so derived to be for the use of the sanitary sewerage system as
hereinafter provided.
SECTION 3. SCHEDULE (1F &~iTES. Ttie tenant and/or. owner
of each lot, parcel of lapel, building, d~,~~elling unit or premises
shall he responsible and liable severally and jointly for the
payment of the sewer service charge based upon the fol.lowinq
schedule or rate:
(a) Monthly charge fnr private dwellinrr units shall be
computed on the r:asis of tLe number of fixtures and shall be
the sum total of the rrontbJy charc-es for fixtures as listed
below provided, however, ihe- minimum ch<~rge shall be not leas
than 1,00 per month per d~rellirn7 unit.

(h) In lieu of the rates specified in e, f, and g above,
the Chief F,ngineer may establish a flat rate for sewer service
based upon the average monthly di-scharge into the sewerage

system during the six month oeri.od pr.ecedinq the effective
date of a~i-d sewer service charge. This flat rate shall be
reviewed annually.
(i) In e, f, q, and. h above, the determination of the
volume and amount of waste shall be based upon a reasonable
percentage of the volume and amowit of tine water actually
consumed and drawn through the water consumption meters of
the Board of Water ~;lapply of the County of Hawaii. In making
this determination, the Chief Engineer shall take into
consideration, but shall not limit himself to, the type of in-
dustry, business or process used by said in dus+ry or business.
The decision or the Chief Engineer sha]-1. be final in all cases.
SECTION ~. CHARGfiS rOR FIRST AND LAST MONTHS. For any
lot, building, dwelling unit or premises for which connection
is made with the sanity nr sewerage systems and which begins to
discharge sewage, any industrial waste, water or other liquid
into one of the ,anitary sewerage systems, either directly or
indirectly after this ordnance becomes effective, a sewer
service charge sha]1 be m-ado pursuant to this ordi-nance starting
from the first day of the month following the date of said
connection.
Where it is r.roposed to discontinue any connection to the
sewer from any lot, parcel of land, building or premises upon
a written notice being given to the Bureau. of Sewers by the
o*aner or tenant of such lot, parcel of ]..and, building or premises,
the Bureau of Sewers will. disconnect such lateral sewer, and the
sewer charges for the month within which such discontinuance of
sewer service takes place shall be for the full month based on
the regular monthly charge to such lot, parcel. of land, building,
dwel.lina unit or premises.
SECTION 5. PA1'I~"ENT (~F CH[1hGES. The sewer service oharge
levied and assessed by th?s ordinance shall be savable in four
(4) a?uarterly installment:: in each ye=ar, provided that the
amount of the sewer service charge payable for any lot, parcel.
of Land, building, dwelling unit or premises at the first pay-
ment period after thi,^ ordinance becomes effective shall be
determined on the basis of the monthly charge herein est3hlished,
(1) beginning the first of the month next after this ordinance
becomes effective in th~a case where connections with the sanitary
sewerage system were made prior to the adoption of this ordinance
and (2) beginning with the first of the month next fol]owing the
month a new connection with the sanitary sewerage system is made,
except that in ±hoae case:, in whicl~i the metered or measured
charge v=i 7.1 exceed the minimum charge, the metered or mea,nrec?

SECTIt~~N 6. COLLECTION. The sewer service oharae levied
and assessed p>>rsuant to this ordinance shall he collectec? by
the Bureau of Sewers. The Board of Supervisors of the County
shall. prescribe and the Ctief Engineer, Department of Pu}'~lic
Works, sha7.1 enforce such by-laws and regulations as may he
deemed necessary ~nr the regulating, collecting, rebating and
refunding of the so.,*er service charges provided for in this
ordinance.
s?:CTIiiN 7. SF';ti'ER FITND RNll USF. THEREOF. The funds roceived_
from the r„nllection of the sewer service eharrres authori^.ed ~~~
thi nr~inance ^hatl he deposited daily oaith the Treasurer of
th~~ County of Hawaii, and shall he accounted for and he kno,~rn
as the "County Viewer Fund." When appropriated by the Board of

Supervisors nf_ the County of Hawaii, said fund or portion
thereof shall. he available forthe payment of the cost of the
management, maintenance, operation, repair, and replacement cf
the sanitary sewerage system. Tn the event that any balance
remains upon the payment of the cost of the management, main-
tenance, over-,tinn, repair and/or replacement of the sanitary
sewerar~e s~>stem, such. balance shall he used for the payment
of interest nn andjnr principal of any existing bonded
indebtedness and/nr -ny handed indebtedness which may bP
incurred for the oonstru~~tinn of such sanitary sewera^e .-vstem.
SECT7~)Di g, Tiron the adoption of this ~rdinar,ce -and within
sixty (fi0) da~~° from the ~anactment of this ordinance, the owner
~~r tenant of each and every lot, parcel of Iand, buildinr,,
do,relling unit or premises, 1:avincr any sewer connection, either
directly or indirectly, ~~.<th the sanitary sewerage systems of
the County, shall fill rni± and file with the Aureau of Sewers,
a form rrovided by the County with such information as reguired
by ±hF~, Chief 'nnineer, Department of Fu}-,l;c Mork=, for t',e
rnrnoses ~f the adninistration and enforcement of this ordinance.
In any case where an owner or tenant seeks a sewer connec-
ti on, wither directly or indirectly, with the sanitary sewera~~e
systems of the County, he she].] fill out ar~d file with the
Flurean of Sewers, a fcrm provided by the County ~~~ith such infor-
