BE IT ORDAITdED BY TIIE BCARD OF SUPERVISORS OF THE COUNTY OF HAWAII ; SECTION 1, Creation of division, There i:s hereby created and established a division of automotive equipment and motor pool under the jurisdiction of the department of public works. This division shall be in charge of a competent mechanic as superintendent thereof, who shall have the power and supervision over said division and of all functions, The superintendent shall be appointed by the chairman and executive officer of the board of supervisors with the approval of the board of supervisors, and he shall be subject to the civil service and compensation laws, SECTION 2. Duties and functions, The division above created shall: (a) Be in charge of all vehicles, equipment, machinery, implements and tools owned by the County oi.' Hawaii. (b) Have charge of the upkeep and repairing of all motor vehicles, trucks, steam rollers, fire fighting apparatus, equipment, machinery, implements and tools belonging to the County of Hawaii except such stationary machinery and office equipment as may be repaired by the department having control thereof, (c) Furnish when needed all parts, accessories, gasoline, distillate, fuel oil, lubricants and tires for all motor vehicles, trucks, steam rollers and firefighting apparatus and furnish all parts in the repair of equipment, machinery, implements and tools, (d) Have charge of such garage or place for the storing or housing of all motor vehicles, trucks, steam rollers, equipment, machinery, implements and tools belonging to the County of Hawaii as shall be furnished by the board of supe rvisors, (e) By proper method keep a check upon the use of all motor vehicles, trucks, steam rollers and fire fighting apparatus and all other equipment, machinery, implements and tools belonging to the County of Hawaii, (f) Purchase and furnish when needed equipment required by the Department of Public liorks and furnish all parts in the repair of such equipment, SECTION 3, County motor vehicles to be kept in garage, All motor vehicles belonging to the County of Hawaii- shall be kept in the county garage when not in sctual service of the said county, from and after the time the garage provided for in paragraph (d) of Section 2 is furnished; pro~rided, hotaever, that the board of Ord. Nw ~ /~-~-,~. Fill tia M, S. Nw ~~..~. n-~_. supervisors may by resolution designate other places for the storing or housing of motor vehicles. SECTION 4, Repairs. All repairs upon any motor vehicle, truck, steam roller, fire fighting apparatus, equipment or machinery belonging to the County of Hawaii must be made at the division of automotive equipment and motor pool except repairs made in an emergency; provided, however, that the board of supervisors may by resolution order the repairs made elsewhere. SECTION S, Assignment and rental, 49henever any motor vehicle, truck, fire fighting apparatus, steam roller, equipment, machinery, implement or tool belonging to the County of Hawaii is assigned or rented to a department, a proper charge shall be made against such department for the use of the same in accordance with a schedule of rates, SECTION 6, Schedule of rates. On or before June 30 of each year the superintendent shall establish a schedule of rates subject to the approval of the board of supervisors, which shall consist of rates chargeable against a department for the use of vehicles, equipment, machinery, implements or tools. The rates shall be determined on the basis of cost. All passenger automobiles shall be charged on the basis of actual mileage traveled or a minimum charge, whichever is greater. SECTION 7, Books. The business manager of the department of public works shall keep the books for the division of automotive equipment and motor pool. It shall be the duty of the superintendent to furnish the business manager with information concerning the operation of his division in order that proper charges may be made against the proper department and fund for the cost of the service rendered by the division of automotive equipment and motor pool. SECTION 8. Revolving Fund for Motor i~ool, The sum of $20,000.00 is hereby appropriated from money available in the highway fund of the County of Hawaii for <3 fund to be known as the motor pool revolving fund, from which fund the division of automotive equipment and motor pool shall pay for all the materials, supplies and equipment mentioned in paragraphs (c) and (f) of Section 2, and for all services performed in said motor pool. The superinten- dent shall file claims with the Board of Supervisors against the several departments for all vehicles, equipment, machinery, implements and tools assigned, services rendered and materials and supplies furnished by the division of automotive equipment and motor pool, and upon the payment of such claims the money received from such claims shall be deemed re-appropriated to the said fund known as the motor pool revolving fund, and the money so re-appropriated shall be used for the purpose of said division of automotive equipment and motor pool. SECTION 9. Reports.
