COUNTY OF HATJAII:
SECTION 1, It it hereby declared to be the legislative intent
of the Board of Supervisors to prohibit the open. indiscriminate and
unrestricted us c- or consumption of intoxicating liquors in certain
public areas or buildings, and to prohibit without first obtaining
a permit the open indiscriminate and unrestricted use or consumption
of intoxicating liquors in other public areas or buildings.
SECTION 2, P1o person shall drink, offer to drink, or. display
to public view in the following public areas or buildings located
thereon, any intoxicating liquors, whether in a bottle, demijohn,
jug, container ox' otherwise;
A, i'lll public school grounds and buildings;
B, All public areas or buildings contiguous to all public
school grounds and buildings;
C, A1~- public parks on which children's playground equipment,
such as slides, jungle jims, see-saws and swings, is located;
D, All the following public areas;
1. Clem A, Akina Park and pavilion
2, Boiling Pots
3, KaiLua Playground
4, Kaiakaua Park
S, Kaumana Caves
6, Arthur L, Greenwell Park
7, Lincoln Park and Tennis Court
8, Rainbow Falls
9, Vil?.a Franca
10. `•Tai.akea Uka Gym and grounds
SECTION 3, Dlo person shall drink, offer to drink, or display
to public view in the following public areas or buildings located
thereon, any intoxicating liquors, whether in a :bottle, demijohn,
jug, container or otherwise, wit'ZOUt first obtaining a permit from
the Chief of Police;

SECTIOA 4, i~ny person desiring to obtain a permit, as described
in Section 3, shall make application for a permit therefor in
writing to the Chief of Police, Said application shall be signed
by the applicant and the person who is to be responsible for the
cord uct of all persons at the gathering at the gathering or occasion,
and shall include;
A. The full name and address of tl-,e applicant, if an individual,
and, if a firm, association, corporation or club, the full names and
addresses of the principal officers thereof;
B, The full name and address of.- the person who is to be
responsible for the conduct of all persons at the occasion or
gathering. Such person shall be of good moral character. The Chief
of Police may, in his discretion, require proof of good m~ra1
character in the event he has any good reason to doubt the moral
character of said person. Such proof shall be in the form of an
affidavit signed by two or more responsible persons stating the
duration and nature of their knocaledge and acquaintance ca:ith such
person and that said person is of good moral character;
C. The place for which a permit is desired;
D. The date and time for which a permit is desired, In no
event shall said permit extend beyond the hours licensed dispensers
are permitted by law to serve intoxicating liquors;
~. The nature of the occasion or gathering;
F, The number of persons to be in attendance;
G. A statement that the permit is not for the purpose of
enabling habitual drunkards to consume intoxicating liquor.
SECTIOAi 5. All permits shall be subject to all applicable
laws and ordinances and to the following conditions which shall be
set forth in the permit:.
A, No person under the influence of intoxicating liquor shall
be permitted to be or remain upon the premises;
B. No person shall willfully or intentionally destroy, damage
or injure any property;
C. No person shall throw or dispose of any refuse, waste
materials, or bottles, except in receptacles placed therein;
D, The responsible person shall be present at all times.
SECTION G. The provisions of this ordinance shall not be
construed to permit any person to sell any intoxicating liquor by
obtaining a special license or othe naise,
SECTIOPI 7. Any perso;.c violating, any provision of the ordinance
or any condition set forth in a permit issued herein shal]. upon
conviction be punished by ~ Fine not exceeding $500.00.
