ORDINANCE N0. 254
AN ORDINANCE CREATING COUNTY CIVIL DEFENSE AGENCY AND PRESCRIBING POWERS, DUTIES
AND FUNCTIONS.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF HAWAII:
SECTION 1. Policy and purposes: Because of the possibility of disasters or
emergencies of great destructiveness resulting from enemy attack, sabotage or other
hostile action, or from fire, flood, tidal wave, volcanic ~aruption, earthquake, or
other natural causes, and in order to insure that preparations of this County will
be adequate to deal with such disasters or emergencies, to make adequate provision
against shortages of food supplies and essential commodities, to maintain the
strength, resources and economic life of the community and provide for prompt and
effective action, to promote the national defense and civil defense in cooperation
with the State and Federal governments and to protect the public health, safety
and welfare, the provisions of this ordinance are hereby found and declared to be
necessary

SECTION 2. County Civil Defense Agency. There is hereby created a County
Civil Defense Agency which shall perform civil defense functions within the County
of Hawaii, and in addition shall conduct such functions outside the County as may
be required pursuant to the provisions of Chapter 359, Revised Laws of Hawaii
1955, as amended (Civil Defense Emergency Act). The head of the County Civil
Defense Agency shall be a deputy director who shall be appointed by ttie director
of the State Civil Defense Agency with the approval. of the Board of Supervisors of
the County of Hawaii and may be removed by the state director. A full-time civil
defense administrator shall. be the chief administrative assistant to the deputy
director and shall, in the absence of the deputy director or within ttie dele-
gated. scope of authority, have all the duties and responsibilities of the deputy
director. The deputy director shall appoint the civil defense administrator in
accordance with the merit system and his appointment shall be approved by the
state director.
SECTION 3• Duties of the deputy director. The deputy director shall have
direct responsibility for the organization, administration and operation of the
Civil. Defense Agency in the County. It shall be the duty of the deputy director

to coordinate the activities of all organizations 1'or civil defense within the
County, public or private, and shall maintain liaison with and cooperate t;o the
fullest extent with the state director to insure that the plans and programs of the
County with respect to relief' and general weli'are of the people in the event of a
disaster or emergency are fully integrated with the plans and programs of t;he
State and Federal governments. Such plans and programs shall be prepared by the
deputy director and transmitted to the Board of Supervisors for approval and shall
be reviewed by the deputy director and resubmitter_, to the Board of Supervisors
for approval before the 31st day of March of each year thereafter.
SECTION 4. Utilization of existing government services. All county depart-
ments, agencies and officers shall cooperate with and extend their services,
materials and facilities to the County Civil Defense Agency as may be requested by
the deputy director.
SECTION 5. Repeal. Ordinance No. 5, Revised Ordinances of the County of
Hawaii 1960, is hereby repealed.
SECTION 6. Effective Date. This Ordinance shall take effect upon its ap-
proval.
