P0~.7ERS, DUTIES ilND FUNCTIONS.
BE IT ORDAINED BY 'PI-IL; ?OARD OF :~'iJi~ERVISORS OF ^lI~ COUNTY OF HA}~JATI:
SECTION 1. Policy and purposes. Because of the possibility
of disasters or emergencies of great destructiveness resulting from
enemy attack, sabotage or other hostile action, or from fire, flood,
tidal wave, volcanic eruption, earthquake, or other natural causes,
and in order to insure that preparations of this County will be
adequate to deal with such disasters or emergencies, to make adequate
provision against shortages of food supplies and essential
commodities, to maintain the strength, resources and economic life
of the community and provide for prompt and effective action, to
promote the national defense and civil dcf-ense :in cooperation with
the State and Federal governments and to protect the public health,
safety and welfare, the provisions of this ordinance are hereby
found and declared to be necessary.
SECTION 2, County Civil llefense Agency. There is hereby
created a County Civil Defense Agency which sha:Ll perform civil
defense functions within the County of Hawaii, +snd in addition,
shall conduct such functions outside the County as may be required
pursuant to the provisions of Chapter 359, Revised Laws of Hawaii
1955, as amended (Civil Defense Emergency Act), The head of the
County Civil Defense Agency shall be a deputy director who shall be
appointed by the director of the State Civil Defense Agency with
the approval of the Board of Supervisors of the County of Hawaii
and may be removed by the state director. A fulltime civil defense
administrator shall be the chief administrative assistant to the
deputy director and shall, in the absence of the deputy director
or within the delegated scope of authority, have all the duties and
responsibilities of the deputy director, The deputy director shall
appoint the civil defense administrator in accordance with the
merit system and his appointment shall be approved by the state
director.
SECTION 3. Duties of the deputy director. The deputy director
shall have direct responsibility for the organization, administration
and operation of the Civil Defense Agency in the County, It shall
be the duty of the deputy director to coordinatE: the activities of
all organizations for civil defense within the County, public or
private, and shall maintain liaison ~~ith and cooperate to the
fullest extent with the state director to insurE: that the plans and
programs of the County with re:;pect to relief and general welfare
of the people in the event of a disaster or emergency are fully
integrated with the plans and programs of the State and Federal
governments. Such plans and programs shall be prepared by the
deputy director and transmittecl to the Board of Supervisors for
approval and shall be revieored by the deputy director and resubmitted
to the Board of Supervisors for approval before the 31st day of
i'.4arch of each year thereafter.
SECTION 4. Utilization of existing government services. All
county departments, agencies and officers shall cooperate with and
extend their services, materials and facilities to the County Civil
Defense Agency as may be requested by the deputy director.
