AN ORDINANCE PFfc)VIDING FOR THE CONTR(7L CF SLAUGHTERHOUSES AND

Section 1. Definition. As used in this ordinane-e fae
expression "meat f~~od products" shad consist of any art~i-cle
of food or any article intended for or capab]_e of being used as
human food which is derived or prerared, in whole or in sub-
st~.ntial and definite par±, from an}* portion of espy raft y=
sheep, swine, rrcat, horse, mu ]_e or donkey.
Sec±ion 2. npervi.sion.
(a) A11 animals slaucthtered for the puroose of sellino
the meat or meat food products thereof f-or human consumption
shall be slaucxhtered, inspected and stamped in an approval and
licensed slaughterhouse; provided, however, that in the event an
animal is so iniured that it cannot be moved to an approved ar.d
licensed slaughterhouse, =uch animal may be immediately slaugh-
tered and provided further that the carcass, to which the head
and all viscera other than the stomach, bladder and intestines
are held by the. natur=7 attachments, shall be retained for
irisnec'Lion.
(b) The carcasses and partsthereoP of all meat food
animals found to be sound, *.~rholesome, and fit for human consurnp-
tion shall be stamped, tagged, labeled and identified by author-
ized meat inspectors only as "County of Hawaii, Inspected and
Passed" or by other ar,prorriate stamr showing such carcass- or
parts have keen inspecte~' and passed by some other agency
authorized herein; pmvide~3, however, that the authori?ed meat
inspector's stamp, tact or label in the cases of horse, mu 1e, or
donkey carcasses, or carts thereof shall he identi~Fi_ed with the
following appropriate desirtnation: "horse meat", "donkey meat"
or "mule meat". Authorized meat .inspectors shall label, mark,.
st~~mn or tag as "Inspected and Condemned" all carcasses and
parts thereof of animals found to be unsound, unhealthful,
unraholesome, or cthen-rise unfit for human consumption, and all
carcasses and parts thereof, thus inspected and condemner shall
be de.~troved or other!~?i se disposed of at the direction of the
veterinarian or meat inspector in charge.
Section 3. Anr_ointment of Veterinarians and Inspectors
and thei r duties.
(a) The Chairman and F,xecutive Gfficer of the Count~,~ of
Hawaii., with the approval of the Roard of Supervisors of said
County, shall appoint one or more duly licensed veterinari-ans
who shall have had experience in meat inspection. If more than

them shall be designated as the head by the Roard of Supervisors
of the County of Hawaii.
(b) Meat inspectors, who are possessed of the nece,~sar~~
experience and qualifications, shall be appointed by the Chair-
man and Executive Officer of the County of Hawaii with the
approval of tY,e Board of ~ipPrvisors of said County.
(c) The veterinarians and meat inspectors and the
authorized. inspector of the Bureau of Animal Industry, iJnited
States Department of Acrricul±ure, shall keep an accurate record
pf all animals inspected; they shall forward conies of such
records to the Treasurer of the County of Hawaii; they shall
conduct ante mortem and post mortem examinations for the purpose
of ascertainincx an~r evidence of disease or other condition which
would render the animal unfit for ruman consumption and :;hall
generally carry out the purposes of this- ordinance.
(d) The duly authorized agents of the Roard of Health
shall also carry out the pn rnoses a,nd all provisions of this
ordinance pertaining to establishments manufaoturinq meat food
products and the sale thereof.

Section 5. Sanitation.
(a) The location and plans for altering old slaughter-
houses or huildinrrs or constructing new slaughterhouses shall
firstly be approve] in writing by a duly authorized agen± of the
Board of ??ealth and the veterinarians in charge of meat inspection.
(b) Establishments and premises on or in which any meat
or meat food product is prepared or handled shall be maintained
in a sanitary condition.
(c) There shall ho abundant light, both natural and
artificial, and sufficient ventilation for all zooms and com-
partments, to insure sanitary condition.
(d) There shall be an efficient drainage and plumbi.nq
system for the establ.ishme-nt and premises. All plumbing systems
sh+311 he nroper]y connected with approved sewage disposa'.. system.
(e) The water shall he ample, clean, and potable with
aderniate faci-]ides for its distribution in the plant.
(f) The floors, wal]s, ceilings, partitions, posts, doors
anti other parts of workrooms shall be of impervious material
and of such construction and finish as will make them susceptible
of being readily and thoroughly cleaned. The floors shall. be
kept watertight. The rooms and. compartments used for edible
products shall be separate and distinct from those used for
inedible products.

(q) The rooms and compartments in which any meat or meat
:Food product is prepared or handled shall be free from odors
from dressing and toilet rooms, catch basins, hide cellars,
casing rooms, inedible tank and fertilizer rooms, and stables.
(h) Every precaution shall be taken to keep establishments
free from flies, rats, mice and other vermin. So-called "rat
viruses" shall not be used in any part of the establishment or
the premises thereof.
(i) No animals or fowls except animals for slaughter
shall be permitted in slaughterhouses.
(j) Sanitary Facilities and accvnmmodations as prescribed
in Fubli.c Health Regulations, Board of Health, State of
Hawaii, Chapter 24, entitled "tAorking Places and Conditions",
shall. be furnished by every establishment.
(k) Properly Located facilities for cleansing, disi.nfectina
and steril.i.zinq utensils and hands of all persons handling meat
or meat food product shall be provided.
Section. 6. Texuirment.
(a) A11 slaughtering- establishments shall. be equipped
with ample cooling and refrigerating facilities when found to
be necessary by the veterinarian in charge.
(b) Equirment and utensils used for preparing, processinn
and otherwise handling any meat or meat. food products she+11 be
of such materials and construction as shall make them susceptible
of being readily and thoroughly cleaned and such as Drill :insure
strict cleanliness in the preparation and handling of all. mea±
and meat food products.
(c) Rooms, compartments, places, equipment, and. utensils
used for preparing, storing, or otherwise handling any meat or
meat food products and all other parts of the establishment shall.
be kept clean and sanitary.
(d) All slaughtering establishments shall furnish t-~bles,
benches and. other equipment of such design, material and construc-
tion as needed to facilitate efficient post mortem inspection.
Section 7. Operations
(a) Operations and procedures involving the preparation,
storing, or handling of any meat or meat food product shal_1 be
strictly in accord with clean and sanitary methods approved by
the veterinarian.
(b) The walls and ceilings of rooms and compartments under
refrigeration shall. be kept reasonably free from moisture.
(c) Aprons, frocks, and other clothing worn by persons
who handle any meat or meat food product shall be of material
that can be readily cleansed an c9 only c y an garments shall be
worn. Knife scabbards shall. be kept clean.
(d) Such practices as smoking, spitting on whetstones,

(e) The wanons or cars in which anv meat or meat food
products are transported shall. he kept in a clean and sani.tarv

(f) The outer premises of every establishment, emhracincr

Section 10. Fees. The fo1-lowing fees shall be charcreable
from the following persons:
~~) T}~.e fee of one dollar (961.00) shall };e charged for each
animal. inspected ~t slaur!hterhouses, as provided for in this
ordinance.
(h) Fees shall. be charged against all rersons, which
expression shal]. include individuals, partnership=~, corporations,
cooperatives and associations, to *.~rhom such inspection services
are rendered.
(c) 411 fees shall he paid to the Treasurer of the County
of Hawaii not later th,~n $ e ].0th day of each calendar month
fo1.1.oU~inq the month durinr. which inspection services have been
rendered.
Section 11. Nonpayment of fees. The chi-ef veterinarian
shall withhold and refuse inspection service:; upon nonpayment of
fees in accordance with the requirements contained in this section.
Section 12. >?ond for payment of fees. Any person, as
defined i.n paragraph (b) cf Section 10 hereinabove, shall, prior
to receiving any i.nsnection service, poet a bond in guarantee
payment o~f all charges Eor insre~tion services. Said pond
shall cover an amount equal to three times the monthly fee.
Secti-on 13. Separate fund. The fees collected under the
provisi-ons of this section shall be set aside as a special fund
and used exclusively for the oreration of the inspection 'service:.

Section 14. I2ernllations Posted. A cony of this ordinance
and al] rules nd -rernil.ations referred to herei-n shall be kept
Hosted in each sl_sughterhouse.
Section 15. Penalty. Any person violating ar?y provision
of this ordinance or env rule and regulation incorporated herein
by reference shall be guilty of a misdemeanor, and upon conviction
thereof shall he punished by a fine not to oxceed Five fl unfired
Dollars (~p500.0(1) for each and every offense.
