Comm. 6: DELINQUENT REAL PROPERTY TAX NOTICES From Brenda Luana Machado Lee, dated November 19, 1996, expressing her concerns regarding delinquent real property taa notices for several of her family's parcels. States that we are a Sovereign Government and plans a demonstration at the County Building to bring a stop to "the unrealistic outrage of taxes". Further, as a Sovereign entity, claims that the County occupies their lands (the County Building) but are not paying any taxes and wants an assessment performed on said lands and proof of payment. Comm. 85: AMENDMENT TO THE HAWAII COUNTY CODE 1983, RELATING (Bill 30) TO INFORMAL ADVISORY OPINIONS BY THE BOARD OF ETHICS From Board of Ethics Chair Aileen Lum, dated January 6, 1997, transmitting the above bill. Comm. 87: AMENDMENT TO THE CAPITAL BUDGET TO INCLUDE THE PAUKA'A (Bill 31) COMMUNITY COLLECTOR SEWER ($2,500,000) AND THE WAIAKEA (Bill 32) HOUSELOT COLLECTOR SEWER, PHASE II ($6,900,000) PROJECTS; AND AN ORDINANCE BILL AUTHORIZING THE ISSUANCE OF $9,400,000 GENERAL OBLIGATION BONDS FOR THE PROJECTS From Director of Finance Harry A. Bill 32 would authorize issuance of the general obligation bonds for the purpose of securing the payment of a loan by the State Revolving Fund (SRF). FC-2 Page 3 January 21, 1997 Comm. 88: AMENDMENT TO THE OPERATING BUDGET FOR POLICE DEPARTMENT (Bill 33) - $10,500; AND RESOLUTION TRANSFERRING $17,500 TO PURCHASE EQUIPMENT From Director of Finance Harry A. Takahashi, dated January 8, 1997, transmitting the above bill. The Police Department, through the Department of Transportation Motor Vehicle Safety Office, has been granted $30,500 to (1) purchase four laser speed measuring devices, (2) purchase an Accidental Investigation Measuring System with options (total station), and (3) send a representative from the Police Department to the Collision Accident Reduction Effort (CARE) Conference. The original appropriation was for $20,000. (Res. 23) Also enclosed is a resolution for the transfer of $17,500 to purchase the above equipment. Comm. 89: RESOLUTION AUTHORIZING THE APPROPRIATION AND USE OF (Res. 24) PRIOR YEAR FUNDS RESULTING FROM THE MODIFICATION OF A CONTRACT TO MODIFY THE PROGRAMMING FOR THE TRAFFIC SIGNAL SYSTEM FOR THE WAIPIO VALLEY ACCESS ROAD SAFETY TMPRAVEMENTS~ - $7 500 From Director of Finance Harry A. Comm. 90: AMENDMENT TO THE OPERATING BUDGET FOR POLICE DEPARTMENT (Bill 34) - $20,000 FOR DUI ROADBLOCKS AND ESTABLISHMENT OF A ONE-MAN DUI SQUAD From Director of Finance Harry A. Takahashi, dated January 9, 1997, transmitting the above bill. The Police Department, through the Department of Transportation Motor Vehicle Safety Office, has been granted $80,000 to provide 70 DUI roadblocks, as well as to establish a one-man DUI squad to enhance the current DUI enforcement program for the County. The original appropriation was for $60,000. Comm. 91: RESOLUTION AUTHORIZING THE APPROPRIATION AND USE OF (Res. 25) PRIOR YEAR FUNDS RESULTING FROM THE CANCELLATION OF A PURCHASE ORDER OR CONTRACT TO PURCHASE TWO FRONT END LOADERS FOR THE SOLID WASTE AND HIGHWAY MAINTENANCE nrvraTnNs - $57,824 77 From Director of Finance Harry A. Comm. 92: AMENDMENT TO THE CAPITAL BUDGET TO ADD THE KAMEHAMEHA (Bill 35) AVENUE SEWER REHAB ($7~9 784) PROJECT From Director of Finance Harry A. Takahashi, dated January 7, 1997, transmitting the above bill. This project, which had been delayed due to changes in technologies for the rehabilitation, has been ezpanded to include additional sewer lining, manhole abandonment, and sewer inspection equipment, as well as to provide sewer service for two bayfront restroom facilities. FC-2 Page 4 January 21, 1997 Comm. 94: RESOLUTION TO CREATE TWO TEMPORARY LEGISLATIVE (Res. 28) ACRTRTANT POSITIONS FOR A TERM TO END JUNE 30 1997 From Council Chair James Y. The legislative assistants will provide the Council with continuity in the Kona Water Improvement District and the Kalaoa Roadway Plan, and support during the County budget review and Legislative sessions. UNFINISHED BUSINESS: Comm. 1432: REQUEST FOR A CROSSING GUARD POSITION FOR DeSILVA ELEMENTARY SCHOOL From District Superintendent Patricia C. Bergin, Department of Education, dated October 10, 1996, requesting a crossing guard position for DeSilva Elementary School for the intersection of Kaumana Drive and Ainako Avenue in Hilo. Also transmits for information copy of a letter from Principal Karen Mitsuyoshi of DeSilva Elementary School, dated October 9, 1996, stating her concerns and need for a crossing guard. Comm. 35: From Police Chief Wayne G. Carvalho, dated December 11, 1996, recommending a School Crossing Guard position for Kaumana Drive/Ainako Avenue intersection. Transmits results of pedestrian traffic at the intersection for a two-week period. Comm. 35.01: From Finance Committee Chair Aaron S. Y. Chung, dated (Res. 26) January 9, 1997, transmitting a resolution creating a school crossing guard position at Ernest Bowen De Silva Elementary School. Comm. 1435: RFni?FST FOR A VIDEO PRODUCTION BOOTH From Dr. Keola G. A. Downing, representing Light Post Production Company, requesting for the construction of a Video Production Booth to be located at the back of the Council Chambers for storage of his production equipment between meetings.
