COUNTY OF HAWAII - STATE OF HAWAII
ORDINANCE NO. 18
AN ORDINANCE PROVIDING FOR A COUNTY 'T'RAFFIC COiviMISSION AND
PRESCRIBING ITS POL^JERS, DUTIES AND FUNCTIONS.
BE IT ORDAINED BY THE BOARD OF SUPERVISGRS CF THE COUNTY OF
HAWAII:
SECTION 1, Creat:.on of County Traffic Commission. There is
hereby created a County Traffic Commission which shall consist of
nine (9) members, with one representative each from the Pelice
Department, Division of State Highways and the County Public Works
Department, the Distric': Superintendent of the Department of Educa-
tion and the District i~1agi:;trate of South Hilo as non-voting advisory
members. The nine (;) voting members shall be appointed by the
Chairman and Executive Officer of the Board with the ap royal of the
Board of Supervisors ar.d slraL. hold office for three (3~ years or
until their successors are appointed and qualified; provided that

SECTION 2. Crganiz~:ticn; F~mpioyees; expenses. The Chairman
and Executive Officer of the Beard of Supervisors shall name one of
the members to act as cha:rm~n ,f the Commission. The Department

SECTION 4. General powers and duties. It shall be the duty
of the Commission, and to this end it shall have the authority within
the limits of the funds at its disposal, to coorclinate traffic
activities, to carry on educational activities, to prepare and
publish traffic reports, to receive complaints having to do with
traffic matters, and to recommend to the Board of Supervisors and
ether County officials ways and means of improving traffic as well
as the administration and enforcement of traffic regulations.
The Commission shall. make recommendation to the Board of
Supervisors for its approval. and adoption ordinances or resolutions
ccvering the following:
a. Determining and designating the type of all official
traffic control devices as defined;

b. Creating, defining, redefining, eliminating or
changing all safety zones, quiet zones, play streets, traffic
lanes, crosswalks, loading zones, no-parking zones, time-limit
parking zones, bus stops, parking areas, stop intersections,
and designating the type of markings to be placed and main-
tained for the identification of such zones or areas;
c. Determining those intersections at which drivers of
vehicles shall not make a right, left or "U" turn, and
designating the place at which proper signs at such inter-
section shall be erected;
d. Designating markers, but±ons or signs to be placed
within or adjacent to intersections indicating the course to
be traveled by vehicles turning at such intersections.
SECTION 5. Erection of signs and signals. All official traffic
control devices ordered by the Board of Supervisors shall be placed,
erected and maintained by the Department of Public Works.
SECTION 6. Submission of reports. "Che Commission shall, from
time to time, and at least annually, submit reports in writing to
the Board of Supervisors, giving information pertaining to the
regulation of traffic, efficient movement of motor vehicle and
pedestrian safety, and these reports shall contain such other
suggestions and recommendations as the County Traffic Commission
feels should have immediate attention.
SECTION 7. Change to County Traffic Commission. Any
ordinance of the County of I~awaii referring to the Planning and
Traffic Commission shall be deemed to refer to the County Traffic
Commission when the subject matter relates to traffic matters.
