AN ORDINANCE PROVIDING FOR HAVJAII COUNTY'S PARTICIPATION IN
ECONOMIC DEVELOPMENT; CREATING THE DEPARTMENT OF ECONOMIC
DEVELOPMENT AND AN ECONOMIC DEVELOPMENT CONw1ITTEE; CONFERRING
POWERS AND PRESCRIBING DUTIES THEREOF.

COUNTY OF HA~NAII.
SECTION 1. Intent. the County government now renders
overlapping services in the area of government participation
in the economic development of Hawaii Count:,y. It is the
intent of this ordinance to consolidate and incorporate Che
duties of the Promoter of Activities and the .Administrator
of Economic Research and Development Commission, to further
provide for a wtrole new area of governmental activities
assumable under the economic Opportunity Act and to designate
specific areas of county participation so that there is greater
coordination and centralization of similar fi~ncti.ons for the
funds available.
SECTION ?. Department of Economic Development. There
is hereby created a Department of Economic Development of the
County of Hawaii. The department shall consist of the Director
of Economic Development., a Deputy Director of Economic
Deve]oprnent, an cconomi.c Development Committee; and such
other officers and employees as may be provided for by the
Board of Supervisors.
SECTION 3. Director and Deputy Director of Economic
Development. The Department of Economic Development shai.l
be in charge of a Director who shall be appointed and be
removed by the Chairman and Executive Officer of the Board

of Supervisors, with the approval of the Board of Supervisors.
The said llirector shall have such qualifications as the Board
of Supervisors may deem necessary and shall not be subject to
the civil service and compensation laws, and shall receive a
salary fixed by the Board of Supervisors. The said Director
shall have the power to appoint such cther employees as may be
necessary in accordance with the civil service and compensation
laws. He shall be vested with, perform and be subject to all
powers, duties and functions conferred or imposed upon the
department by this ordinance and such other powers, duties and
functions as shall be prescribed by the Board of Supervisors.
There shall also be a lle,puty Director of Economic
Development who shall be appointed and removed in the same way
as the Director of Economie Development and shall possess
similar qualifications. He shall be under the direction of
the Director, receiving such salary as may be provided for by
the Board of Supervisors in compliance with the prevailing
classification law. }Ie shall perform County functions dealing
with all activities assumable under the Economic Opportunity Act
as he may be directed. He shall aid the Director of Economic
Development in the performance of his duties anal shall be the
Acting Director during the temporary absence: or during a
vacancy in the office of the Director.
SECTION 4. Functions. The department, under the broad
framework of policies established by the Chairman and Executive
Officer of the County of llawaii and the Board of Supervisors,
shall:
A. Be in charge of encouraging the promotion of
agriculture and the development of business, corrunerce,

industry and tourism, so as to accelerate the economic
grn~~th potential of the County of Hawaii, 1n this
regard, the department may report and recommend for
implementation ;~.ny ideas ~r~herein the Countarts
participation may be an impetus to economic development,
It mau also recr,-runend to the 9oard of Supervisors public
services and improvements needed for 'the developrne,nt or
expansion of any of the above mentioned enterprises,
B, Gather and disseminate information of use to
prospective investors i.n the field of agriculture,
business, commerce, industry or tourism in this County
on an impartial basis. The department. may ar,tivel~,r sPe]{
prospective investors and also prepare a list of available
si.'tes in the County suitable for economic development,
C, ~onduct programs of study, education, planning,
promotion and research with the vie~~~ of expanding the
economic base of this County.
D. Be designated the official County Economic
development Organization to deal with matters pertaining
to the Area Redeveloprient Act, the Depressed Areas Act.
and any County fcnctions assumable rznd~zr the Economic.
Opportunity Act.
E. itiith tl~ie approval of the Board of Supervisors,
shall;
1, Prepare all reports necessary in order to
become eligible to participate in any rzlated
State or Federal assistance program,
2. Determine the priority of projects the Count;r
shall enter into pertaining to such assistance

3. Be the recipient of Federal, State, County
and priv-tte funds in initiating economic
development pro jects.
1}. Coordinate and assist in the raising of
private contributions and loans, in conjunction
with Federal and State grants and loans for the
purt~ose of initiating economic development
pro,iects,
5. Perform e11 necessary functions havino to do
w.it;~~ Fe deral~ State and County economic
development programs.
I-', Coordinate an:3 cooperate with ~zfforts of any
private organization, County, Suite or ~edere.l government
in the area of economic development.
G. Flan, pr~;,note and organize Cow~ty-wide aet.ivities,
subject to general direction on matters of policies and
objectives.
H, Perform any other related functions and duties
as may be directed by the Chairman of the Board o£ Su,^ervisors.
SECI'IUN 5, Economic Development Gommiti:ee. There shall. be
within the Departrient, of Economic Levelopment. a committee nerebv
designated as the Economic ]ievelo~pment Committee, which shall
sit in an advisory capacity to the Director or Deputy i~irectar
o£ Economic Development on natters within the ,jurisdiction of
the said lepart:ment. maid committee shall also be the recipient
of Funds appropriated by this ;;fate of Hawaii fvr neighbor island
economic development, and f~~r th.is pur~;,ose determine the manner
in which said appropriation be expended,
The conLnittze shall consist o£ five (j) members ti-aho sha11

but shall be entitled to receive reasonable traveling erp,_=nses

The majority of the members of the Committee shall

SECTION 6. ether Inconsistent Provisions. A11 .ordinances,

AN ORDINANCE PROVIDING FOR HAWAII COUNTY'S PARTICIPATION IN
ECONOMIC DEVELOPMENT; CREATING THE DEPARTMENT OF ECONOMIC
DEVELOPMENT AND AN ECONOMIC DEVELOPMENT COMMITTEE: CONFERi2ING
POWERS 7-~ND PRESCRIBIIQG DUTIES THEREOF.
This Bill incorporates the duties of the Promoter of
activities and the Administrator of Economic Research
and Development Commission by creating a Department of
Economic Development and an Economic Development Committee.
It prescribes the powers, duties and functions of said
Department and directs the Committee to sit in an advisory
capacity to the Director or Deputy Director.
