(a) The terms "Electrica?. Eauiprnen~", "Electrical "'crk"
and all ot~ier electrical terms, wherever used in this C'rdinance
shall be defined k.y Pe£erence to the Nationa) Electrical Code
of the National Board of Fire irnderw~•iters, as provided in ~h; s
section.
(b) Electrical Equipment. The words "Electrical Equipment"
sha1.1 be held and construed to mean and include any wire, a. Hance,

(c) Electrical 7'ork. TLE v~~crds "Electrical ":'o_rks" shall

(d) Caintenance Z~!ork. The words "Maintenance 1^'ork" shall

(e) All other elect~~ical terms used herein shall be defined
and used as defined and used in the National Electric Code, pr
°egulations of the National Poard of Fire tlnder~~R•iters.
SECTION 2. Board of Electrical Examine~•s: Appointment,
tenure, pay and oath of the Board of Electrical Examiners,
(a) The Chaix-man, with the approval of the Hoard of
Supervisors, shall appoint a board of electrical examiners, tc
be known as the 3oard of Electrical Examiners of the County o£
Hawaii. The Eoard shall consist of three licensed supervisino
electricians who shall tie ~-esidents of the County of Fia~ncaii and
citizens of t:he United Sta-lee, and the head of the ;?urea;a c£

Inspector: of the County of iiawai shall be ex-officio member.

said hoard. The appointive members of the boas:d shall befo~•e
entexing upon their duties, take and subscribe an oath of office

1955, and file same in the office of the County Clerk. Appointive
members shall be appointed for a tex:rn coexistent with the tern:
of the Chairman. Such appointive members may be removed by the
Chai~~man with ±he appr.cval of the Board of Supervisors,
(b) It shall be the duty of the board of electrical
examinees to hold two regular meetings every year, one during the
first half cf the year and the other during ±he last half of the
year, and tc call such special reetings as is found necessary,
at such places as is designated kry said board, fo~~ conduc±ing
examinations, hearings o~ investigations as provided herein,
or for any other' purpose necessary in carrying out the provisions
of this chapter, and fcrthat purpose sa.i-d board if hereby
authorized and empovdered to call any such persons before it fcr
any exami-nations, hearings Or .investigation=_ as may be found
necess~?~y, and to subpoena witnesses to testify in any hearing
before it, and to admi-r,ister~ oaths in any proceedings before it,
(c) For each regular meeting, however long, and for each
adjourned meeting thereof, lasting for more than two hours, each

authority to provide for and stipulate the teems and conditions of,
and to give examinations for licenses as supervising electrician,
maintenance electrician and motion picture operator as provided
herein.
(b) Any person desiring tc take an e>:amination for a
supervising electrician°s license shall he not less than 21 years
of age, roust have Y~~ad ^ct less than four yearsr experience in
the installation, alter ati.on, repair and maintenance of electrical
equipment, ~sdires and apparatus, and rust have a maintenance
electricians 1i-cross.
(c) Any pexson desiring to take an examination for a
P.iaintenance Electr~ician~s License steal] be not less than 20
years of age, and shall have had not less than t~.vo years
experience in the installation, maintenance and repair of
electzical. equipment, ~~~ir•c;s and apparatus, or. an equivalent thereof
at a school of recognized standing.

form furnished by him at least ten (10~ days prior to the meetinc
of the said Eoard, said fee to be retained by the County of Hawaii.
(f) All persons so takin~3 the examination cr examinations,
as provided herein, shall be required to receive a grade of an
average of seventy per- cent (70;0) on sucY~~ examination to be
entitled to receive a license.
(g) Auy person desiring tc be examined for:- er to take out
a license as Supervising Electrician, Maintenance Electrician,
or Motion Picture Gperator at a time when the Board of Electrical
Examiners are not i^ session shall, upon satisfactory proof made
to the Electrical Inspector' and tv,~o memk;~ers of such 13oar:d, by
examinatio^ ox otherwise, on his fitness and qualifications, and
the payr:~ent of the fee required for the regular examination, be
entitled to a special per:rait to register as a Supervising
El.ectr i ci gin, T,laintenance El ectrcian or P~lotion Pi cture Cpe~-ator,
urail the next regular meeting of the board cf Electric a] Exai~~iners.
SEC1'IGP~ 5. Appeal. f? orri decision of i;oar d cf Electric ui
Examiners P.efusing to Grant License.
(a) Any applicant who has been refused a license after
having been duly examined by sold Poaxd of Electrical Examiners,
o* the holder of a license which has been revoked by said Boa*:d,
may appeal from an order requiring said 3oard to issue or re-issue
such license to said applicant to the Board of Supervisors.
e~n•itten statement: of the eiatter in controversy and the reasons
for- refusal cr revocation shay be made by the applicant and the
rioar~d of Electrical Exariners, either or both of vrhom .may be
called upon to testify by the hoard of Supervisors. The
finding of a majority cf the ~3oard of Supervisors shall be final
in the r-~atter~.
SECTICDJ 6. Renevaal of Li::enses
(a) All licenses as pro~iided for in this ordinance shall he
renewed on the 2nd d.ay of January of each year at the Department
of 3uildings, County of Y,avdaii, for which applicants shall pay a
reregistration fee of X1.00 to said Department of '3uildings.
(b) If more than thirty days shall elapse betvaeen the appli-
cation for renewal of license and the expiration of the last
1i-cease, except where in the discretion of tl;e Superintendent
of Buildings and extension of time i-= necessary, good cause
appearing therefor, such persons so seeking a renec~~al of such
license shall suLmit to a reexamination, and shall be required
to pay the examination fee provi-ded under' Secti-on 4 of this
ordinance.

Electrician the C~ui.lding In specter shall, upon receipt of proper:
notification, issue a new cer±`-ficate to countersign electrical
permit appli-cations as hex:ein ~r~~ovided, m;rthout cost, setting
forth the name cf the person, ~~irm or corporaticn fox: which t~:~e
Supervising Electrician is authorized to countersign el.ectr~ical
permit applicati-ons.
,ECTIO?6 ~, R.evocation of Licenses.
(a) If any licensed electxi-ciao refuses or neglects to
comply with the provisions of this or di-Hance +r~ithin a reasonable
time after having received written notice from the Puilding
Inspector of any violation of the National Electrical Code, acs
,efe-~red tc in SECTIO,: 12 herein, such license rnay, in the
discre'ion of the Euildinsl Inspector, be suspended, subject to
appeal to the Loard of Supervisors of the County of Hawaii.

(n) The license of a Supervising Electx ician nay be c~c}.ed
if, at any tune, tlse affidavit filed, as provided fry SLCTIQP~t ~, is
shown ~to be false or if the person licensed refuses or neglects
to comply with any of ±he provisions of this Ordinance. If
such license has been revoked, ^o rene~~~.~al of said license shall
be permitted for a period of six months thEreafter, except as
provided in SECTIC'Cd ~ of this Ordinance.
SECTION ~). Temporary Suspension of Permits.
(a) D`o permit shall be issued to any person ~,r~ho shall,
at any tune, have five cr mox`e permits under v,.~hich, for a
period o£ thirty (30) days or mere, corrections have not been
made or' completed so as to render the work in accordance with thi s
Ordinance. For the additional. work of inspection a fee of Five
Dollars (y`r.00) shall be attached and collected whenever five
uncor?ected installations shall have been pending fox: a period
of thirty (30) days, and no fl~rt.her permits shall be issued to

SL-CTIG;1 11. Inspection of Elect~~~ical GJor!<.
(a) The I3uildinq Inspector and his assistants are Y:ereky
empowered to inspect or reinspect all ~~.~i~:ing, appliances,
devices, and equipment corning within the scope of the Naticna7
Elect~~ical Code, as sc~t forth. i^ SECTIC~: 12 hereof. `Pihen any
of said wiring, appl-antes, devices or equipment a~~e found to
ue unsafe to life or property, the Luildi.ng Inspector e7• his
assistants, are hereb~~ authorized to disconnect such conductors
or apparatus from the source of supply. Fie sha11 thereupon
attach a notice which sha11 st~~te that such conducto~~s or
app» atus have peen disconnectc,d because of it bei-ng found
unsafe to life or prope~~~ty. Oaid notice shall state the cause
or causes of such disconnecting. It shall be unlav~iful for am;~

(a) The Building Inspector is hereby authorized and empowered
tc require such methods of construction, wiring, installations,
extensions, alterations, additions, repair or renewal of any
electrical plant, or the operation or use of said electrical
plant, as i-s necessary to conform to the most modern and best:
established practice governing such work on electrical plant,
or such operation o*~ use thereof, for which purpose the then
c~.xrrent e,aition cf the "C•:a'-ional Electrical Code" of the
PJationa~ !~oard of Tire L'nde~ vn:hers, and t;he "]ational Electric
Safety Cone sP~all be consi,iered as a standard.

SECTION 1 ~. Tir;~e of ~-nspection. Notifications.
(a) All roughiny-in, plurr'ibing, and other pipe or tube work
to be concealed, shall be in place before electrical wi~~ing is
inspected, and no such wiring shall he consi-Bored as complete
until such piping is in pl;cE.
(b) The Inspector chill be r;otified in vaiting k:y the
person pe*fo~~ming the ~:~~crk, first vd'nen roughing-in :s comp]-eted,
and ar,ain when the entire work is completed, in both cases within
forty-eight (43) hours after the completion o: said work. The
Inspecte~~, o~~ hi.s assistant, shall p~-oceed to inspect the same
within fo~'ty-eight (4~) ho~;rs, not including Sundays or holidays

wixing diagram indicating the number and capacity of all feeders
and sizes of conduits to cabinets, switchboards, load centers
and electrical devices of any kind used in the prosecution of
the work.
(b) A key to the symbols used shall accompany all plans.
Should mains, feeders, branches and distribution panel be shown
on the plans, it is desirable that they be designated by letters
or numbers.
SECTION 21. Permit Fees. Lighting Installations.
(a) For lighting outlets of 1,000 vaatt capacity or. less,
also switch and receptacle outlets on bxanch lighting circuits,
the following fees shall be collected.
For each outlet, switch or. receptacle s $ .10

any permits under the provisions of this section and Ordinance shall

SECTION 22. Permit Fees. Heating Installations.
(a) For heating outlets grouped on a branched circuit, the
fees indicated in this paragraph shall be collected. Other
heating appliance outlets shall pay fees based on the following
kilo watt capacity rates:

5ECTIOPJ 23. Permit fees. Power Installations.
(a) For each gener.atox, motor., primary or secondary
battery set or rectifier, including controlling and distributing
apparatus, the fee shall be in accordance with the following
table:

one time, a reduction of Twenty-five percent (25~) shall be
allowed from the fees in this section provided.
(c) For connecting only where power outlets have been
previously wired, inspected and passed, all motor and/or other
connected load including contr-ol equipment for same shall pay
a fee per. outlet of $.50.
(d) FoI~ each temporary motor installation, or when motors
and their control equipment axe xe-located in such a manner as
to require no change or alteration to the distribution center ox
service switch, then one-half of the fee provided in paragraph
(a) of this section shall be collected, provided however, that
where the motor. only is relocated, the maximum in that case shall
not exceed fifty cents per installation.
SECTION 24. Permit fees, Radio Installations.
(a) For each Radio Plug as prescribed in the National
Electrical Code, the fee for inspection shall be $.25.
(b) For receiving stations with outdoor antenna and/or
tr. ansmitting stations, the minimum fee for inspecting same
shall be $.25.
(c) For transmitting or broadcasting stations (including
also the receiving equipment in such station) the fee shall be
determined on the basis of the horsepower or kilowatt capacity
of the equipment installed, as provided by section 22 of this
Ordinance.
(d) Antenna and counter. poise conductors outside the
buildings shall not cross over or under any wire carrying 100
volts or more.
(e) In all cases not provided by paragraphs a, b, c an'd
d, of this section, the National Electrical Code shall govern and
the Electrical Inspector shall have the power and authority to
enforce all rules and regulations prescribed by the National
Electrical Code and National Board of Fire Under.wr.iter.s.
SECTION 25. Electrical Inspector.
The Electrical Inspector or his assistant of the County of
Hawaii shall be a Licensed Supervising Electrician of the County
of Hawaii or political sub-division, and shall have had not less
than eight (8 years of practical experience together with such
other qualifications as may be prescribed by the Board of Supervisors
of the County of Hawaii.
It shall be unlawful for the Electrical Inspector ox~ his
assistant to own or have shares in any Electrical Wiring
Business.
SECTION 26. The word "Person" shall include:
(a) The word "Person" as used herein, except when used with
reference to the applicant fox licenses herein, shall be deemed
to mean and include any individual, firm, corporation, co-partnership,

SECTION 27. Penalty.
Any person, firm or corporation violating, or failing to
comply with any of the provisions of this Ordinance, shall upon
conviction thereto be punished by a fine not exceeding Five
Hundred Dollars ($500.00) in the discretion of the court.
SECTION 28, All sections and parts of sections of Ordinances
of the County of Hawaii in conflict with the provisions of this
Ordinance be and the same are hereby xepealed.
SECTION 29. This ordinance shall take effect upon its
approval.
