2; it

Section 5. The Building Inspector of the County of Hawaii
shall issue to any person oT persons, firm o~' corporation, tvt;o
has regi-stered and acquired such Certificate of Competency,
license to do Plumbina ~A'o~k in the County of Hawaii..
i~o pe~~son shall do any plumbinc r~dork, without fiY~st paying
the license fee and receiving a license as i^ this Ordinance
provided. The amount. of said fee shall be fo?~ I:~[aster Plumbers
51.00 peg annum, ann fc~' Journeymen Plumbers 51.00 pe*~ annum.

quarter of the ye?er when the license request is made. Any
pe~:son who shal]. crock as a master and Jotn~neyman Plumbex small

licenses shall. expire nn i:he 31st day of December, of each year,
Plumberis helpers and apprentices may work without a license,
and steal] work with and may help a regularly qualified and
licensed Journeyman Plumber under the immediate instruction and
direction of such licensed Jci.n Heyman Plumber,
I`Jo license shall be -ssue~ pur.-suant to this Ordinance to
any person who is not a registered plumber, as defined in this
O~~dinance.

Section e. Every PAaster P]-umber must have a permanent place
of business before registering as a plumber or transacting or
doing any plumbing business. J~'hen a registered plumber or the
membe~~ of a firm who has passed the required examination reties
from bust-Hess ox• dissolveo copartnership, they shall forfeit
their license and no other license shall be granted said firm
until one of the remaining members of the firm shall have passed
an examination before the lioard of Plumbing Examiners as provided
in this Ordinance.
Every B;aster Plumber, employed by any firm oz~ coY'poration,
or doing i~usiness in his ocm name, shall only sign permit
applications fog: work done by the firm o~~ coxporation which he
is employed, and if doing business in his ovan name, shall only
sign permit appli-c ati.ons for vao~•k actually done in his own name.
It shall be unlawful for any Drtaster Plwnber to sign permit
applications for any ott~eT firm or corpo,aticn other than the
firm o~ corpoT•ati.on fog' which he i.5 employed, and if doing
business in his own name, for any other person, firm o*' co~'poTa-
tion actually doing the t~.~ork,

SEN'E°S AND APPLICATION FUB CONNECTIONS TO BE FILED
Section 7, It sha71 be unlawful for any person o?' persons,
firm or co7'po~ation to do any plumbing wwo*'k of any description in
any building or upon any propeT:ty ox' to do any sevaer work in the
County of Hawaii, except. in case of stoppage in pipes ox repair
of leaks in drains, vent pipes, v%aste pipes, faucets, valves
and water: supply pipes, without first having filed with the
Euilding Inspector, plans and specifications which shall clearly
sho~ni and indicate the entire >ru>rk to be done, the number, and
character of all fixtures, the size and locations of all drains,
waste, soil and vent pipes, traps and cleanouts, and whether

connection i.s to be made v.•i.th the sanitary server or with a
cesspool and without having obtained a Plumbing Permit from tY~~e
iuilding Inspector of the County of iiawaii.
It shall be unlawful for any pez•son, firm or corporation
except employees of the County of I~awaii Sewer Department to
connect o~ to aid in, o~• to cause a connection to he made, or
to make use of the public server system of the County of Havraii,
An application shall be okaained f?om the Buildiny Inspector
requesting the Sever Department to make such connection as ma;~ be
appT•o~~ed by the Funding Inspector and a deposit to cover -the
cos±s of such connections shall be made by the applicant before
the work may proceed.
Application shall be signed by the owner or' by his duly
authorized agent, upon a form to be furnished by the Building
Inspector and shall ansvoer truthfully all questions therein
contained.
Section 3, Permits for Plumbing Construction. Vdho may
obtain permits. No permit shall be issued to any person, firm
or corporation to do or cause to be done any construction or
work regulated by this chapter except to a master plumber v~~ho has
a cettificat.e of competency as provided in Sectio^ 6.
FEES FOR PEBti1IT
Section 9. ~~o permits shall be issued to any person or persons,
firm o~ ccx-poration for doing nlumbi.ng work in the County of 'Lavvaii
until the fees therefor have been paid to the Building Inspector
or his duly authorized agents according to the following schedule:
The fee for the installation of fixtures sFrall be: fifty (~S)
cents fo~~ each fixture and one dollar (~~1.U0) for the inspection
of each house sewer; p~~ovided that this section shall not apply
to the repair leak in drains, vent pipes, waste pipes, faucets,
valves o~' water supply pipes oT' to the removal of obstruction in
pipes.
FILING OF PLANS AND SPECIFICATICAJS
Section 10, l"then a pe.r-mi-~ is issued, the application signed
by the person o* persons, firm o7 corporation, together with the
plans and specifications, shall be filed with the Building
Inspector and shall thereafter remain in the custody of said
Inspector. When it is desirable to make changes in the plumbing
vaork from that shovrn on the plans and specifications, as filed,
the pe~scn of persons, fi-rm or coT~po~ation to vvhom the permit
has been issued shall give notice of such changes, and if such
changes are found to be in accordance with the previsions of
this Ordinance, such changes sha]-]. be allowed, and the additional
fee if any, collected before the changes may be made.
SEWER. CONNECTIOPv REC>2UI1?ED
Section 11. In the construction, reconstruction or alteration
of any building of any der;cription, in v.~hich plumbing fixtures
a~~e 'to be placed, all plumbing work shall be connected with a
public sewer, where such sewer is accessible, and where there is
no sewer accessible, v.~ith c suitable p~~oper.ly const~~ucted and

All buildings in which the plumbing has been done prioz' to
the, passage of this Ordinance, must confirm to this Ordinance
befoz'e being connected to the sewer, if in the discretion of the
building Inspector the plumbing is a menace to Plealth or life.
t10USE SEINER
Section 12. The tezm "Ne'.ase Sewer" as used in this Oz dinance
shall mean that part cf the drain between the "cleanout" at or
near the property lines, or a cesspool, and to five (5) feet
of the building connected or to be connec±ed ~~~ith the sewer o~~
cesspool or septic talk and its secondary disposal system.

diameter, and shall be of cast iron pipes or salt glazed vitrified
pipe, and shall be laid to a true grade, and at least one foot
unde~•rround, unless the zun is over solid rock or lava, in G^~hich
case the building Inspector may modify the depth at which the
sewex shall be placed. :,'hanger in directions shall be made by
"Y" branches and 1/6, 1/~, oz ~~-/lu bends. Salt glazed v.i~tri-fied
pipe v,~i11 not be allowed under or within five feet of any building.
If salt. glazed vitrified pipe is used in i,he construction of any
sewer, it shall. have a fall of at: ].east one-quarter of an inc~
to the foot, the joints shall be made of mortar, composed of
equal parts of Portland oz' other good standard cement and clean
screen sand, and said joints shall be covered witi~ cloth in
laying. F, disc entirely filling the house sewer pipe shall
be !cept in the pipe and drawn forward as each length is laid.
!;;'hen salt glazed vitrified pipe is used in tide ez' surface water,
the same shall be concreted entirely around the exterior of pipe
to a thickness of at least fouz~ (4) inches. ;','hen cast iron pipe
is used all joints shall be pac!<ed vrith picked oakum and run with
molten lead, be caulked, and shall have a fall of not less than
three-sixteenths of an inch to the foot. In the const~•uction of
any house sewer no intermediate section of salt glazed vitrified
pipe shall be used between sections of cast iron pipe. The free
flow of air shall not be obstructed in any house sewer ~nrhen connected
with any cesspool or' sevaer .
FIOIIJi `JRf^~IhIS
Section 13. The term "F!ouse Drain" as hez~ein used shall
mean that part of the drain under the fi_zst floor of the building
or structure and extending five feet outside of the vralls thereof.

pipe not less than four inches in diameter and shall have a fal.1

class. F,11 house drains shall be secrarely ironed to walls oz' in
chases, or laid in trenches of uniform grade, or suspended to
floor timbers or frames by strong iron hangers. In no case shall
do'_~ble hubs be allowed, and all 'nubs shall be laid opposite to

accessible places, shall be put in all house drains at the
foot of each vertical riser and at every change of direction
of the drain.
SOIL PIPES
Section 14. The term "soil pipe" as used in this Ordinance
shall mean the vertical pipe to which one or more water closets
or other fixtures are connected. All soil pipes shall be of
cast iron or galvanized wrought iron pipe not less than four (4)
inches in diameter, and if of cast iron, in buildings of over
three (3) stories shall be of extra heavy grade. Ail soil pipe
shall be continued unobstructed and undiminished in size to a
point not less than one (1) foot above the roof of the building.
All soil pipes shall be run on as straight aline as possible
and shall not terminate within ten (10) feet of any window or
opening. .If galvanized wrought iron pipe is used, all the
fittings must be recessed and the pipe reamed to full bo7~e.
IrI the construction of soil pipes, all cast iron pipes and
fittings shall be covered inside and outside with a coating of
asphaltum. Changes in direction of soil pipes shall be made by
"Y" branches, and 1/6, 1/8, or 1/16 bends; and in no case shall
double hubs be used, except for vent fittings where the
fittings axe to be inverted. Sanitary "T s" may be used in
vertical runs. Pipes made from sheet metal of any kind shall
not be used in the construction of soil or waste pipes. The
use of galvanized steel or wrought iron pipe for drains under-
ground is forbidden. The use of saddles or bands shall not be
permitted in any house drains, house sewers, soil pipes, or vent
pipes.
No four by two (4 x 2) or other heel outlet fittings shall be
allowed to act as a waste or. vent pipe through the heel opening,
except on vertical lines. The use of cer:,Fnt of any description
to repair splits or breaks in cast iron pipes or fittings shall
not be allowed.
Not more than the following number of water closets may be
connected on the various sizes of soil pipes designated below:
20 Water Closets on 4-inch soil or. branch pipe.
40 Water Closets on 5-inch soil or branch pipe.
60 Water Closets on 6-inch soil or branch pipe.
No soil or drain pipe shall be more than six (6) inches in
diameter, and when a greater number than sixty (60) water closets
are in one building, two (2) soil or drain pipes must be run to
the main sewer in the street, and shall be continued up to and
through the roof full size; and where vertical lines of soil pipes
extend to water closets in the third floor, the same must extend
full size through the roof.
WASTE PIPES
Section 15. The term "waste pipe" is herein used to mean any
pipe leading from any fixture to a soil pipe or house drain and
receiving the discharge from any fixture. All waste pipes except
as herein p7-ovided shall be of iron. Branch waste pipes may be
constz•ucted of lead or iron; PROVIDED, however,(t~~ t if lead is

used it shall be only as a branch to connect with an iron pipe
and shall not exceed three (3) feet in"length, The size of waste
pipe shall vary according to the fixtures L-hey are to serve, and

Sccticn l7. In every building pr structure ~/ahere there is
a taater closet, there shall be a± least one four (4) inch cast
iron vent pipe ~unniny frorl the house drain unobstructed and uu-
dimi.nished in size to a point not less than one (1) foot above

In all such places, the open end of any drain
leading to the see^,~er shall be covered with a metal
screen at least one-forarth of an inch in thickness and
sn secured in place that it cannot easily be removed.

ISSUANCE CF PERNIT5
Section 31. The Building Inspector shall issue to any
peT'son, pe~•sons, firms, or corpo7ation all necessary plumbing
permits on an approved form, collecting lherefm such fees as
provided by this Ordinance.
TESTING
Section 32. Before backfilling oT closing-in a hc,use-sewer,
house-drain, soil., waste and vent pipes, inside and outside of
buildings, the openings shall ce stopped and the entire system
filled with water to the top of the highest vent pipe. The
entire system shall be tested in the presence of the Building
In spec ter nr his deputy and shall be water' tight. Nn hou.=.e-dt'ain,
house-sewer, soil, waste, or vent pipe shall be covered or'
concealed in any manner until after it has been examined and
approved by the Puilding Inspector. After all fixtures are
connected and traps filled ~^.~it'r; water there snal..l be a final
inspection made by ti'~e 3uilding Inspector. In nn case st~~all the
Building Inspector accept nr~ appr-eve any installation of plun~.bing
until the same has been made perfectly tight and made to conform
ti^.~itt; this ,Ordinance.
It~iSPECTIGPJ AND CERTIFICr';TE
Section 33. It shall be the duty of the Building Inspector
or his assistant to inspect all plumbing workdnne in the County
of 1]awaii, and if after prnper~ final inspectiM of any p]-umbing
v.~ork the same is found to be pr'eT>erly done and perfectly
tight as required by this Ordinance, he shall issue to the proper
person, persons, firm or cnrpoxati-on, a Corti-ficate setting ±or-th
the fact that the work has been inspected and ttre same found to
have been done according to the requirements of this Crdinanc:e.
The building Inspector shall have the right and authority to
enter any building nr. go upo^ any pr~enuses anywhere in the
County of Hawaii where plumbing is being done, at. all reasonable
hours, to ascertain if the provisions of this Ordinance have been

DEFECTIVE WORK
Section 3A. If upon inspection, it shall appear, that the
work already completed or the material used therein does not in
all. respects conform to the p~ evi sions of this O~•dinance, the
Building Inspector shall. ^ctif~~- the person doing the work, an,d
also the person holding the pc~mit therefor, that said work. and
materials do ^ot conform to this O~~di.nance and shall by such
notice specify such changes in workmanship or material as wi-11
sake the same confor.r-, in all respects ±o .he provisions of this
Gr:dinance, then and in that event all further plumbing tivo~•k shall
be irnmcdiately stopped until the provisions of this Ordinance
shall have been fully complied with. If any registered Plumber
shall be tvaice convicted of violating this Ordinance by a refusal
to comply with the provisions of this section after being
notified of defective work. as ._n this section pT~ovided, he shall
upon a third r,ot.ification and refusal thereof, t.is plumbing license
shall be suspended for a perio~'. not exceeding one year.
;7ATER SUPPLY PIPES AND FITTINGS
Section 35. ri1_1. vrater supply pipes for a plumbing system
shall be galvanized v:moug}~t irun,.or steel, brass, copper or cast
iron, with brass, copper or galvanized cast iron or galvanized
malleable i~~on fittings,
No pipe fittings that hava been used for other purposes shall
be used for distributing water.
Section 36. F',elief valves. Wherever a check valve or
pressure reducing valve .is installed on the cold water supply
line between the street main and the hot water storage tank
and/or heater, there shall :;e installed on the hot water distri-
buting system a suitable presslrc relief valve and suitable means

shall be taken on the hot water system to prevent the heating and
storage of hot water heated to a higher te;7pe~~ature tha^ ooil:ing
point at atmospheric pressure (212 degrees F.).

Section 37. Water se7vice. The water pipe cf any bta.ildiny
shall be of sufficient size to pe~•mit a continuous ample flova of
water on all floors at a given time.
Section 33. ;Hater supply to fixtures. A portable water
supply distributing system shall not be connected to er with any
water-closet tank, flush valve, combination or ether faucet, or
any other plumbing fixture or receptacle for v,~aste or suplus
v/ate~ , w'r.ictr i s connected directly or indirectly v:~ith any see^ter,
soil or waste of a plumbing system except (1) by discharging
over a height not. less than 3 times the inside diameter of the
water inlet pipe oT six (ii) inches whichever is the lesser above
the level at v/hich the fixture would over-flow on the floor;
unless the supply pipe thereto k;e provided with a complete aiT•
break of the full area of the supply pipe and located. at .Least
six inches above the highest water containing part of tare
fixture, (2) provided that in lieu of a full area air inlet ttrere
may be a combination of check and air inlet so disposed and
arranged i.n location and size t}rat the air inlet shall be
sufficient tc supply full relief for any leakage that might
occur past a defectively sealed check sho_ald the washer or other
means of sealing be completely dest~-oyed. In any case aL wat.er

Section 39. If any additional inspection becomes ^ecesserry
by reason of any non-compl~arrce •.~ith the provisions of thS s
Ordinance, o~~ because the i°JOrk is not ready for inspection at the
time stipulated on the plumbinrr permit oi~ when the Building
Inspector shall have been notified that it would be ready, a charge
of three dollars (53.00) shall be made for each such additional
inspection. All fees for additional inspection shall be paid to
the Building Inspector or his duly authorized agents, who sha]l
issue a receipt the?~efor, and no additional inspection shall be
made until said fees are paid.

Section 40. Am,~ person, persons, firm or corporation violating
any of the provisions of t.`ris Crdi.nance, shall be deemed guilty
of a mi.sdemeano?~ and upon conviction thereof shall be fined in
a sum not exceeding Five tundred Dollars (5500.00) in the discretion
of the Court.
Section 41. All ordinances, sections and parts of sections of
Ordinances of the County of Havraii, in conflict herevaith, be and
the same is hereby repealed.
Section 42. SEPAP.i\~ILITY. If any section, sentence, clause
