AND PRESCRIBING ITS PC~~-dBRS, DUTIES AND FUPdCTIONS.
BE IT ORIJAINED BY THE BGARD OF SUPERVISORS OF THE COUNTY Oi'

SEC'PIGN 1. Creation of County Traffic Commission.
There- is hereby created a County 'fraffic Commission which
shall consist of seven (7) members, with one representative
each from the Police Department, llivision of State Highway%cs,
and the County Public ':orks Department as non-voting advisory
members, The seven (7) voting members shall be appointed by
the Chairman and Lxe.cutive Officer of the Board ti~ith the
approval of the Hoard of Supervisors and shall hold office
for three (j) years or until their successors are appointed
and qualified; provideu that of the members originally appointed
hereunder two (2) members shall be appointed for a term ex}siring
January 1, 1966, three (j) members for a term expiring Januar~r 1,
1967, and two (2) members for a term exLiring January 1, l?6~;
thereafter every appointment shall. be made for a term of three,
(j) years commencing from the date of the expiration of thr last
preceding term, ~;ny vacancy shall be filled by appointment
for the remainder of the unexpired term.
SECTIGN 2. Grganization; employees; expenses. The Chairman
and :xecutive Officer of the ?bard of Supervisors shall nar.ie one
of the members to act as chairman of the :;orrunission. The
Department of Public ~,urKS shall provide the personnel required
to conduct the affairs of the Commission. The Commission may
incur expenses as may be necessary and proper for which
appropriations have been mane by the Board of supervisors.

SECTION 3• Quorum; meeting; rules. The majority o:f
members of the Commission shall constitute a quorum for the
transaction of business and for the exercise of the powers
and authority conferred upon the :,'ommission. The Commission
shalt hold at least one meeting in each month and shall adopt
rules for the transaction of business consistent with the
laws of the State of Hawaii and the ordinances of the Cowity
of Hawaii.
SEC"1'IOh )~. General powers and duties, It shall be ~rhe
duty of the Commissirnl, and t~~ this end it shall. have the
authority within the limit:c of the funds at its disposal, to
coordinate traffic activi.ti.es, to carr~,r on educational
activities, to prepare and publish traffic sports, to receive
complaints having to do with traffic matters, and to recorunend
to the Board of Supervisors and other County officials wa~,~s
and means of improving traffic, as well. as the administration
and enforcement of tra:'fic re,gulatione..
The Commission shall make sconnnendatinm to the Board of
Supervi:;ors for its approval and adoption ordinances or
resolutiora covering the following;
a. Deterr.~ining and designating the type of all
official traffic control devices as defined;
n. Creating, defining, re-defining, eliminatinn
or changing all safety zones, quiet zones, play sts ets,
traffic lanes, crosswalks, loadinc zones, no-pari:ing
zones, time-limit ;:.rking zones, bus stores, narlting alas,
sC.op intersections, and designating the type of markings
to be placed and maintained for i:he indentification oi'
such zones or area;
c, Determining those intersections at which
drivers of vehicles shall nct make a right, left or
°U" turn, and designating the place at which proper
signs at such intersections shall be erected,
d, Designating markers, buttons or signs to be
placed within or adjacent to intersections indicating
the course to be traveled by vehicles i;urning at such
intersections.
SECTION 5. Erection of signs and signals. A11 officials
traffic control devices ordered by the Board of Supervisors.
shall be placed, erected and maintained by the Depart*nent of
Fublic `:dorks.
SECTION 6, Submission of reports, Thee Commission shah ,
from time to time, and at least anr:ually, submit reports in
writing to the Board of Supervisors, giving information
pertaining to the regulation of traffic, efficient movement
of motor vehicle and pedestrian safety, and these repcrts
shall contain. such other suggestions and recommendations as
the County Traffic Commission feels should have immediate
attention,
SECTION 7. Change to County Traffic Commission, Am~~
ordinance of the County of Hawaii referring to the Planning
and Traffic Commission shall be deemed to refer tc the County
Traffic Commission when the subject matter relates to traffic
matters,
SECTION ~3. Effective Date. This Ordinance shalt tape
effect upon its approval,
