SECTION L That certain plumbing-; code known and designated as "Western
Plumbing Officials Uniform Plumbing; Code, 1964 Edition'' as copyrighted and
published in lgo4 by the ?^lestern Plumbing Officials -4ssociation, is hereby
adopted by reference, subject to the amendments hereinafter set forth, and
shall be kno4m as the "Plumbing Code," and cited as such, and referred to
herein as "this Code," and to provide for the examination and registration of
persons enga+;ed in the business of plumbing or laboring at the trade of plumbing,
the issuance of permits and for the collection of fees; to create an adminis-
trative office and e board of plumbing examiners and prescribing their duties;
to establish minimum regulations for the installation, alteration or repair of
plumbing and drainage systems and the inspection thereo'; defining certain terms;
and providing penalties for the violation of the provisions thereof.
SECTION 2. 'emend Section 1.1 to read:
"Sec. 1.1 -- :"dministrative !'nxthority
"t^Ihenever the term ' dministrative iiuthority' is used in this Code,
it shall be construed to mean the Chief Engineer of the County or hi.s
authorized representative.'
SECTION 3. Amend Section 1.2 to read:
"Sec. 1.2 -- Assistants
"G?henever the term 'assistants' is used in this Code, it shall be
construed to mean the authorized representatives of the f-dministrative
!`uthority."
SECTION 4. Amend Section 1.3 to read:
"Sec. L 3 -- Department HavinE; Jurisdiction

"Unless otherwise provided for b,y law, the Department of Public
Works shall have jurisdiction over and administer all matters covered by
this Code."
SECTION 5. C'.mend Section 1.7 to read:
"Ser_. L 7 -- Violations and Fena.ities
"Any person, firm or corporation violating any of the provisions of
this Code shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be punishable by a i'ine of not to ex;eed Five Hundred
Dollars (~i500.00). Each separate day or any portion thereof during
which any violation of this Code occurs or continues shall be deemed to
constitute a separate offense, and upon conviction thereof shall be
punishable as herein provided.
"The issuance or granting; of a permit or approval of plans and
specifications shall not be deemed or construed to be a permit for, or
an approval of, any violation of any of the provisions of this Code. No
permit presuming to give authority to violate or cancel the provisions of
this Code shall be valid, except insofar as the work or use which it,
authorizes is lawful.
"The issuance or „granting of a permit or approval of plans shall not
prevent the [-administrative Fauthority from thereafter requiring the
correction of errors in said plans and specifications or from preventing
construction operations being carried on thereunder when in violation of
this Code or of any other ordinance or from revoking any Certificate of
Approval when issued in error.
"Every permit issued by the flministrative ^.at;hority under the
provisions of this Code shall expire by limitation and become null and
void, if the work authorized by such permit, is not commenced within.
sixty (60) days from the date of issuance of such J;ermit, or if the r,~ork
authorized by such permit is suspended or abandoned at any time after the
work is commenced for a period of sixty (60) days. Before such work may
be recommenced a new permit shall be first obtained to do so.

"No permit shall be required For work relatir.; to installation of
non-potable water lines on farms and ranches provided that the provisions
of Sections 1002 and 1003 of Chapi.er 10 of the T•]estern Plumbing Officials
Uniform Plumbing Code are complied with."
SECTION 6. Amend Section 1.10(a) to read:
"Sec. 1.10 -- To .?hom Permits May Be Issued
"(a) No permit shall be issued to any person to do or cause to be
done any plumbing or drainage work regulated by this Code, except to a
person holding a valid unexpired and unrevoked master plumber's Certificate
of Qualification or Registration as required by Section 2.2 or to a public
utility supplying gas to the public and licensed to distribute such has
in the County, for the installation of ryas piping systems and other related
appurtenances, provided that a master plumber shaLL sign a permit issued to
a firm or corporation for which he is employed or for his own account if
engaged as a sole proprietorship and for no other, and a permit issued to
said firm, corporation, or sole proprietorship; provided further that
said master plumber shall not sign and not be issued a permit for any
other firm, corporation, or sole proprietorship although said master
plumber may be employed by any other i'irm, corporation, or sole proprie-
torship or be enf;aged on his own account."
SECTION 7. «mend Sectior. 1.12 to read:
"Sec. 1.12 -- Cost of Permit
"Every applicant for a permit to install, add to, alter, relocate or
replace a plumbing or drainage system or part thereof, shall state in
writing on the application form provided for that purpose, the character
or work proposed to be done and the amount and kind. in connection there-
with, together with such information pertinent thereto as may be required.
"Such applicant shall pay for each permit issued at the time of
issuance, a fee in accordance with the following schedule, and at the rate
provided for each classification shown therein.

".`any person who shall commence any plumbint~ word for which a
permit is required by this Code without first havint~ obtained a permit
therefor shall, if subsequently permitted to obtain a permit, pay double
the permit fee fixed by this section for such work., provided, however,
that this provision shall not apply to emergency work when it shall be
proved to the satisfaction of the Pdministrative Authority that such
work was urgently necessary and that it was not practical to obtain a
permit therefor before the commencement of the work. In all such cases
a permit must be obtained es soon as it is practical to do so, and if
there be an unreasonable delay in obtainin; such permit, a double fee as
herein provide3 shall be chary=,ed.
"For the purpose of this section a sanitary plumbing outlet on or to
which a plumbing fixture or appliance may be set or attached shall be
construed to be a fixture.
"When interceptor traps or house trailer site traps are installed at
the same time as o building sewer on any lot, no sewer permit shall be
required For the connection of any such trap 'to an appropriate inlet
fitting provided in the building sewer by the permittee constructing such
sewer.
"When a permit has been obtained to connect an existing building or
existing work to the public sewer or to connect to a new private disposal
facility, backfilling of private sewage disposal facilities abandoned.
consequent to such connection is included in t;he building sewer permit."
SECTION 8. amend Section 1.13 to read:
"Sec. 1.13 -- All 1^Iork to be Inspected.
"f.ll plumbing and drainage systems shall be inspected by 'the
Administrative r.uthority to insure compliance caith all the requirements of
this Code."
SECTION 9. <^,mend the schedule of Pees, appearing after Section 1.13 to read:

SECTION 10. Amend Section 2.1 to read:
"Sec. 2.1 -- Definition of P1_umbers and Contractors
"(a) A Master Plumber is a person who has had issued to him a
valid Master Plumber's Certificate of Qualification pursuant to the
provisions of this Code.
"(b) A Journeyman Plumber is a person who has had issued to him a
valid Journeyman Plumber's Certificate of Qualification pursuant to the
provisions of this Code.
"(c) A Plumbing Contractor is a person who possesses a valid Y~laster
Plumber's Certificate of Qualification and conducts, carries on or
engages in the business of plumbing from a legitimate place of business
or shop pursuant to the provisions of this Code.
"(d) An Apprentice Plumber is a person who labors at the trade of
plumbing as an employee under the direct supervision and in the immediate
presence of a plumbing contractor or journeyman plumber."

SECTION 11. Amend Section 2.2 to read:
"Sec. 2.2 -- General Provisions
"(a) It shall be unlawful for any person or persons to labor at
the trade of plumbing in the capacity of a master or journeyman plumber
without first having had issued to him a valid Plumber's Certificate of
Qualification or Registration by the Board of Plumber Examiners.
"(b) It shall be unlawful for ary person, persons, firm or
corporation to conduct, carry or engage in the business of plumbing,
display or expose a sign having similar import for the purpose of
implying the advertiser to be so engaged or act in the capacity of a
plumbing contractor, without first having had issued a valid Master
Plumber's Certificate of Qualification or Registration b,y the Board of
Plumber Examiners and operate from a legitimate place of business or shop
in an area or areas zoned for such purposes."
SECTION 12. Amend Section 2.4 to read:
"Sec. 2.4 -- Board of Plumber Examiners
"The Board of Plumbing Examiners shall be under the Department
having jurisdiction provided for by law and unless otherwise provided
for shall consist of three (3) licensed master plumbers who shall have
had not less than six (6) years experience in their respective trades.
They shall be residents of this County for not less than one (1) year
and citizens of the United States.
"Said Board shall be appointed by the Chairman and Executive
Officer of this County and confirmed by the members of the Board of
Supervisors. They shall serve for a term coterminous with the term of
the Chairman and Executive Officer and any member may be removed from
office sooner, for cause, by the Chairman and Executive Officer with the
approval of the members of the Board of Supervisors.
"The Administrative Authority and the Plumbing Inspector shall have
a voice but no vote in the proceedings of the Board. The Administrative
Authority shall provide a secretary for the Board. A quorum shall consist
of three (3) members."

SECTION 13. llmend Section 2.5 by adding at the end thereof subsections
(e) and (f) to read:
"(e) The Board of Examiners shall hold two (2) regular meetings
every year, one (1) during the 'first half and the other during the last
half of the year, and special meetings at other i;imes when necessary, at
the call of the Chairman of said Board. They shall during said regular
meetings and any adjourned meeting thereof, conduct regular written
plumbing examinations for the purpose of determiciing the competency and
knowledge of plumbing and drainage work and Department of Health sanitary
regulations, of persons whose applications have been approved.
"(f) For each regular meeting however long and for each adjourned
meeting and special meeting lasting more than two (2) hours, each member
present other than ex-officio members, shall receive Ten Dollars ($10.00)
for each meeting attended but not more than Fifty Dollars ($50.00) in any
one month."
SECTION 14. Amend Section 2.6 to read:
"Sec. 2.6 -- Application Fee
"Every person applying for a Plumber's Certificate of Qualification
or Registration shall pay to the secretary of the Board of Plumber
Examiners at the time he makes such application the following fees:
(a) Application for Master Plumber's Certificate $10.00
(b) Application for Journeyman Plumber's Certificate 5.00."
SECTION 15. Amend subsection (b) of Section 2.7 to read:
"(b) Journeyman plumber's Certificate of Qualification or
Registration shall be issued to any person who has attained the age of
twenty (20) years, has completed a plumbing apprenticeship training course
conducted by any (registered) private or governmental agency and has had
not less than three (3) full years actual field experience under the
immediate supervision of a registered licensed plumber and is able to
furnish satisfactory evidence of such fact, or an experience of not less

than five (5) full years or its equivalent under the immediate supervision
of a registered licensed plumber and is able to furnish satisfactory
evidence of such fact, makes application, pays the required i'ee and
successfully passes the examination conducted by the Board oi' Examiners.
"Master Plumber's Certificate of Qualification or Registration shall
be issued to every person who has had issued to him a valid Sourneyman
Plumber's Certificate of Qualification or Registration and has participated
in said trade for not less than one (1) full year and furnish satisfactory
evidence of such fact, makes application, pays the required i'ee and
successfully passes the examination conducted by 'the Board of Plumber
Examiners."
SECTION 16. Amend Section 2.8 to read:
"Sec. 2.8 -- Re-Examinations
"Any person who fails to pass the regular plumbing examination
conducted by the Board of Plumber Examiners shall not request for re-
examination. Said person may make application and re-take the next
regular plumbing examination, when advertised by i;he Board of Plumber
Examiners."
SECTION 17. tlmend Section 2.9 to read:
"Sec. 2.9 -- Expiration of Certificates of Qualification or
Registration
"Every Certificate of Qualification or Registration shall remain in
force and effect until its expiration date, unless sooner cancelled or
revoked.
"All Certificate of Qualification or Registration shall expire on
the last day of each year."
SECTION 18. Amend Section 2.10 to read:
"Sec. 2.10 -- Fees for Renewal of Certificates of Qualification or
Registration
"A l1 Certificate of Qualification or Registration, except certificates
which have been cancelled or revoked, may be renewed from year to ,year

prior to the expiration date upon request and payment of the required
renewal fee as hereinafter provided:
"(a) Journeyman Plumber's Certificate or Registration shall be
$1.00 and Master Plumber's Certificate of Registration shall. be $2.00
if renewed within thirty (30) days of the expiration date.
"(b) If such renewal be requested more than thirty (30) days but
less than ninety (90) days after the expiration of such certificate, the
renewal fee shall be doubled.
"(c) No certificate may be renewed more than ninety (90) days after
the expiration date of such certificate."
SECTION 19. Amend the terms "building drain," "private sewage disposal
system," and "seepage pit" defined in Chapter 1 and add to the list of terms
in said Chapter 1 in their respective alphabetical sequence the definition of
the terms "Department of Health," "health officer," "individual household
aerobic treatment unit," and "private sewage disposal system." A11 said terms
to read:
"Building drain -- The building drain is that part of the lowest
piping of a drainage system which receives the discharge from soil, waste
and other drainage pipes inside the walls of the building and conveys it
to the building sewer beginning five (5) feet outside the building wall."
"Department of Health -- State of Hawaii, Department of Health."
"Health Officer -- The Director of Health or his authorized agent."
"Individual household aerobic treatment unit -- A water-tight
receptacle which receives the discharge of domestic sewage and constructed
so as to retain solids, digest organic matter through a period of detension
and aeration, and allows the aerated effluent to discharge outside the
tank into a sub-surface disposal field or seepage pit."
"Private sewage disposal system -- A cesspool, septic tank or an
individual household aerobic treatment unit with the effluent discharging
into a sub-surface disposal field, into one or more seepage pits or into

a combination of sub-surface disposal field and seepage pit, or of such
other facilities as may be permitted by the Hea:Lth officer."
"Seepage pit -- A seepage pit is a lined excavation in the ground
which receives the discharge from private disposal systems so designed
as to permit the effluent from the septic tank to seep through its bottom
and sides."
SECTION 20. Delete paragraph (e) of Section 203.
SECTION 21. Add the following Section 211 to Chapter 2 of the Western
Plumbing Officials Uniform Plumbing Code to read:
"Sec. 211 - Acrylonitrile-Butadiene-Styrene (ABS) Plastic Drain,
Waste and Vent Pipe and Fittings and Polyvinyl Chloride (PVC) Ring-rite
Pipe and Fittings.
"(a) Acrylonitrile-Butadiene-Styrene (ABS) Plastic Drain, Waste and
Vent Pipe and Fittings.
"This material shall be manufactured in accordance with WPOF1 Product
Standard PS 17-65 and installed in accordance with WPOA Installation
Standard IS5-65. Each manufacturer of this material shall be required
to obtain a separate approval from the Research Committee of the WPOA.
"Pipe and fittings shall be marked on opposite sides with at least
the following information as mentioned in the above standards:
1. Company name or registered trademark
2. The symbol ABS-DWV
3. Size
4. WPOA Seal of P~pproval
5. llny other markings required or permitted by law
6. Code control identification
Its use is limited to residential occupancies not over two stories
in height.
"(b) Polyvinyl chloride (FVC) Ring-Tite Pipe and Fittings by Johns-
Dlanville or approved equal.

"This 160 p.s.i. pipe has integral bell couplings and rubber ring
joints. It shall be used only with Johns-Manville factory made fittings
or approved equal, and only male adaptors shall be used when connecting
to other materials. Standard cast iron pressure fittings (AWWA Std
C100-55) with approved transite adaptors may also be used. The provisions
apply to sizes 1-1~2", 2", 3' and 4".
"With the 160 p.s.i. PVC Ring-rite Pipe in the 6-inch size, only
standard cast iron pressure fittings (1',WWA Std C100-55) with approved
transite adaptors shall be used.
"Lubricant shall be non-toxic such as the J-M Ring-Tits= Lubricant.
Installation of this material shall be in accordance with the manu-
facturer's instructions and recommendations. Its use is limited to
underground water service outside of the building."
SECTION 22. Amend Section 317(e) to read:
"(e) Water service pipes or any underground water pipes shall not
be run or laid in the same trench with non-metallic building sewer or
drainage piping, except as provided in this section.
"The water service pipe may be placed in the same trench with such
building drain and building sewer, provided both of the following
conditions are met:
"The bottom of the water service pipe, at all points, shall be at
least eighteen (18) inches above the top of the sewer line.
"The water service pipe shall be placed on a solid shelf excavated
at one side of the common trench."
SECTION 23. Delete Section 703(b).
SECTION 24. Amend Section 704 to read:
"Section 704 - Traps Prohibited.
~~No form of trap which depends for its seal upon the action of movable
parts or concealed interior partitions shall be used. Full "S" traps are
prohibited except for service sinks. Be 11 traps are prohibited. Crown-
vented traps are prohibited. No fixture shall be double trapped. Drum

traps may be installed only when permitted by the Administrative Authority
for special conditions. No drum trap skull be installed without a vent."
SECTION 25. Amend the footnote to Section 909 (3) (2) on page 67 to read:
"Lead and copper sub-pans or linings shall be insulated from all
conducting substances other than their connecting drain by fifteen (15)
pound asphalt felt or its equivalent and no lead pan or liner shall be
constructed of material weighing less than four (4) pounds per square
foot. Copper pans or liners shall be ai; least PSo. 24 B & S gauge (.02).
Joints in lead and copper pans or liner shall be soldered, burned or
silver brazed respectively."
SECTION 26. Amend Section 910 to read:
"Each building shall be provided with sanitary facilities as
prescribed by the Department of Health, State of Hawaii."
SECTION 27. Amend Section 409(1) to read:
"(1) When subsoil drainage systems are installed, they shall be
discharged into an approved sump or receiving tank and shall be discharged
in a manner satisfactory to the Administrative Authority of the Department
of Health."
SECTION 28. Amend Section 1008(b) (1) to read:
"(1) The bottom of the water service pipe, at all points, shall
be at least eighteen (18) inches above the top of the sewer line."
SECTION 29. Amend Section 1103(a) to read:
"(a) The building sewer, beginning five (5) feet from any building
or structure, shall be of such materials as may be approved by the
Administrative Authority under the approval procedures set i'orth in
Chapter 2 of this Code.
SECTION 30. Amend Section 1106(c) to read:
"(c) No building sewer or other drainage piping or part thereof,
which is constructed of materials other than those approved for use
under or within a building, shall be installed under or within five (5)

feet of any building or structure or part thereof, nor less than one (1)
foot below the surface of the ground. The provisions of this subsection
include structures such as porches and steps, whether covered or un-
covered, breezeways, roofed pone-cocheres, car-ports, covered walks,
covered driveways and similar structures or appurtenances."
SECTION 31. Amend Section 1107(a) to read:
"(a) Cleanouts shall be placed in every building sewer at the
junction with the soil pipe at the building and. at intervals not to
exceed fifty (50} feet in straight runs. The cleanout and fitting at
the junction of the building drain and the sewer shall be of the same
material as approved For the building drain."
SECTION 32. Amend Section 1108-1 to read:
"1. The bottom oi' the water piping at all points shall be at least
eighteen (18) inches above the top of the sewer piping."
SECTION 33. Amend Section 1110(a) to read:
"(a) Except as provided in subsection (b) of this section, no
building sewer or private sewage disposal system or parts thereof, shall
be located in any lot other than the lot which is the site of the
building or structure served by such sewer or private sewage disposal
system; nor shall any building sewer or private sewage disposal system
or part thereof be located at any point having less than the minimum
distances as required by the Department of Health regulations."
SECTION 34. Delete Sections 1111 to 1118, inclusive, of the Western
Plumbing Officials Uniform Plumbing Code.
SECTION 35. Amend Sections 1119(b), (c) and (d) to read:
"(b) Every cesspool, septic tank, aerobic treatment tank and
seepage pit which has been abandoned or has been discontinued otherwise
from further use or to which no waste or soil pipe from a plumbing
fixture is connected, shall have the sewage removed therefrom and be
completely filled with earth, sand, gravel, concrete or other approved
material.

"(c) The top cover or arch over the cesspool, septic tank,
aerobic treatment tank or seepage pit shall be removed before filling
and the filling shall not extend above the top of the vertical portions
of the sidewalls or above the level of any outlet pipe until inspection
has been called and the cesspool, septic tank, aerobic treatment tank or
seepage pit has been inspected. After such inspection, the cesspool,
septic tank, aerobic treatment tank or seepage pit shall be filled to
the level of the top of the ground.
'(d) No person owning or controlling any cesspool, septic tank,
aeroblc treatment tank or seepage pit on the premises of such person
or in that portion of any public street, alley or other public property
abutting such premises, shall fail, refuse or neglect to comply with
the provisions of this seciion or upon receipt of notice so to comply
from the Department having ,jurisdiction.'
SECTION 36. Delete Table 11-1, appearing after Section 1119, in its
entirety.
SECTION 37. Amend Section 1203(a) to read:
"(a) It shall be unlawful for any person except a licensed plumber
or a gas utility to install, alter or repair or cause to be installed
or repaired any gas house piping. Before commencing said work, a permit
shall be obtained from the Administrative Authority. No permit shall
be required from a public utility to disconnect defective gas piping or
equipment when authorized by Section 1209."
SECTION 38. Delete Section 1207 in its entirety.
SECTION 39. Amend Section 1211(f) to read:
"(f) Gas meters installed indoor shall not be installed in bed-
rooms, closets, bathrooms, under combustible stairways or in unventilated
places nor closer than three (3) feet to sources of ignition, including
furnaces and water heaters."
SECTION 40. Amend Section 1212 to read:
"Sec. 1212 -- Materials for Gas Piping

"(a) Pipe. All pipe used for the alterations, extension,
installation or repair of any gas piping shall be standard weight
wrought iron, steel, threaded copper or brass.
"(b) Tubing. Seamless copper, brass or steel tubing may be used.
Copper tubing shall be of the standar3 type K or L, or equivalent, having
a minimum wall thickness of 0.032 inch.
"(c) Pipe Joints and Fittings. Pipe joints may be screwed,
flanged, or welded and non-ferrous pipe may be brazed or soldered, with
a material having a melting point in excess of 1000oF. Tubing joints
shall either be made with approved flared fittings or be soldered or
brazed with a material having a melting point in excess of 1000°F.
Compression type tubing fittings shall not be used for this purpose.
"Fittings (except stopcocks or. valves) shall be malleable iron for
steel or wrought iron pipe, and shall be copper or brass when used with
copper or brass pipe or tubing.
"(d) Valves. rill valves and appurtenances used in connection
with the above piping shall be of the type designed and approved for
use with the fuel gas.
"(e) Joint Compounds. Joint compounds (pipe dope) shall be
applied sparingly and only to the male tkireads of the pipe joints.
Such compounds shall be insoluble in the presence of the fuel gas."
SECTION 41. Amend Section 1213(d) to read:
"(d) Ferrous gas piping installed underground in exterior locations
shall be protected from corrosion 'oy approved coatings or wrapping
materials when the soil resistivity is less th<~n 4,500 ohm-cm and all
such horizontal piping shall have at least eight (E3) inches of earth
cover or equivalent protection. Risers shall be wrapped to a point at
least four (4) inches above grade."
SECTION 42. Amend Section 1213 by adding a new subsection numbered (n)
to read:
"(n) Gas appliances shall be connected to the gas piping with

rigid pipe, listed metal appliance connectors, approved flexible metal
connectors or approved semi-rigid tubing in lengths up to six (6) feet
(for heaters, see Sec. 1312 - Gas Connections). When an appliance
connector or tubing is used, it shall connect 'to an outlet in the same
room as the appliance. The connector or tubing shall not be installed
inside walls or partitions unless protected against physical damage."
SECTION 43. Amend Section 1214(b) to read;
"(b) Where liquefied petroleum gas facilities serve more than one
(1) customer through separate piping systems, each system shall be
identified in a manner satisfactory to the Administrative Authority and
the supplier, and all gas meter locations shall be approved by the
supplier."
SECTION 44. Amend Section 1214(1) to read:
"(i) Requirements for discharge from relief valves shall conform
to state fire prevention regulations."
SECTION 45. Amend Section 1217(a) to read:
"(a) The following regulations as set forth in this section and
Section 1218 - 'Required Gas Piping Size' shall be the standard for the
installation of gas piping. All regulations acid tables are based on the
use of propane gas having a specific gravity of one and fifty-two
hundredths (1.52), supplied at approximately eleven (11) inches water
column pressure at the outlet of the meters."
SECTION 46. Amend Section 1217(e) to read:
"(e) The size of the supply pipe outlet for any gas appliance
shall be no less than the size specified in Table 12-2, and in no case
smaller than one-half (1~2) inch. The minimum size of any piping outlet
for a gas range, a recessed top burner section, or a house trailer shall
be one-half (1~2) inch for LPG."
SECTION 47. Amend Table 12-1, appearing after Section ].21'T(a), to read:

SECTION 48. Amend the "NOTE" after subsection (d) in Section 1218 to
read:
"NOTE: See Appendix F for specific requirements. Gas piping
systems conveying propane gas at pressure of three (3) or five (5)
p.s.i.g. may be sized in accordance with Tables contained in Appendix F."
SECTION 49. Amend Table 12-2, appearing after Section 1218, to read:

SECTION 50. Amend Section 1301 to read:
"Sec. 1301 -- General
"The regulations of this chapter shall govern the construction,
location and installation of gas-fired and other water heaters heating
potable water, together with all flues, vents and vent connectors for
the same. All design, construction and workmanship shall be in
conformity with accepted engineering practices and shall be of character
as to secure the results sought to be obtained. by this Code. No water
heater shall be hereinafter installed which does not ccmply in all
respects with the type and model of each size thereof approved by the
Administrative Authority. However, nothing in this Code shall be
interpreted so as to conflict with the Building Code of the County of
Hawaii."
SECTION 51. Amend Section 1305(c) to read:
"(c) Gas storage-type water heaters and hot water boilers shall
be equipped, in addition to the primary temperature control, an
approved automatic gas shut-off system, a temperature relief valve or
a combination temperature and pressure relief valve.
"An automatic gas shut-off system shall be either factory installed
or shipped with the appliance accompanied by complete instructions for
their installation.

"The temperature relief valve or the combination temperature and
pressure relief valve used shall not have an inlet connection less than
3~4", shall have a capacity to prevent water in the heater from exceeding
210 degrees Fahrenheit maximum temperature and shall be installed within
three (3) inches of the hottest part of the heater tank served."
SECTION 52. Amend Section 1307(c) 3 to read:
"3. For gas-burning water heaters, all openings or ducts shall
have a total unobstructed area not less than one square inch for each
two-thousand (2000) B.T. U. 's of heat to all heaters in such compartment."
SECTION 53. Amend Section 1307(e) to read:
"(e) Alternate Methods of Supply Combustion P.ir
"In lieu of requirements of Section 1307(c), combustion air supply
may be designed in accordance with recognized engineering principles
when first approved by the Administrative Authority."
SECTION 54. Delete Table 13-1, appearing after Section 'L307(e), in
its entirety.
SECTION 55. Amend Section 1310(a) to read:
"(a) tdater heater generating a glow, spark or flame capable of
igniting flammable vapors may be installed in a residential garage
provided the pilots and burners, or heating elements and switches,
are at least eighteen (18) inches above the floor."
SECTION 56. Amend Section 1312(a) (1) to read:
"(1) Gas heater burning not more than 100,000 B.T.iJ.'s may be
connected with approved type semi-rigid or other approved all metal,
seamless tubing connectors of brass, steel or copper. Copper tubing
shall be of the standard grade K or I. or having a minimum thickness of
0.032 inch."
SECTION 57. Amend Section 1312(c) to read:
"(c) Connector an3 fittings conforming to the approved standards
may be considered as meeting the foregoing requirements."

SECTION 58. Amend Section 13 i3 to read:
"Sec. 1313 - Pressure Relief Valves
"A11 water heating appliances which are installed in a closed
system of water piping or any water heater connected to a separate
storage tank and having valves between said heater and tank shall be
provided with a water pressure relief valve or a combination water
pressure and temperature relief valve set at a pressure of not more
than one hundred and fifty (150) pounds per square inch gauge pressure
nor the maximum design operating pressure of the system."
SECTION 59. Amend Section 1314 by adding a rtew subsection numbered
(e) to read:
"(e) Listed water heaters located outside of, in enclosures
outside of, or under building structures aha7.1 be considered properly
vented when installed with their listing requirements and manufacturer's
instructions. Vent requirements as set forth in Chapter 13 shall not
apply except that:
"1. Vent terminals shall not be located less than twelve (12)
inches from any building opening or be less than thirty (30) inches
from any combustible overhead building structure or enclosure roof.
This distance may be reduced to six (6) inches if the combustible
material is protected with an asbestos board 16" x 16" x 1~4",
centered over the heater flue apace out one-half (1~2) inch. (Spacers
shall be of non-combustible material.)
"2. Gas heater installations under building structures must also
comply with the following: All air for combustion is derived directly
from the outside air and all vent gases are discharged to the outside
atmosphere; two (2) approximately equal permanent fresh :sir openings
for combustion shall be provided, one within six (6) inches of the
ceiling; the aggregate of the fresh air openings shall not be less
than eight hundred (800) square inches nor less than one (1) square
inch for fifty (50) B.T.U. of heat input for all gas water heaters in
such under house locations."

SECTION 60. Delete Appendix C, appearing on pages 142 and 143, in
its entirety.
SECTION 61. Delete Appendix D, appearing on pages 144 to 148,
inclusive, in its entirety.
SECTION 62. Amend Appendix F, appearing on pages 155 to 157,
inclusive, to read;

Medium Pressure Gas Piping Systems
F1 - Definitlons
Medium Pressure - pressure over fourteen (14) inches of water column
but not to exceed five (5) p.s.i.g.
F2 - Approval of both the Administrative Authority and the Gas Utility
shall be obtained before any medium pressure gas piping system is
installed.
F3 - Except as set forth herein, the requirements of Chapter 12 shall apply
to medium pressure gas piping systems.
F4 - Approved regulators shall be installed on medium pressure gas piping
systems, in approved locations either outside the building or inside
when vented to the out„ide or when equipped with a vent limiting device
which shall limit the escape of gas to not more than 0.5 standard
cubic feet per hour, iu non-hazardous well ventilated interior locations
and shall be readily accessible for servicing.
F5 - An approved gas valve shal"i be installed immediately preceding each
regulator. All regulators that may be subjected to mechanical damage
shall be substantially protected to Che satisfaction of the
Administrative Authority.
F6 - Tables F1 and F2 may be used to size propane gas piping systems carrying
three (3) or five (5) p.s.i.g. gas. The procedure to determine the
size of each section of the system is similar to that contained in
Section 1218 of this Code using the pipe length from the meter to the
most remote regulator on the medium pressure system and sizing the
downstream low pressure piping from Table 12-2.
F7 - Buried medium pressure gas piping shall be protected from corrosion
as required by Chapter 12 and shall have a minimum earth cover of
twelve (12) inches. Such piping shall be covered with at least six
(6) inches of hand placed selected backfill devoid of rocks, building
materials or other matter that may damage the pipe or wrapping.

SECTION 63. Add Appendix G after Appendix F to read:
"APPENDI:{ G
Under Concrete of In Concrete Slab Gas Piping
G1 - Gas piping may be embedded in concrete floor slabs constructed with
Portland cement. Piping shall be surrounded with a minimum of
1 1/2 inches of concrete and shall not be in physical contact with
other metallic structures such as reinforcing rods or electrical
neutral conductors. At the point of entry into concrete slab piping
shall be suitably protected from corrosion by a non-metallic sleeve.
Piping shall not be embedded in concrete slabs containing calcium
chloride or similar corrosive qui.ckset additives.
G2 - Gas piping may be installed under a concrete floor slab provided:
G2.1 - All ferrous piping shall have approved protective coatings as
specified in Section 1213(e).

G2.2 - All piping shall be installed at least six (6) inches below
the bottom of the concrete slab. Material used for backfill
around pipe shall be free of rocks larger than 5~8 inch in
diameter, building mar,erials, hot ashes and trash.
G2.3 - Protective coatings or. ferrous pipe shall extend at least one
(1) inch above the floor grade on outlets installed through the
concrete floor slabs.
G2.4 - When ferrous piping is used an approved dielectric fitting shall
be installed on the hot and cold water lines at the water heater.
G2.5 - Ferrous gas piping systems shall be at least one (1) inch from
any other metallic structure, such as concrete reinforcing,
water lines, drain lines, or eleceric:al grounding systems.
G2.6 - An approved five (5) pound magnesium or zinc sacrifical anode
shall be connected adjacent to ferrous gas piping outside of
the slab and shall be buried in rock free backfill deeper than
the piping protected. Anode lead wires shall be attached to
the piping by soldering, conventional ground water clamp
connections or Thermit welding, limited to a 15 milligram
cartridge. Brazing by any other method is prohibited."
SECTION 64. Offenses under former ordinances saved. Nothing contained
in any provision of this ordinance shall apply to an act done or omitted,
or to an offense committed at any time before the enactment of this
ordinance. Such act or omission shall be governed by, and any such offense
shall be punished according to the provisions of the ordinances existing
when such act, omission or offense, occurred in the same manner as if this
ordinance had not been enacted.
SECTION 65. Repeal of prior ordinance, preservation of rights and
liabilities, construction of revised ordinance.
a. Repeal of prior ordinance; what not repealed. All ordinances, sections
and parts of sections of Ordinances of the County of Hawaii, in
conflict herewith, be and the same i.s hereby repealed.
b. Preservation of rights and liabilities. Said repeal shall not affect
any act done, ratified or confirmed, or any right accruing or accrued
or established, or any action, suit or proceeding had or commenced in
any civil cause, prior to said repeal, but al'L rights and liabilities
under any ordinance embraced in the said ordinance or so repealed shall
continue, and may be enforced in the same manner and with the same

effect as if said repeal had not been made.
c. Construction of Revised Ordinances. Provisions in said ordinance shall
be construed as continuations or amendments of applicable or
corresponding provisions of previously existing laws and. not as new
enactments. In case of a conflict between said and other ordinances,
or in case of latent and patent ambiguity or obvious clerlcal error
in said ordinance, reference may be made to the previously existing
ordinances for the purpose of applying the rules of construction
relating to repeal by implication or for the purpose of resolving the
ambiguity or correcting the error.
