BE IT ORDAINED BY THE B01~RD OF' SUPERVISORS OF THE COUNTY OF HA~~VAII: Curbing SECTION 1. That every public highway or street in State of Hawaii, upon being the County of Hawaii, and b~ herein provided, shall curb the established lines, with which curbing shall conform owner of land abutting on or adjoining any the City of Hilo, County of Hawaii, required by the Board of Supervisors of ;ing notified of such requirement, as the sidewalk adjacent to such land, on substantial curbing of stone or concrete, to the following specifications• Specifications Stone Curbing; The curb stones shall be of a good quality lava rock, or be of cast concrete, in rectangular blocks of which not less than fifty (50) per centum shall be at least thirty-six (36) inches in length, and the remain ing fifty (50) per centum shall be at least thirty (30) inches in length, except for proper closure pieces, and shall not be less than sixteen (16) inches in depth, and of a matched width of six (6) inches on top with an upward bevel from the face of one-eighth (1/8) inch in the six (6) inches. The top of natural lava stone curbing shall be axed hammer dressed to a smooth surf ace. The face of natural stone curbing shall be wind and brush hammer dressed to a depth cf ten (10) inches below the top. The remainder of the face shall be point dressed. The back shall be point dressed to a uniform thickness of six (6) inches fo:r at least three (3) inches from the top and shall be free of projections of more than two (2) inches. The ends must be square with the top and permit of a joint not exceeding one-half (lJ2) inch for the full thickness of the stone to a depth of at least 10 inches from the top. Blocks shall be well bedded, set true to line and grade and the joints between blocks filled with a cement grout composed of one part cement to two parts sand and the mixture to be darkened with lamp black. At street intersections when the curb is carried around on a curve the radius of such a curve shall be that of the lesser sidewalk width. Concrete Curbing: Concrete curb shall be constructed of concrete of not less than 1;22:5 mix, as hereinafter specified for the base course of concrete sidewalks and shall be of the same dimensions as specified for natural stone curbing, and all exposed surfaces shall show a smooth finish, J `7` Ori. Yw 1\U 1i• -. x. ~. x.. .~~ - - All curbing laid under provisions of this Ordinance shall be set true to the established lines and grades and shall be laid, jointed and set in a good, substantial workmanlike manner. SECTION 2. Back Filling, Sub-grade and R~iining Wal:1s; That every owner of land abutting on and adjoining any public highway or street in the City of Hilo, after curbing has been laid, as hereinbefore provided for, upon being required by the Board of Supervisors of the County of Hawaii, and :being notified of such requirement, as hereinafter provided, shall back fill, sub-grade and retain same in the sr~ace between, the established sidewalk lines adjacent to such land. Sub-Grade, Depth Below Grade of ~~/alk Slope; 6Jhen sub-base is required, the sub-grade shall not b e less than twelve and three- quarter (12 3/4) inches below the finished surface of the walk and shall have a slope toward the curb of not less than one-half (1/2) inch per foot. Depth of- Layers; A].1 soft or spongy places shall be dug out and all depressions filled with suitable filling material, which shall be thoroughly compacted by flooding with water and tramping in layers not exceeding six (6) inches in thickness. Deep Fills: OJhen, to bring the walk to grade, a fill. exceeding one (1) foot in thickness is required, it shall be made ir, a manner satisfactory to the engineer and inspector. The top of all fills shall extend beyond the sidewalk line at least two (2) feet and shall have a slope of not less than 1~;1. After completion to grade the fi].1 shall be allowed to settle for a period of not less than. ten. (10) days and no concrete for sidewalk shall be placed on same until permission has been. obtained from the engineer and inspector. Drainage: Bdhen required by the engineer and inspector a suitable drainage system shall be installed and connected with gutter or sewer drains. In side hill sections where soil waters are encountered and at driveways or other crossings a trench twelve (12) inches by twelve (12) inches, immediately below the sub-base, in which shall be laid a four (4) inch the surrounded by material similar to that used in the foundation shall be provided for a satisfactory drain. Broken stone drains of one (1) square foot end area shall be provided every twenty-.five (25) feet. The design of such retaining walls shall be subject to the approval o:f the engineer and inspector, and furthermore, they may order the construction of a retaining wall across either ox both ends of such walk where, in their discretion, the height of fill demands such construction. SECTION 3, Sidewalks. That every owner of land abutting on or adjoining any public highway or street in the City of Hilo, -2- upon being required by the Board of Supervisors of the County of Hawaii and being no~ified of such requir~~.~,ent, as hereinafter provided, shall curb, as provided in Section 1 hereof, and grade, as provided in Section 2 hereof, and shall construct and maintain in good condition between ±he established sidewalk lines a sidewalk on such highway or street adjacent to such property to conform to the following specifications; SPECIFICATIGNS Portland Cement: The cement s'_iall conform in every detail to the Standard Specifications of Portland Cement adopted by the American Society for Testing A4aterials. The unit of measure for cement shall be the bag received from the manufacturers, having a gross weight of- not less than ninety-five (95) pounds or a net weight of not less than ninety-four (94) pounds, Such a packed, unopened bag shall be considered as equal. to one cubic foot of cement, and one ~'ubic foot of cement shall weight not less than ninety-four (94) pounds- A packed barrel of cement shall weigh not less than three hundred and seventy-six (376) pounds, net, and shall be considered equivalent to four (4) bags of cement, or four (4) cubic feet. River Gravel; Gravel shall be clean and hard and shall vary in size from that retained on a quarter (1/4) inch mesh to the largest particles passing a one and a quarter (1 1/4) inch mesh, Unscreened Gravel: Jnscreened gravel shall be clean and hard, and shall contain, no particles larger than one and a quarter (1 1/4) inches, The proportion of fine an:a coarse particles must be determined and corrected to agree orith the requirements hereinafter specified for Concrete in Base and Proportioning Foundation: When a sub-base is required, only clean, hard cinders, slag lava, gravel, crushed stone or broken bricl: shah be used, The material shall not be smaller than one-half (1/2) inch or exceed four (4) inches in the 1ar,~;est dimension. Water; L^Jate r shall be -easonably clean, practically free from any oil, acid, salines and other deteriorating substances. PAVEMENT; The pavement shall be artif_.cial stoneflagging composed of cement concrete, constructed in alternate slabs in place _ ~.. not over three (3) feet in width. Ii. shall consist of two (2) parts: First, abase coarse three and a half (3 1/2) inches thick; second, a finishing or wea~i.ng course throe-quarters (3/4) of an inch thick. Grade; Unless of}ieraise especia]_:1y provided for, the finished surface shall be a true plane rising froze the curb grade at the curb line at the rate of one-fourth (i/4) inch to one (1) foot to the property line. Preparing Sub-Grade: mhe space to he occupied by the walk shall be properly graded to a depth of four and a quarter (4 1/4) inches below top of finished walk, Any soft, loose or unsuitable material found in the sub-grade shall be removed and the space filled with fine broken stone, cinders, or other foundation material before mentioned, after which the whole surface shall be thoroughly compacted by ramming or rolling and finished to required grade and cross section, Forms: Gdhen wooden forms are used, they shall be free from warp and not less than one and a half (1 1/2) inches thick, except bends for curved curbs. All mortar and dirt shall be removed from forms before being used. Setting: The forms shall be well staked to the line and grades given by the engineer, and their upper edges shall conform with finished grade of the walk which shall have suff=icient rise from the curb to provide the proper drainage of one quarter (1/4) inch per foot except cahere such rise shall parallel t:he length of the walk, Cross Forms: rat each slab division cross forms sha1:1 be put in the full width of ±he walk and at rig hi angles to the side forms. Size of Slabs: Cross form shall be spaced three (3) feet apart, and in turning corners ~co slab shall contain, more than thirty-six (36) square feet, Expansion Joint: A metal parting strip one-half (1/2) inch thick shall take the place of the cross forms at least once every fifty (50) lineal feet on long stretches of walk., GVhen the walk has become sufficiently hard, this parting strip shall be removed and the joint filled with suitable material prior to opening the walk to traffic. Similar joints sha1.1 be provided where rrew walk abuts curbing or other cement or stone walk. Forms, Vdet; All forms shall be thoroughly wetted before any material is deposited against them, Base Course: The concrete for the base course shall be composed of 1:2~:5 mixture, consisting of three (3) parts of clean, crushed blue-lava rock of a size not larger than will pass through a two (2) inch ring, and not smaller than will be retained by a three-fourths (3/4) inch ring; tcao (2) parts crushed blue lava-rock of a size that will pass through athree-fourths (3/4) inch ring, and not smaller than will be retained by a one-fourth (1/4) inch ring; two and a half (2 1/2) parts of clean, sharp sand; and one (1) part Portland Cement, Sufficient water shall be added to make a plastic mixture which shall be immediately deposited in place in such a manner that the larger stones shall not become separated from the grout, and shall be thoroughly rammed until the water flushes to the top, -4- Proportioning: When the voids are '.o be determined, the concrete shall be so propo,:tio ned that t'_1e cement shall overfill the voids in the stone by at least five (5) per centum, and the mortar shall overfill t'iie voids ~~~ t1.e store or grout by at least ten (10) per centum. Water may be added during the process of mixing but the concrete shall be turned at least once immediately after its addition. Machine Mixing: P~~achine mixing will be acceptable when a concrete equivalent to quality specified is obtained, The mixing of all mortar and concrete sha7.1 be thorough and satisfactory to the engineer and inspector, Retempering: Retempering will not be permitted, Depositing; The concrete shall be deposited before .it shows any tendency to harden, but in all cases the same shall be deposited within thirty (30) minutes after being mixed, and shall be transferred to the forms in water-tight orheelbarrows. The wheel- barrows shall not be filled so full as to permit mortar to slop out, and shall not be run over the fresh laid ccncrete. Care of Base: P7orkmen shall not be permitted to walk on freshly laid concrete, and where sand or dust gets on the base it shall be carefully removed before the wearing course is applied. Wearing Course: Immediately after the base course has been deposited and thoroughly rammed, and before it becomes set, while -5- it is still soft and ad heslve, a firishin_; coarse, three-fourths (3/4) inch thic:, consisting of mixtu.r.e of one (1) part screen sand, one (1) part Portland Cement and portioned two (2) pounds of lamp black to each barrel of cement, sufficiently wet for proper working, shall be deposi'~ed and brought to a true and even surface, thoroughly worked and skillfully troweled to a smooth and uniform finish surface, Slab Marking: 'after workinc t_'_~e top to a true surface the slab marking shall be made directly over the joints in the base with a tool which shall c~_it clear through. to the base and completely separate the wearing courses of adjacent slabs. This tools shall be followed by a tocl fo nning a grocve at least one-half (1/2) inch deep, The marking of various width sidewalks shall be as directed by the engineer and inspector. Edge Rounding; The slabs shall be rounded on all surface edges to a radius of about one-half (1/2) inch and when surface is partially set it shall be troweled smooth, and the finished surface shall then be protected from the direct nays of the sum and kept moist for at least three (8) days before seeing opened to the public, Roughened Surfaces: On grades exceeding four (4) per centum, the surface shall be roughened. When a roughened surface is required, it may be obtained by the use of a grooving tool, toothed roller, brush wooden trowel or other suitable tool, or by working coarse sand or screenings into the surface. Driveways; Vdherever driveways occur, concrete shall not be less than eight (8) inches in thickness and the surface shall be finished with sufficient longitudinal Grooves or corrugations to provide a safe foot-hold for animals. Stone paving, not less than eight (.8) inches thick, set in cement grout of approved construction may be substituted :For concrete in driveways. Walks Laid Over Vaults, Areaways, etc. (a) Substructure, Beam V1ork: 'i'he substructure shall consist of steel L beams set not more than five (5) feet apart from center to center, the outer end of said beams to rest at least eight (8) inches on the curb wail and to be firmly bedded in masonry to the top of flange of same, Where practicable the inner end of said beam shall penetrate the building wall not less than six (6) inches. The top of the completed iron substructure shall be a plane parallel four (4) inches below the top cf the finished walk. The following sized steel cross-beams shall be used i_n construction; For ten (10) foot span, eight (8; inch beams weighing seventeen and three-quarter (17 3/4) pounds per foot. For twelve (].2) foot span, nine (9) inch. beans weighing twenty-five (25) pounds per foot. (b) Concreting; ~3etween !: he beams set in place as above specified, and securely fastened to the lower flange of same, shall be placed temporarily, arched forms or centers, smooth on the upper surface, which shall be removed when the concrete has become thoroughly set, Said forms to be so set that the top or crown of same shall be 'two (2) inches below the top of the steel cross beams, SECTION 4, Whenever the Board o.f St:.pervisors of the: County of Hawaii shall deem it proper or necessary that any sidewalk or sidewalks shall be curbed or. curbed and constructed as hereinbefore provided, it shall, by resolution, designate a location or area of- sidewalk construction. which location or area shall not be less in extent than one side of a street or highway between two intersecting cross streets, The xesoluticn shall also contain a provision requiring the owner or o-.rners of the land abutting on and adjoining any public street or highway along t~:Y:ich said sidewalk is to be so constructed within such loca±ion or area, to curb or curb and construct, the same as provided herei-n, and the said Board of Supervisors of the County of Hawaii, after so requiring the owner or owners of any land abutting on and ad~cining any public street or highway to lay any curbing, or to curb and construct any sidewalk as required herein and as provided by Chapter 142 of the Revised Laws of Hawaii 1955 shall cause a written notice to be given such owner or owners or his or their duly autLorized agent or agents of such requirement such notice to be substantially in the following farm: NcrrlcE T0.
