AN ORDINANCE PRESCRIBING A STAIIDAP.D OF CONDUCT' FOR COUNTY
PERSONNEL AND PROVIDING FOR ITS ADIVfINISTRATION.

SEC'iIOId 1. Policy Declaration. Democratic government,
predicated on the consent of the governed, i.s endangered when
public confidence in a public servant's official conduct
becomes susceptible to doubt, Public office is not an
opportunity for private gain but For public service, It
requires public officials and employees to be independent,
impartial and responsible to the i~eople. The purpose of a
Code of Ethics is to estak~_1_ish guidelines f-or public servants in
the nature of prover ethical conduct, to set= a more enact standard
by which an official may gauge his official conduct, to protect
innocent persons in questions of ethical conduct, and to ensure
public confidence in the efficiency, integrity, and. impartiality
of those in public service.
SECTIOII 2. Apnlica}~ility. This ordinance applies to all
public servants of the County of Hawaii, including all County
employees, appointed personnel, elected officials, all members
of commissions, committees and boards, and all persons under
contract to the County.
SECTIOPI 3, Standard of Conduct.
A. Competency of Personnel. All public servants are
expected to acquire knowledge of their work and to use the time
allotted to their work in the discharge of their official duties.

S3, Use of Public Property. All public equipment and
property are to be treated as a public trust and are not to
be used for personal purposes without proper consent.
C, Use of Subordinate Personnel, tdo person in a
supervisory capacity shall engage i:n personal or business
relationships with his subordinates which might intimidate
said subordinates in the discharge of their official duties,
D, Treats!ment of Public, All relationships between
public servants in their official duties i~+ith the general
public are to be exercised in a courteous, fair, and impartial
manner,

engage in any private business or transaction or employment
which conflicts directly or indirectly with the proper discharge

F, Gifts and savors. No public servant may accept any
gift, favor, service, or loan with the understanding that the
same may influence him in the proper discharge of his official
duties.
G. especial Privileges. No public servant may use his
official position to secure for himself or others special
privileges.
H, llissemination of Information, P1o public servant may
use confidential information for personal gain or release such
information other than on duly constituted authority.

I, Fair and Equal Treatment
There shall be no
discrimination in any official relationships because of a
person's race, sex, religion or national origin.
J. Qbligation, All public servants are expected to
share the responsibility for maintaining high ethical standards
in the county government, and shall be protected in their
disclosure of information of corruption,
SECTION 4. Advisorv Committee on Ethical Standards.
A. There is hereby created an AllVISORY COMMITTEE ON
ETHICAL S'T'ANDARDS consisting of five (5) members representative
of community life who shall be appointed by the Chairman and
Executive Officer of the County of Hawaii with the approval of
the Board of Supervisors.
B, Oaf the five (5) members first appointed, three (3)
members shall be appointed fora period expiring December 31,
1964, and two (2) members shall be appointed for a period
expiring December 31, 1965, Each succeeding appointment shall
be for a term of two (2) years from the date of expiration of
the term for which the predecessor was appointed.
SECTION 5. Administration, 'i'bis Code shall be administered
by the Chairman and Executive Officer with the assistance of a
permanent Advisory Committee on Ethical Standards.
SECTIOP~I 6. Effective date. Thi;>EDrdinance shall take
effect upon its approval.
