AN ORDINANCE PROVIDING FOR THE CO:Q'iI20L OF SLAUGHTERHOUSES AND
ESTABLISHMENTS DrL4NUFACTURING '+7EAT FOOD Fl<ODUCTS; THE SLAUGHTERING
AND INSPECTION OF ANINIALS, THE P~iEAT FROT'T WHICH IS TO BE USED FOR
HUR4AN CONSUMPTION; THE PROHIBITIOII OF' 'IHE SALE OF UNINSPECTED MEAT
AND MEAT FOOD PRODUCTS THEREFROT„ iN THE COUNTY OF HAWAIL; THE
REGULATION OF THE MOUES OF AND FEES FOR SLAUGHTERING AND INSPECTION
AND THE PENALTIES FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE 30AI'.D OF SUPERVISORS OF THE COUNTY OF HAt+TAII;
SECTION 1. Definition. As used in this Ordinance the
expression "meat food products" shall consist of any article of
food or any article intended for or capable of being used as human
food which is derived or prepared, in whole or in substantial and
definite part, from any portion, of any cattle, sheep, swine, goat,
horse, mule or donkey.
SECTION 2. Supervis,_on.
A. All animals slaughtered for the purpose of selling the
meat or meat food products thereof for human consumption shall be
slaughtered, inspected and stamped in an approved and licensed
slaughterhouse; provided, however, that in the event an animal is
so injured that it cannot be moved to an approved and licensed
slaughterhouse; provided, however, that in the event an animal is
so injured that it cannot be moved to an approved and licensed
slaughterhouse, sucY~ animal may be immediately slaughtered and
provided further that the carcass, to which the: head and all
viscera other than the stomach, bladder and intestines are held
by the natural attaclunents, shall be retained for inspection.
B. The carcasses and parts thereof of al ]_ meat food animals
found to be sound, wholesome, and fit for human consumption shall
be stamped, tagged, labeled and identified by authorized meat
inspectors only as "County of Hawaii, Inspected and Passed" or by
other appropriate stamp showing such carcass oz: parts have been
inspected and passed by some other agency authorized herein;
provided, however, that the authorized meat inspector's stamp, tag
or label in the cases of horse, mule, or donkey carcasses, or parts
thereof shall be identified with the following appropriate
designation: "horse meat", "donkey meat" or "mule meat", Authorized
meat inspectors shall label, mark, stamp or tag as "Inspected and
Condemned" all carcasses and parts thereof of animals found to be
unsound, unhealthful, unwholesome, or otherwise unfit fo:r human
consumption, and all carcasses and parts thereof, thus inspected
and condemned shall be destroyed or otherwise disposed of at the
direction of the veterinarian or meat inspector in charge,
SECTION 3. Appointment of Veterinarians and Inspectors and
their duties.
A. The Chairman and Executive Officer of the County of
Hawaii, with the approval of the Board of Supervisors of said
County, shall appoint one or more duly licensed veterinarians
who shall have had experience in meat inspection. If more than
one veterinarian is appointed for the County of Hawaii, one of ,`

them shall be designated as the head by the Board of Supervisors
of the County of Hawaii.
B, Meat inspectors, who are possessed of the necessary
experience and qualifications, shall ',~e appointed by the Chairman
and Executive Officer of the County of Flawaii with the approval of
the Board of Supervisors of said County,
C, The veterinarians and meat inspectors and the authorized
inspector of the Bureau of Animal Industry, United States Department
of Agriculture, shall keep an accurate record ol.' all animals
inspected; they shall forward copies of such re<;ords to the Treasurer
of the County of Hawaii; they shall conduct ante mortem and post
mortem examinations for the purpose of ascertaining any evidence of
disease or other condition which would render the animal unfit for
human consumption and shall generally carry out the purposes of this
Ordinance,
D, The duly authorized agents of the Board of Health shall
also carry out the purposes and all provisions of this Ordinance
pertaining to establishments manufacturing meat food products and
the sale thereof,
SECTION 4, Unlawful to sell or offer for sale uninspected meat
or meat food products in the County of Hawaii, It shall be unlawful
to sell or offer for sale any carcass or any part thereof of meat
or meat food products fro*n any animal in the County of Hawaii unless
(a) the same shall have been inspected, passed, stamped and tagged
in an approved slaughtering establishment, and (b) in the cases of
horse, mule or donkey meat and great :Food ->roducts thereof, the same
shall have been conspicuously laoe].ed, ^.arked, branded or tagged
"horse meat", "mu.le :aeat", "donkey meat", "horse-meat product'°,
"mule-meat product" or "donkey-rhea=~ product",
SECTION 5, Sanita'~ion.
A, The location and plans for a~ter.ng old slaughterhouses
or buildings or constructing new slaug'.~terhouses shall firstly be
approved in writing by a duly authorized agent of the Board of
Health and the veterinarians in charge of meat inspection,
B. Establishments and premises on or in which any me: at or
meat food product is prepared or handled shall be maintained in a
sanitary condition.
C. There shall be abundant light, both natural and artificial,
and sufficient ventilation for all rooms and compartments, to insure
sanitary condition.
D. There shall be an efficient drainage and plumbing system
for the establisYunent and premises. All plumbing systems shall be
properly connected with approved sewage disposal system.
E. The water shall be ample, clean, and potable with. adequate
facilities for its distribution in the plant,
F, The floors, walls, ceilings, partitions, posts, doors
and other parts of workrooms shall be of impervious material and
of such construction and finish as will make them susceptible of
being readily and thoroughly cleaned. The floors shall be kept
watertight, The rooms and compartments used for edible products
shall be separate and distinct from those used for inedible products.

G, The rooms and compartments in which any meat or meat food
product is prepared or handled shall be `ree from odors from
dressing and toilet rooms, atch basins, hide cellars, casing
rooms, inedible tank ar:d fer±ili-z,'r rooms, and stables.
H, Every precaution shall to 'taken to keep establishments
free from flies, rats, mice and other vermin. So-called "rat
viruses" shall not bE~ used in any part of the establishment or the
premises thereof.
I. No animals cr fowls except animals for slaughter shall
be permitted in slaughterhouses.
J. Sanitary facilities and accommodations as prescribed in
Public Health Regulations, Board of Health, State of Hawaii
Chapter 24, entitled "LVorking Places and Conditions," shall~be
furnished by every establishment.
K. Properly ]_ocated facilities for cleansing, disinfecting
and sterilizing utensils and hands of all persons handling meat or
meat food product shall be provided.
SECTION 6. Equipment.
A, All slaughtering establishments shall be equipped with
ample cooling and refrigerating facilities when found to k~e
necessary by the veterinarian in charge.
B, Equipment and utensils used for preparing, processing
and otherwise handling any meat or meat food products sha].1 be of
such materials and construction as shall make them susceptible of
being readily and tk.oroughly cleaned and such as will insure strict
cleanliness in the preparation and handling of all meat anal meat
food products,
C. Rooms, compartments, places, equipment, and utensils used
for preparing, storing, or otherwise handling any meat or meat food
products and all other parts of the establishment shall be kept
clean and sanitary,
D, R11 slaughtering establishments shall furnish tables,
benches and other equipment of such design, material and construction
as needed to facilitate efficient post mortem inspection,
SECTION 7. Operations,
A, Operations and procedures involving the preparation,
storing, or handling of any meat or meat food product shall be
strictly in accord with clean and sanitary methods approved by the
veterinarian,
B, The walls and ceilings of rooms and compartments under
refrigeration shall be kept reasonably free from moisture,
C, Aprons, frocks, and other clothing worn by persons who
handle any meat or meat food product shall be of material -that can
be readily cleansed and only clean garments shall be worn. Knife
scabbards shall be kept clean.
D, Such practices as smoking, spitting on whetstones, placing
skewers or knives in the mouth, inflating lungs or casings or testing

with air from the mouth such receptacles as tierces, kegs, casks and
the like, containing or intended as containers of any meat food
products, are prohibited.
E. The wagons or cans in which any meat o:r meat food products
are transported shall be kept in a clean and sanitary condition.
Wagons used in transferring loose meat and meat food products
between establishments shall be kept clean. Vehicles used for the
transportation of livestock, hides or refuse shall not be used for
the transportation of- meat or meat fcod products.
F. The outer premises of every establislune:nt, embracing
docks and areas wherE: cars and wagons are loaded, and the driveways,
approaches, yards, pens and alleys, shall be properly drained and
kept in clean and orderly condition. All catch basins on the
premises shall be of such construction and local=ion and be given
such attention as will insure their being kept in acceptable
condition as regards odors and cleanliness. The accumulation on
the premises of any material ir. which flies may breed, such as
hog hair, bones, paunch contents, or manure, is forbidden. Nc
nuisance shall be allowed in any establ.isrsnent or on its premises.
G. Due care shall be taken to prevent meat and meat food
products from falling on the floor or becoming contaminated.
H. All substitutes and ingredients used in the manu:Eacture
or preparation of any meat cr meat food products shall be clean,
sound, healthful, wholesome and oher~rise fi_t fcr human food.
I. No establishment s~:al.l enaloy ir, any department where
any meat or meat food products are handled or' prepared any person
affected with tuberculosis or other .^_.ommuni.cable diseases.
SECTION 8. Disposal of Diseased '::'arcasses and Parts,
A, Ante mortem. and. post mo:tem i:lspections and the disposal
of diseased carcasses ar~.d harts shall be nruier the supervision of
the veterinarian in charge '.n accordance wit b. the latest revision
of the regula±ions governing the meat ins;,>ection of the U. S.
Bureau of Animal Industry, Dehartmen':= of Ac:Sriculture, and as the
same may be amended in. the future.
B. All animals reacting t,-, the tuberculin test upon
examination by a veterinary inspector of the State Division of
Animal industry, the United States Bureau of Animal Industry, or
a veterinarian accredited by the State and Federal departments,
shall be slaughtered in accordance ~•~ith t~ .provisions of Section
20-19 of the Revised Laws of Hawaii 1955.
C. Under no circumstances shall the carcass of any animal
which has died otherwise than by slaughter be brought lute any
room or compartment ir, which any meat or meat food product is
prepared, handled or stored,
SECTION 9, Hours of slaughtering and inspection, It shall
be unlawful for any person or persons, firm or corporation. to
slaughter cattle, swine or any other meat food animal in the County
of Hawaii for the purpose of sale of meat and meat food products
therefrom for human consumption except during the hours of changes
in the prescribed hours of slaughtering shall be issued by the
authorized veterinarian to al.l affected persons, firms and
corporations,

SECTION 10. Fees. The following fees shall be chargeable
from the following persons:
A, The fee of one dollar ($1.00) shall be charged for each
animal inspected at slaughterhouses, as provided for in this
Ordinance.
B. Fees shall be charged against all persons, which expression
shall include individuals, partnerships, corporations, cooperatives
and associations to whom such inspection services are rendered.
C, All fees shall be paid to the Treasurer of the County of
Hawaii not later than the 10th day of each calendar month following
the month during which inspection services have been rendered.
SECTION 11. Nonpayment of fees, i'he chief veterinarian shall
withhold and refuse inspection services upon nonpayment of fees in
accordance with the requirements contained in this section.
SECTION 12. Bond for payment of fees, Any person, as defined
in paragraph B of Section 10 hereinabove, shall, prior to receiving
any inspection service, post a bond to guarantee payment of all
charges for inspection services. Said lord shall cover an amount
equal to three times the monthly fee.
SECTION 13. Separate Fund. the fees collected under the
provisions of this section shall be set aside as a special fund
and used exclusively for the operation of the inspection services
and for the advancement of the program of- animal industry in the
County of Hawaii.
SECTION 14. Regulations Posted. A copy of this ordinance
and all rules and regulations referred to herein shall be :kept
posted in each slaughterhouse.
SECTION 15, Penalty. Any person violating any provision of
this ordinance or any rule and regulation incorporated herein by
reference shall be guilty of a misdemeanor, and upon conviction
thereof shall be punished by a tine not to exceed Five Hundred
Dollars ($500,00) for each and every offense.
