AN ORDINANCE PRESCRIBING A ST~'iD,DARD OF COdDUCT FOR COUNTY
PERSONNEL AND PROVIllINC FOR ITS ADi~1INISTRATION.
BE IT ORDAINED BY THE BOARll OF SUPERVISORS IN AI`fD FOR THE
COUNTY OF HAWAII:
SECTION 1. Policv Declaration. Democratic government,
predicated on the consent of 'the governed, is endangered when
public confidence in a public servant's official conduct becomes
susceptible to doubt. Public office is not an opportunity for
private gain but for public service. It requires public officials
and employees to be independent, impartial and responsible to the
people. The purpose of a Code of Ethics is to establish guidelines
for public servants in the nature of proper ethical conduct, to set
a more exact standard by which an official may gauge his official
conduct, to protect innocent persons in questions of ethical conduct,
and to ensure public confidence in the efficiency, integrity, and
impartiality of those in public service.
SECTION 2. Applicability. This ordinance applies to all
public servants of the County of Hawaii, including all County
employees, appointed personnel, elected officials, all members of
commissions, committees and boards, and all persons under contract
to the County,
SECTION 3. Standard of Conduct.
A, Competency of Personnel. All public servants are
expected to acquire knowledge of their work and to use the time
allotted to their work in the discharge of their official duties.
B. Use of Public Property, All public equipment and
property are to be treated as a public trust and are not to be
used for personal purposes without proper consent,
C. Use of Subordinate Personnel. No person in a supervisory
capacity shall engage in personal or business relationships with his
subordinates which might intimidate said subordinates in the
discharge of their official duties.
D, Treatment of Public. All relationships between public
servants in their official duties with tl~ general public are to
be exercised in a courteous, fair, and impartial manner,
E. Compatible Employment. No public serv~snt shall engage
in any private business or transaction or employment which conflicts
directly or indirectly with the proper discharge of his official
duties, He shall report the nature of any outside work and
conditions of such employment to the Soard of Supervisors of the
County of Hawaii when requested by the County Chairman or by the
Board of Supervisors.

gift, favor, service, or loan with the understanding that the same

may influence him in the proper discharge of his official duties,
but nothing contained herein shall preclude 'the acceptance of
contributions for campaign purposes.
G. Special Privileges, No public servant may use his
official position to secure for himself or others special privileges.
H. Dissemination. of Information. No public servant may use
confidential information for personal gain or release such
information other than on duly constituted authority.
1, Fair and Equal Treatment, There shall be no discrimination
in any official relationships because of a person's race, sex,
religion or national origin.
J. Obligation, fill public servants are expected to share
the responsibility for maintaining high ethical standards in the
County government, and shall be protected in thf:ir disclosure of
information of corruption.
SECTION 4. Advisory Committee on Ethical Standards.
A. There is hereby created an ADVISORY COP.ILiITTEE ON ETHICAL
STANDARDS consisting of five (5) members representative of
community life who shall be appointed by the Chairman and Executive
Officer of the County of I-iaeraii with the approval of the :Board of
Supervisors.
B. Of the five (51 members first appointed, three (3) members
shall be appointed for a period expiring December 31, 1964, and two
(2) members shall be appointed for a period expi..ring December 31,
1965. Each succeeding appointment shall 'oe for a term of two (2)
years from the date of expiration of the term for which the prede-
cessor was appointed.
SECTION 5, Administration, This Code shall be administered
by the Chairman and Executive Officer with the assistance of a
permanent Advisory Committee on ethical Standards,
