MAXEY From Mayor Stephen K. Yamashiro, dated December 10, 1996, submitting for confirmation the following reappointment to the Hawaii County Tax Board of Review (reappointment to this specific entity is permitted as described in the attached opinion): Mrs. Mahina T. Maxey, of Volcano and a life-time resident of Hawaii who, since 1985, has been an owner/manager of a bed and breakfast business. She is a Democrat. If confirmed, Mrs. Maxey will serve a term which will end on December 31, 2001. Comm. 29: APPOINTMENT TO THE POLICE COMMISSION - CLARENCE MILLS From Mayor Stephen K. Yamashiro, dated December 10, 1996, submitting for confirmation the following appointment to the Hawaii County Police Commission: Mr. Clarence Mills, of Kamuela and a life-time resident of Hawaii who, since 1966, has been with the State of Hawaii Department of Education and is currently the Deputy District Superintendent. He is a registered Democrat. If confirmed, Mr. Mills will replace Wray T. Straus, whose term will expire on December 31, 1996, and will serve a term which ends on December 31, 2001. Yamashiro, dated December 19, 1996, submitting for confirmation the following appointment to the Hawaii County Pension Board: Mrs. Mary R. Kim, of Puna and a 24-year resident of Hawaii who, since 1983, has been a self-employed realtor. She has no party affiliation. If confirmed, Mrs. Kim will replace Faustino D. Domingo, whose term will expire on December 31, 1996, and will serve a term which ends on December 31, 2001. FC-1 Page 3 January 7, 1997 Comm. 5: AMENDMENT TO THE CAPITAL BUDGET WHICH ADDS THE (Bill 1) KOMOHANA/PONAHAWAI TRAFFIC SIGNAL PROJECT From Finance Director Harry A. Takahashi, dated November 19, 1996, transmitting the above bill. States this project, which includes the installation of traffic signals, additional lanes, and concrete sidewalks at the Komohana/Ponahawai intersection, is 100$ federally funded ($2,015,000). Comm. 7: RESOLUTION AUTHORIZING THE ACQUISITION OF LAND FOR (Res. 8) THE IMPROVEMENT OF THE MAMALAHOA HIGHWAY, FROM KAMAMALU STREET TO LINDSEY ROAD, LOCATED AT WAIMEA, DISTRICT OF SOUTH KOHALA COUNTY AND STATE OF HAWAII From Deputy Corporation Counsel Gerald Takase, dated November 22, 1996, transmitting the above resolution. Comm. 23: AMENDMENT TO THE OPERATING BUDGET WHICH INCREASES (Bill 4) FUNDING TO EXTEND THE CONTRACT WITH HAWAII METALS RECYCLING FOR REMOVAL AND DISPOSAL OF JUNKED VEHICLES AND WASTE METAL From Finance Director Harry A. Takahashi, dated December 2, 1996, transmitting the above bill. Comm. 31: AMENDMENT TO THE CAPITAL BUDGET WHICH ADDS PROJECTS (Bill 7) From Finance Director Harry A. Takahashi, dated December 11, 1996, transmitting the above bill. States that a new soccer field is to be built on State lands in Waimea and the Higashihara Park appropriation will provide supplemental funding to complete the redevelopment of the playground. The amendment is as follows: PARKS & RECREATION Waimea Soccer Field $25,000 (110-599-5594.36-115) Higashihara Parks Playground 50,000 (110-599-5597.69-115) $75,000 Funds for these projects shall be provided from: General Obligation Bonds and/or $75,000 Other Sources FC-1 Page 4 January 7, 1997 Comm. 32: ORDINANCE BILL AMENDING THE OPERATING BUDGET BY (Bill 8) INCREASING REVENUES FOR SPECIAL DUTY FEES AND OPENING AN OVERTIME AND MISCELLANEOUS SALARIES AND WAGES ACCOUNT FOR THE PROGRAM From Finance Director Harry A. Takahashi, dated December 10, 1996, transmitting the above bill, which will increase revenues for the Special Duty Fees and will open an overtime and miscellaneous salaries and wages account for the said program. The workload for special duty has more than doubled, necessitating overtime work for the account clerk in keeping up with scheduling and timely invoicing. Comm. 36: ORDINANCE BILL APPROPRIATING $22,500 FOR A MOBILE VIDEO (Bill 9) RECORDERS GRANT; AND A RESOLUTION AUTHORIZING THE MAYOR (Res. 15) TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA FOR THE GRANT From Finance Director Harry A. Takahashi, dated December 5, 1996, transmitting the above bill and resolution which will enable the Police Department to purchase four mobile video recorders to videotape the criminal in the act of driving under the influence of intoxicating liquor. (Note: See Res. 15, Draft 2, below) Comm. 36.01: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER (Res. 15, INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, (Draft 2) PURSUANT TO HRS 46-7, FOR A HAWAII MOBILE VIDEO RECORDER GRANT From Police Chief Wayne G. Carvalho, dated December 20, 1996, transmitting the above resolution. Comm. 38: RESOLUTION APPROVING THE ESTABLISHMENT OF A SISTER-CITY (Res. 16) RELATIONSHIP BETWEEN THE COUNTY OF HAWAII AND IKAHO-MACHI JAPAN From Sister-City Protocol Officer R. B. Legaspi, dated December 16, 1996, transmitting the above resolution. At the request of Mayor Minoru Ishizaka of Ikaho-Machi and the Hawaii Island Japanese Community Association, they are endorsing and seeking the Council's approval in establishing a sister-city relationship with Ikaho-Machi, Japan. Submits documents in support of this proposal. Upon approval of the resolution, both attached draft agreements (English and Japanese) will be finalized and prepared for a formal signing agreement ceremony at the next appropriate occasion. A contingent of officials from Ikaho-Machi may be visiting the Big Island beginning January 19, 1997. FC-1 Page 5 January 7, 1997 Comm. 41: AMENDMENT TO THE OPERATING BUDGET WHICH APPROPRIATES (Bill 11) REVENUES ($216,000) FOR THE CONTINUATION OF THE GLASS RECYCLING PROGRAM From Finance Director Harry A. Takahashi, dated December 17, 1996, transmitting the above bill. Comm. 50: VIOLENCE AGAINST CHILDREN GRANT - POLICE DEPARTMENT (Bill 12) From Finance Director Harry A. Takahashi, dated December 16, 1996, transmitting a bill appropriating $35,250 for a Violence Against Children grant which will enable the Police Department to: 1. Improve the quality of its investigations into extrafamilial and intrafamilial sexual and physical abuse of children; 2. Provide training to investigators and Hospital Emergency Room Registered Nursing staff in the areas of sexual and physical abuse; 3. Have investigators available to respond to child physical and sexual abuse calls; and 4. Improve investigative support system by implementing technical and procedural changes within the department. (Res. 17) Also enclosed is a resolution authorizing the Mayor to enter into an agreement with the United States of America for this grant. Comm. 52: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE COMMITTEE MEETING - DECEMBER 11, 1996 From Al Smith, Secretary-Treasurer, HSAC, dated December 24, 1996, transmitting highlights of the HSAC's Executive Committee Meeting of December 11, 1996. Comm. 54: TRANSFER OF $10.000 - COUNTY CLERK'S OFFICE (Res. 19) From Council Chair James Y. Arakaki, dated December 26, 1996, transmitting a resolution to transfer $10,000 from Clerk-Council Service - OCE Miscellaneous Contractual Service to Clerk-Council Service - S&W Overtime S&W. FC-1 Page 6 January 7, 1997 Comm. 56: ORDINANCE BILL APPROPRIATING $146,698 FOR (Bill 13) COMBAT DOMESTIC VIOLENCE (COPS) FEDERAL GRANT From Finance Director Harry A. Takahashi, dated December 26, 1996, submitting the above bill. Funds are designed to reduce domestic violence incidents within the County by providing community and agency support services to the victims of domestic violence. Comm. 57: REOUEST TO CREATE AD HOC COMMITTEE ON THE COUNCIL RULES From Councilmember John Santangelo, dated December 26, 1996, requesting that the Council Rules be considered in an Ad Hoc Committee, as discussed at the December 18, 1996 Council meeting. UNFINISHED BUSINESS: Comm. 1433: FUNDING REQUEST FOR ALL OR PART OF THE COST FOR MATERIALS FOR THE EXPANSION OF THE HAWAII JOB SKILLS ArADEMY (HJSA) FACILITIES LOCATED AT WAIAKEA UKA GYM From Finance Chairman Elroy T. L. Osorio, dated October 10, 1996, transmitting for consideration a request that Council provide funding, out of discretionary funds, for all or part of the cost for materials for the expansion of the Hawaii Job Skills Academy. An extension, estimated to cost approximately $17,000 for materials, to the mauka side of Waiakea Uka Gym, where the program is conducted, will allow the program to increase and improve its much needed services to both Hilo high schools. States he had the opportunity to visit HJSA and has included the HJSA Handbook and Concept Paper which outlines a plan to expand the facility through a joint effort of the Academy, community groups, and the County. Further states that "HJSA is a part of the State of Hawaii, Department of Education Comprehensive School Alienation Program" and "provides an off-campus educational alternative for students from both Hilo and Waiakea High schools who have chosen not to attend conventional classes. The majority of students entering HJSA have had unsuccessful experiences on the main campus and enter with a negative attitude toward all or part of the educational system."
