BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF HAUJAiIs SECTION 1, That certain plumbing code known. and designated as "UJestern Plumbing Officials Uniform Plumbing Code, 1964 Edition11 as copyrighted and published in 1964 by the Western Plumbing Officials Association, is hereby adopted by reference, subject to the amend- ments hereinafter set forth, and shall be known as the "Plumbing Code," and cited as such, and referred to herein as "this Code," and to provide for the examination and registration of persons engaged in the business of plumbing or laboring at the trade of plumbing, the issuance of permits and for the collection of fees; to create an administrative office and a board of plumbing examiners and prescribing their duties; to establish minimum regulations for the installation, alteration or repair of plumbing and drainage systems and the inspection thereof; defining certain terms; and providing penalties for the violation of the provisions thereof. SECTION 2. Amend Section 1.1 to read: "Sec, 1.1-- Administrative Authority "Whenever the term Administrative Authoritys is used in this Code, it shall be construed to mean the Chief Engineer of the County or 1:is authorized representative." SECTION 3. Amend Section 1.2 to read: "Sec, 1.2-- Assistants "bhenever the term tassistants~ is used in this Code, it shall be construed to mean the authorized representatives of the Administrative Authority." SECTION 4. Amend Section 1.3 to reads ,;-. "Sec. 1.3-- Department Having Jurisdicti~td. Na ---------+ ~~' yc. s. No. ~` J 1967 use. pPR _ G 19661AM 2 "Unless otherwise provided for by law, the Department of Public Works shall have jurisdiction over and administer all matters covered by this Code." SECTION 5. Amend Section 1.7 to read: "Sec. 1.7--Violations and Penalties "Any person, firm or corporation violating any of the provi- sions of this Code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed Five Hundred Dollars ($500,00), Each separate day or any portion thereof during which any violation of this Code occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punishable as herein provided. "The issuance or granting of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or an approval of, any violation of any of the provi- sions of this Code. No permit presuming to give authority to violate or cancel the provisions of this Code shall be valid, except insofar as the work or use which it authorizes is lawful. "The issuance or granting of a permit or approval of plans shall not prevent the Administrative Authority from thereafter requiring the correction of errors in said p:tans and specifications or from preventing construction operations being carried on there- under when in violation of this Code or of any other ordinance or from revoking any Certificate of Approval when issued in error. "Every permit issued by the Administrative Authority under the provisions of this Code shall expire by limitation and become null and void, if the work authorized by such permit is not commenced within sixty +60) days from thE: date of issuance of such permit, or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of sixty (60) days. Before such work may be recom- menced a new permit shall be first obtained t.o do so," SECTION 6. Amend Section 1.10(a) to read: "Sec. 1.10--To l^lhom Permits hiay Be Issued -2- "(a) No permit shall be issued to any person to do or cause to be done any plumbing or drainage work regulated by this Code, except to a person holding a valid unexpired and unrevoked Master Plumbers or Plumbing Contractors Certificate of Qualification or Registration as required by Section 2_.2 or to a public utility supplying gas to the public and licensed to distribute such gas in the county, for the installation of gas piping systems and other related appurtenances." SECTION 7. Amend Section 1.12_ to read: "Sec. 1.12--Cost of Permit "Every applicant for a permit to install, add to, alter, relocate or replace a plumbing or drainage system or part thereof, shall state in writing on the application form provided for that purpose, the character of work proposed to be done and the amount and kind in connection therewith, together with such information pertinent thereto as may be required. "Such applicant shall pay for each permit issued at the time of issuance, a fee in accordance with the following schedule, and at the rate provided for each classification shown therein. "Any person who shall commence any plumbing work for which a permit is required by this Code without first having obtained a permit therefor shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, provided, however, that this provision shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of the work. In all such oases a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, a double fee as herein provided shall be charged. "For the purpose of this section a sanitary plumbing outlet on or to which a plumbing fixture or appliance may be set or attached shall be construed to be a fixture. -2a- "When interceptor traps or house trailer site traps are installed at the same time as a building se~,der on any lot, no sewer permit shall be required for the connection of any such trap to an appropriate inlet fitting provided in the building sewer by the permittee constructing such sewer. "1<Jhen a permit has been obtained to connect an existing building or existing work to the public sewer or to connect to a new private disposal facility, backfilling of private sewage disposal facilities abandoned consequent to such connection is included in the building sewer permit." SECTION 8. Amend Section 1.13 to read: "Sec. 1.13--All l^lork to be Inspected "All plumbing and drainage systems shad be inspected by the Administrative Authority to insure compliance with all the requirements of this Code." SECTION 9. Amend the schedule of fees, appearing after Section 1.13, to read: "Schedule of Fees For issuing each permit ............................$ 1.00 In addition, for other than Government projects, fees for the installation of fixtures, etc., For each house sewer ... ... ... ~ ..... .. ... ~ 2.00 For each plumbing fixture or trap or set of fixtures on one trap ... . ... ....... 1.00 For retesting of existing plumbing and/or gas system in relocated building ............. 1.00 For repair or alteration of waste or vent piping ............. ......... ............. 1.00 -2b- For installation or alteration of water piping and/or water treating equipment .... .... 1.00 ... ... ......... ........ Amend Section 2.1 to read: "Sec. 2.1--Definition of Plumbers and Contractors "(a) A Master Plumber is a person who Yias had issued to him a valid Master Plumbers Certificate of Qualification pursuant to the provisions of this Code. "(b) A Journey Plumber is a person who has had issued to him a valid Journeyman Plumbers Certificate of Qualification pursuant to the provisions of this Code. "(c) A Plumbing Contractor is a person who possesses a valid Master Plumberts Certificate of Qualification and conducts, carries on or engages in the business of plumbing from a legitimate place of business or shop pursuant to the provisions of this Code. "(d) An Apprentice Plumber is a person who labors at the trade of plumbing as an employee under the direct supervision and in the immediate presence of a plumbing contractor or journeyman plumber." SECTION 11. Amend Section 2.2 to read; "Sec. 2.2--General Provisions "(a) It shall be unlawful for an erson or y p persons to labor at the trade of plumbing in the capacity of a master or journeyman plumber without first having had issued to him a valid Plumbers Certificate of Qualification or Registration by the Board of Plumber Examiners. -3- "(b) It shall be unlawful for any person, persons, firm or corporation to conduct, carry or engage in the business of plumbing, display or expose a sign having similar import for the purpose of implying the advertiser to be so engaged or act in the capacity of a plumbing contractor, without first having had issued a valid Master Plumbers Certii'icate of Qualification or Registration by the Board of Plumber Examiners and operate from a legitimate place of business or shop in an area or areas zoned for such purposes." SECTION 12. Amend Section 2.4 to read: "Sec. 2.4--Board of Plumber Examiners "The Board of Plumber Examiners shall be under the Depart- ment having jurisdiction provided for by law and unless other- wise provided for shall consist of five (5) licensed Master Plumbers who shall have had not less than six (6) years experience in their respective trades. They shall be residents of this County for not less than one (1) year and citizens of the United States. "Said Board shall be appointed by the Chairman and Executive Officer of this County and confirmed by the members of the Board of Supervisors. They shall serve for a term coterminous with the term of the Chairman and Executive Officer and any member may be removed from office sooner, for cause, by the Chairman and Executive Officer with the approval of the members of the Board of Supervisors. "The Administrative Authority and the Plumbing Inspector shall have a voice but no vote in the proceedings of the Board. The Administrative Authority shall provide a secretary for the Board. A quorum shall consist of three (3) members." SECTION 13. Amend Section 2.5 by adding at the end thereof subsections (e) and (f) to read: "(e) The Board of Examiners shall hold two (2) regular meetings every year, one (1) during the first half and the other -4- during the last half of the year, and special meetings at other times when necessary, at the call of the Chairman of said Board. They shall during said regular meetings and any adjourned meeting thereof, conduct regular written plumbing examinations for the purpose of de terming the competency and knowledge of plumbing and drainage work and Department of Health sanitary regulations, of persons whose applications have been approved. "(f) For each regular meeting however long and for each adjourned meeting and special meeting lasting more than two (2) hours, each member present other than ex-officio member, shall receive _ ONE AND NO/100 Dollars ($ 1.00 ) in compensation for each meeting." SECTION 11~. Amend Section 2.6 to read; "Sec. 2.6--Application Fee "Every person applying for a Plumbers Certificate of Qualification or Registration shall pay to the secretary of the Board of Plumber Examiners at the time he makes such application the following fees; (a) Application for Master Plumberts Certificate ......$10.00 (b) Application for Journeyman Plumbers Certificate .. 5.00." SECTION 15. Amend subsection (b) of Section 2.7 to read; "(b) Journeyman Plumbers Certificate of Qualification or Registration shall be issued to every person who has attained the age of twenty (20) years, has completed a plumbing apprenticeship training course conducted by any (registered) private or governmental agency and hae. had not less than three (3) full years actual field experience under the immediate supervision of a registered licensed plumber and is able to furnish satisfactory evidence of such fact, or an experience of not less than five (5) full years or its equivalent under the immediate supervision of a registered licensed plumber and is able to furnish satisfactory evidence of such fact, makes application, pays the required fee and successfully passes the -5- examination conducted by the Board of Plumber Examiners, "Master Plumbers Certificate of Qualification or Regis- tration shall be issued to every person h~ho has had issued to him a valid Journeyman Plumber+s Certificate of Qualification or Registration and has participated in said trade for not less than one (1) full year and furnish satisfactory evidence of such £act, makes application, pays the required fee' and successfully passes the examination conducted by the Board of Plumber Examiners." SECTION 16. Amend Section 2.8 to read; "Sec. 2.8--Re-Examinations "Any person who fails to pass the regular plumbing exami- nation conducted by the Board of Plumber Examiners shall not request for re-examination. Said person may make application and re-take the next regular plumbing examination, when advertised by the Board of Plumber Examiners." SECTION 17. Amend Section 2,) to read; "Sec. 2,~--Expiration of Certificates of Qualification or Registration "Every Certificate of Qualification or Registration shall remain in force and effect until its expiration date, unless sooner cancelled or revoked. "A11 Certificate of Qualification or Registration shall expire on the last day of each year." SECTION 18. Amend Section 2.10 to read: "Sec. 2.10--Fees for Renewal of Certificates of Qualification or Registration "All Certificate of Qualification or Registration, except certificates which have been cancelled or revoked, may be renewed from year to year prior to the expiration date upon request and payment of the required renee-aal fee as hereinafter provided: "(a) Journeyman Plumberts Certificate or Registration -6- shall be $1.00 and Master Plumbers Certificate of Registration shall be $2.00 if renewed within thirty (30) days of the expiration date. "(b) If such renewal be requested more than thirty (30) days but less than ninety (90) days after th.e expiration of such certificate, the renewal fee shall be doubled. "(c) No certificate may be renewed more than ninety (90) days after the expiration date of such certificate," SECTION 19. Amend the terms "building drain," "private sewage disposal system," and "seepage pit" defined in Chapter 1 and add to the list of terms in said Chapter 1 in their respective alphabetical sequence the definition of the terms "Department of Health," "health officer," "individual household aerobic treatment unit," and "private sewage disposal system." All said terms to read: "Building drain--The building drain is that part of the lowest piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer beginning five (5) feet outside the building wall." "Department of Health--State of Hawaii, Department of Health." "Health Officer--The Director of Health. or his authorized agent." "Individual household aerobic treatment unit--A water-tight /~ecr: fCr~le. ~~ which receives the discharge of domestic sewage and constructed so as to retain solids, digest organic matter thru a period of detension and aeration, and allows the aerated effluent to discharge outside the tank into a sub-surface disposal field or seepage pit." "Private sewage disposal system--A cesspool, septic tank or an individual household aerobic treatment unit with the effluent discharging into a sub-surface disposal field, into one or more seepage pits or into a combination of sub-surface disposal field and seepage pit, or of such other facilities as -7- may be permitted by the Health officer." "Seepage pit--A seepage pit is a lined excavation in the ground which receives the discharge from private disposal systems so designed as to permit the effluent from the septic tank to seep through its bottom and sides," SECTION 20, Delete paragraph (e) of Section 203. SECTION 21. Amend Section 317(e) to read: "(e) l~Jater service pipes or any underground water pipes shall not be run or laid in the same trench with non-metallic building sewer or drainage piping, except as provided in this section. The water service pipe may be placed in the same trench with such building drain and building sewer, provided both of the following conditions are met: "The bottom of the water service pipe, at all points, shall be at least eighteen (18) inches above the top of the sewer line. "The water service pipe shall be placed on a solid shelf excavated at one side of the common trench." SECTION 22. Amend Section )}O~j(1) to read: "(1) hJhen subsoil drainage systems are installed, they shall be discharged into an approved sump or receiving tank and shall be discharged in a manner satisfactory to the Administrative Authority of the Department of Health." SECTION 23. Amend Section 1008(b) (1) to read: °(1) The bottom of the water service pipe, at all points, shall be at least eighteen (18) inches above the top of the sewer line." SECTION 2l{. Amend Section 1103(a) to read: "(a) The building sewer, beginning five (5) feet from any building or structure, shall be of such materials as may be approved by the Administrative Authority undE>r the approval procedures set forth in Chapter 2 of this Code. SECTION 25. Amend Section 1106(c) to read: -8- "(c) No building sewer or other drainage piping or part thereof, which is constructed of materials other than those approved for use under or within a building, shall be installed under or within five (5) feet of any building or structure or part thereof, nor less than one (1) foot below the surface of the ground. The provisions of this subsection include structures such as porches and steps, whether covered or uncovered, breezeways, porte-cocheres roofed ~e~keceehs~as, car-ports, covered walks, covered driveways appurtenances and similar structures or e~~ee~eResees." SECTION 26. Amend Section 1107(a) to read: "(a) Cleanouts shall be placed in every building sewer at the junction with the soil pipe at the building and at intervals not to exceed fifty (50) feet in straight runs. The cleanout and fitting at the junction of the building drain and the sewer shall be of the same material as approved for the building drain." SECTION 27. Amend Section 1108-1 to read: "1. The bottom of the water piping at all points shall be at least eighteen (18) inches above the top of the sewer piping." SECTION 28. Amend Section 1110(a) to read: "(a) Except as provided in subsection (b) of this section, no building sewer or private sewage disposal system or parts thereof, shall be located in any lot other than the lot which is the site of the building or structure served by such sewer or private sewage disposal system; nor shall any building sewer or private sewage disposal system or part thereof be located at any point having less than the minimum distances as required by the Department of Health regulations." SECTION 29. Amend Section 1111(a) to read: "(a) ~rJhere permitted by Section 1101, the building sewer or private sewer may be connected to a private sewage disposal system complying with the provisions of this chapter and the standards of the Health Officer. The type of system shall be determined on the basis of location. soil porosity, and ground -9- water level and shall be designed to receive all sanitary sewage from the property. The system, except as otherwise provided, shall consist of a septic tank or an approved individual aerobic treatment unit with effluent discharging into a sub-surface disposal field, into one or more seepage pits or into a combination of sub-surface disposal field and seepage pits. Septic tank system may be used where lot size is at least 15,000 square feet in area and where sub-surface disposal fields can be constructed to meet the absorption area required." SECTION 30. Amend Section 1111(b) to read; "(b) UJhere conditions are such that th.e above system cannot be expected to function satisfactorily; for commercial, agricultural and industrial plumbing systems; for installations where appreciable amounts of industrial or indigestible waste are produced; for hotels, hospitals, office buildings, schools and other occupancies not listed in Table 11-3; for occupancies producing abnormal quantities of sewage or liquid waste; or when grease interceptors are required by other parts of this Code, the method of sewage treatment and disposal shall be first approved by the Health Officer. Special sewage disposal systems for minor, limited or temporary uses shall be first approved by the Health Officer." SECTION 31. Amend Section 1111(c) to read: "(c) Disposal systems shall be designed to utilize the most porous or absorptive portions of the soil formation. l•Jhere the ground water level extends to within twelve (12) feet or less of the ground surface or where the upper soil is porous and the underlying stratum is rock or impervious soil, a septic tank or an aerobic treatment unit and disposal field system shall be installed." SECTION 32. Amend Section 1111(8) to read: "(g) Nothing contained in this chapter shall be construed to prevent the Administrative Authority and Health Officer from -10- requiring compliance with higher requirements than those contained herein where such higher requirements are essential to maintain a safe and sanitary condition." SECTION 33. Amend Section 1113-2 to read: °2. The minimum effective absorption area in any seepage pit shall be calculated as the excavated side wall area below the inlet exclusive of any hardpan, rock, clay or other impervious formations. For septic tank effluent, seepage pit shall have a minimum diameter of six (6) feet and sidewall not less than ten (10) feet below the inlet or six (6) times the liquid capacity of the septic tank, whichever is greater. "The minimum required area of porous formation shall be provided in one or more seepage pits. No excavation shall extend to a depth where sewage may contaminate underground water stratum that is usable for domestic purposes. "Each seepage pit shall have a minimum side wall, not in- eluding the cover, of ten (10) feet below the inlet." SECTION 31+. Amend Section 1114(b) to read; "(b) In order to determine the absorption qualities of questionablesoils other than those listed in Table 11-~, the pro- posed site shall be subjected to percolation tests acceptable to the Administrative Authority and Health Officer." SECTION 35. Amend Section 1114ed) to read: "(d) No disposal field installation shall be permitted unless it can be clearly demonstrated to the satisfaction of the Administrative Authority and the Health Officer that the proposed installation will absorb a guantity of clear water in a twenty- four (24) hour period equal to at least six (6) times the liquid capacity of the septic tank." SECTION 36. Amend Section 1117(a) to read; "(a) The capacity of seepage pits shall be based on the quantity of liquid waste discharging thereinto, and on the character and porosity of the surrounding soil. -11- "Seepage pit receiving septic tank effluent shall. be at least six (6) feet in diameter and sidewall of not less than ten (10) feet below inlet, or six (6) times the liquid capacity of the septic tan}t, whichever is greai.er. Seepage pit receiving aerobic treatment unit effluent shall be not less than four (L~) feet in diameter and not less than teri (10) feet in depth or three (3) times the volume of the aeration compartment, whichever is greater." SECTION 37. Amend Section 1117(c) to read: "(c) Each seepage pit shall be circular in shape and shall have an excavated diameter of not lest; than four (){.) feet for aerobic treatment system and six (6) feet for septic tank system. Each such pit shall be lined with approved type whole new hard burned clay brick, concrete brick, concrete circular type cesspool blocks or other approved materials. Approval shall be obtained prior to construction for any pit having an excavated diameter greater than eight (8) feet. SECTION 38. Amend Sections 111~(a), (b) and (c) to read: "(a) A cesspool shall be considered oniy as a temporary expedient, pending the construction of a public sewer, as an overflow facility when installed in conjunction with an existing cesspool, or as a means of sewage disposal for limited, minor or temporary uses when first approved by the Administrative Authority and Health Officer. "(b) lJhere it is established that a public sewer system will be available in less than two (2) years and soil and ground water conditions are favorable to cesspool disposal, cesspools without septic tanks may be installed for single family dwellings or for other limited uses when first approved by the Administrative Authority and Health Officer. "(c) Each cesspool, when permitted, shall have a minimum diameter of six (6) feet and conform to the construction require- meets set forth in Section 1117 of this chapter and shall have a -12- minimum sidewall of fifteen (lj) feet below the inlet, provided however, that when a strata of gravel or equally pervious material of four ()F) f.'eet in thickness is found, the depth of such sidewall need not be more than ten (10) feet below the: inlet. The minimum volume of a cesspool shall equal twelve (12) times the average daily household. volume of five hundred (5U0) gallons." SECTION 39. Amend Sections 1119(b), (c) and (d) to read° "(b) Every cesspool, septic tank, aerobic treatment tank and seepage pit which has been abandoned or has been discontinued otherwise from further use or to which no waste or soil pipe from a plumbing fixture is connected, shall have the sewage removed therefrom and be completely filled with earth, sand, gravel, concrete or other approved material, "(c) The top cover or arch over the cesspool, septic tank, aerobic treatment tank or seepage pit, shall be removed before filling and the filling shall not extend above the top of the vertical portions of the sideti,~alls or above the level of any outlet pipe until inspection has been called and the cesspool, septic baba}s tank, aerobic treatment tank or seepage pit has been inspected. After such inspection, the cesspool, septic tank, aer- obictreatment tank or seepage pit shall be filled to the level of the tap of the ground. "(d) No person owning or controlling any cesspool, septic tank, aerobic treatment tank or seepage pit on the premises of such person or in that portion of any public street, alley or other public property abutting such premises, shall fail, refuse or neglect to comply with the provisions of this section or upon receipt of notice so to comply from the Department having jurisdiction." SECTION 1~0. Delete Table 11-1, appearing after Section 1119, in its entirety. SECTION Li.l. Delete Section 1207 in it.s entirety. SECTION L1.2. Amend Section 1211(f) to read: -13- "(f) Gas meters installed indoor shall not be installed in bedrooms, closets, bathrooms, under combustible stairways or in unventilated places nor closer than threE; (3) feet to sources of ignition, including furnaces and water hE;aters," SECTION 1}3. Amend Section 1212 to read: "Sec. 1212--I'~Iaterials for Gas Piping "(a) Pipe, R11 pipe used for the alterations, extension, installation or repair of any gas piping shall be standard weight wrought iron, steel, threaded copper or brass. "(b) Tubing, Seamless copper, brass or steel tubing may be used. Copper tubing shall be of the standard type K or L, or equivalent, having a nimimum wall thickness of 0,032 inch, u (c Pipe ,joints and Fittings, Pipe joints may be screwed, flanged, or welded and non-ferrous pipe may be brazed or soldered, with a material having g melting point in excess of 1000°F. Tubing joints shall either be made with approved flared fittings or be soldered or brazed with a material having a melting point in excess of 1000°F. Compression typE: tubing fittings shall not be used for this purpose. "Fittings (except stopcocks or valves) shall be malleable iron for steel or wrought iron pipe, and shall be copper or brass when used with copper or brass pipe or~ tubing. "(d) Valves. All valves and appurtenances used in connection with the above piping shall. be of the type designed and approved for use with the fuel gas, "(e) ,loint Compounds, ,]oint compounds (pipe dope) shall be applied sparingly and only to the male threads of the pipe joints. Such compounds shall be insoluble in the presence of the fuel gas." SECTION ~){. Amend Section 1213(d) to read• "(d) Ferrous gas piping installed underground in exterior locations shall be protected from corrosion by approved coatings or wrapping materials when the soil resistivity is less than -11~- 1+,500 ohm-cm and all such horizontal piping shall have at least eight (S) inches of earth cover or equivalent protection. Risers shall be wrapped to a point at least four (4) inches above grade." SECTION 45. Amend Section 1213 by adding a new subsection numbered (n) to read; "(n) Gas appliances shall be connected to the gas piping with rigid pipe, listed metal appliance connectors, approved flexible metal connectors or approved semi-rigid tubing in lengths up to six (6) feet (for heaters, see Sec. 1312 - Gas Connections). idhen an appliance connector or tubing is used, it shall connect to an outlet in the same room as the appliance. The connector or tubing shall not be installed inside walls or partitions unless protected against physical damage." SECTION 46. Amend Section 1214.(b) to read,; "(b) Where liquefied petroleum gas facilities serve more than one (1) customer through separate piping systems, each system shall be identified in a manner satisfactory to the Administrative Authority and the supplier, and all gas meter locations shall be approved by the supplier." SECTION 47. Amend Section 121~~(i) to read: "(i) Requirements for discharge from rE.>lief valves shall conform to state Fire prevention regulations," SECTION LaB. Amend Section 1217(a) to read: "(a) The following regulations as set forth in this section and Section 121a - Required Gas Piping Sizes shall be the standard for the installation of gas piping. All regulations and tables are based on the use of propane gas having a specific gravity of one and fifty-two hundredths (1.52), supplied at approximately eleven (11) inches water column pressure at the outlet of the meters," SECTION 1+9. Amend Section 1217(e) to read; "(e) The size of the supply pipe outlet. for any gas appliance shall be no less than the size specified in Table 12-2, -15- and in no case smaller than one-half (1~2) inch. The minimum size of any piping outlet for a gas range, a recessed top burner section, or a house trailer shall be one-half (1~2) inch for LPG." SECTION 50. An approved gas valve shall be installed at each outlet." SECTION 51. Amend the "NOTE" after subsection (d) in Section 1218 to read; "NOTE; See Appendix F for specific requirements. Gas or p,tping systems conveying propane gas at pressure of three (3) e€ five (5) p.s.i.g. may be sized in accordance with Tables contained in Appendix F." SECTION 52. Amend Section 1301 to read: "Sec. 1301--General "The regulations of this chapter shall govern the construc- tion, location and installation of gas-fired and other water heaters heating potable water, together with all flues, vents and vent connectors for the same. All design, construction and workmanship shall be in conformity with acca;pted engineering practices and shall be of character as to sf:cure the results sought to be obtained by this Cpde. No water heater shall be hereinafter installed which does not comply in all respects with the type and model of each size thereof approved by the Administrative Authority. However, nothing in this Code shall be interpreted so as to conflict with the Building Code of the County of Hawaii." SECTION 54: Amend Section 1305(c) to read: "(c) Gas storage-type water heaters and hot water boilers -17- shall be equipped, in addition to the primary temperature control, an approved automatic gas shut-off system, a temperature relief valve or a combination temperature and pressure relief valve. "An automatic gas shut-off system shall be either factory installed or shipped with the appliance accompanied by complete instructions for their installation. "The temperature relief valve or the combination temperature and pressure relief valve used shall not have an inlet connection less than 3~4", shall have a capacity to prevent water in the heater from exceeding 210 degrees Fahrenheit maximum temperature and shall be installed within three (3) inches of the hottest part of the heater tank served." SECTION 55. Rmend Section 1307(c) 3 to read: "3. For gas-burning water heaters, all openings or ducts shall have a total unobstructed area not less than one square inch for each two-thousand (2000) B.T.U.~s of heat to all heaters in such compartment." SECTION 56. Amend Section 1307(e) to read; "(e) Alternate Methods of Supply Combustion Air "In lieu of requirements of Section 130`j(c), combustion air supply may be designed in accordance with recognized engineering principles when first approved by the Administrative Authority." SECTION 57. Delete Table 13-1, appearing after Section 1307(e), in its entirety. SECTION 58. Amend Section 1310(a) to read: "(a) l~Jater heater generating a glow, spark or flame capable of igniting flammable vapors may be installed in a residential garage provided the pilots and burners, or heating elements and switches, are at least eighteen (18) inches above the floor." SECTION 59. Amend Section 1312(a) (1) to read: °(1) Gas heater burning not more than 100,000 B.T.U.~s may be connected with approved type semi-rigid or other approved all -18- metal, seamless tubing connectors of brass, steel or copper. Copper tubing shall be of the standard grade K or L or having a minimum thickness of 0.032 inch." SECTION 60. Amend Section 1312(c) to read; "(c) Connector and fittings conforming to the approved standards may be considered as meeting the foregoing requirements." SECTION 61. Amend Section 1313 to read: "Sec. 1313--Pressure Relief Valves "Ail water heating appliances which are installed in a closed system of water piping or any water heater connected to a separate storage tank and having valves between said heater and tank shall be provided with a water pressure relief valve or a combination water pressure and temperature relief valve set at a pressure of not more than one hundred and fifty (150) pounds per square inch gauge pressure nor the maximum design operating pressure of the system," SECTION 62. Amend Section 131 by adding a new subsection numbered (e) to read; "(e) Listed water heaters locatE:d outside of, in enclosures outside of, or under building structures shall be considered properly vented when installed with their listing requirements and manufacturerts instructions, Vent requirements as set forth in Chapter l3 shall not apply except that: "1. Vent terminals shall not be located less than twelve (12) inches from any building opening or be less than thirty (30) inches from any combustible overhead building structure or enclosure roof. This distance may be reduced to six (6) inches if the combustible material is protected with an asbestos board 16" x 16" x lj~", centered over the heater flue space out one- half (1~2) inch. (Spacers shall be oi' non-combustible material.) "2. Gas heater installations under building structures must also comply with the following: All air for combustion is derived directly from the outside air and all vent gases are -19- discharged to the outside atmosphere; two (2) approximately equal permanent fresh air openings for combustion shall be provided, one within six (6) inches of the ceiling9 the aggregate of the fresh air openings shall not be less than eight hundred (800) square inches nor less than one (1) square inch for fifty (50) B.T.U. of heat input for all gas water heaters in such under house locations." SECTION 63. Delete Appendix C, appearing on pages 142_ and 11}3, in its entirety. SECTION 64. Delete Appendix D, appearing on pages 141 to 148, inclusive, in its entirety. SECTION 65. Amend Appendix F, appearing on pages 155 to 157, inclusive, to read; "APPENDIX F Medium Pressure Gas Piping Systems F1 - Definitions Medium Pressure - pressure over fourteen (14) inches of water column but not to exceed five (5) p,s.i.g. F2 - Approval of both the Administrative Authority and the Gas Utility shall be obtained before any medium pressure gas piping system is installed, F3 - Except as set forth herein, the requirements of Chapter 12 shall apply to medium pressure gas piping systems. F4 - Approved regulators shall be installed on medium pressure gas piping systems, in approved lecations either outside t, he building or inside when vented to the outside or when equipped with a vent limiting device which shall limit the escape of gas to not more than 0.5 standard cubic feet per hour, in non-hazardous well ventilated interior locations and shall be readily accessible for servicing. F5 - An approved gas valve shall be installed immediately preceding each regulator. All regulators that may be subjected to mechanical damage shall be. substantially protected to the satisfaction of the Administrative Authority. F6 - Tables F1 and F2 may be used to size propane gas piping systems carrying three (3) or five (5) p.s.i.g. gas, The procedure to determine the size of each section of the system is similar to that contained in Section 1218 of this Code using the pipe length from the meter to the most remote regulator on the medium pressure system and sizing the downstream low pressure piping from Table 12-2. F7 - Buried medium pressure gas piping shall be protected from corrosion as required by Chapter 12 and shall have a minimum -20- earth cover of twelve (12) inches. Such piping shall be covered with atolEeast six (6) inches of hand placed selected backfill devoid aP-rocks, building materials or other matter that may damage the pipe or wrapping. Add Appendix G after AppE~ndix F to read: 'APPENDIX G Under Concrete of In Concrete Slab Gas Piping Gl - Gas p ping may be embedded in concrete floor slabs constructed with ~ortland cement. Piping shall be surrounded with a minimum of 1 1/2 inches of concrete and shall not be in physical contact with other metallic structures such as reinforcing rods or electrical neutral conductors. At thE: point of entry into concrete slab piping shall be suitably protected from corrosion by a non-metallic sleeve. Piping shall not be embedded in concrete slabs containing calcium chloride or similar corrosive quickset additives. G2 - Gas piping may be installed under a concrete floor slab provided: G2.1 - All ferrous piping shall have approved protective coatings as specified in Section 121.3(e). -21- G2.2 - All piping shall be installed at least six (6) inches below the bottom of the concrete slab. Material used for backfill around pipe shall be free of rocks larger than `J~g inch in diameter, building materials, hot ashes and trash. G2.3 - Protective coatings on ferrous; pipe shall extend at least one (1) inch above the floor grade on outlets installed through the concrete floor slabs. G2.1} - ~,Ihen ferrous piping is used ar. approved dielectric fitting shall be installed on the hot and cold water lines at the water heater. G2.5 - Ferrous gas piping systems shall be :st least one (1) inch from any other metallic structure, such as concrete reinforcing, water lines, drain lines, or electrical grounding systems. G2.6 - An approved five (5) pound magnesium or zinc sacrifical anode shall be connected adjacent to ferrous gas piping outside of the slab and shall be buried in rock free backfill deeper than the piping protected. Anode lead wires shall be attached to the piping by soldering, conventional ground water clamp connections or thermite welding, limited to a 15 milligram cartridge. Brazing by any other method is prohibited." SECTION 6'j. County of Hawaii Ordinance No. 40 is hereby repealed. SECTION 68. All sections and parts of sections of ordinances of the County of Hawaii in conflict with the provisions of this Code be and the same are hereby repealed. SECTION 6~.
